I do share your concerns about the quality of general management and strategic planning in both the Public and Private sectors. It calls for more thinking and insightful use of information. Too many employees find this hard to do. Independence implies taking responsibility. No one wants to do that, because of fear of failure. Why is that so?

It continues to be a puzzlement for the blogmaster why the former government constructed a headquarters for a reported 50 million dollars give a take a few million. A commonsense perspective would have been to appreciate that with 100 year old mains a part of the distribution network, better use of scarce resources would have been to aggressively implement the pipe replacement project. Instead the country had to endure the embarrassment of Barbados Water Authority (BWA) and Barbados Workers Union (BWU) locked in negotiations about this that and the other for months.

Those of us who have been around town long enough are aware that capital works projects create the opportunity for friends to share in the fatted calf. Many blogs have been posted about the mismanagement and lack of strategic thinking at the BWA AND other state owned entities. However, when all is said and done fingers point back to the governments of the day.

The issuance of a prohibition notice by the BWA caught our eye this week. It is no secret Barbados is categorized as a water scarce country. It is also no secret Barbados has been experiencing drought conditions in recent months. It was therefore a shocker to listen to members of the general public and others in civil society questioning why the BWA had not issue a prohibition order earlier to encourage efficient water usage. It appears to the uninformed that public cries to prohibit the use of water for non critical activities galvanized the BWA into action.

If water is a precious water resource should decision-making by key stakeholders not reflect it?

The public is being told one of the measures being pursued to ensure adequate supply of water is to boost production at Ionics desalination plant. The blogmaster recalls the Auditor General in a special audit of the BWA noted that in the Ionics agreement with the government of Barbados had committed to pay Ionics a guaranteed amount whether the BWA had the capacity to receive the amount or not? It was also noted that BWA did not have the capacity to receive water paid for  at the time.

Another bit of information which caught the ear of the blogmaster from the mouth of the prime minister last week is that she wants the BWA to penetrate the lucrative bottle water market in order to sustain its revenue base. We will park this for now.

Every year do we have to listen to rehashed excuses from the authorities? The rain is not falling to replenish the reservoirs,  Old pipes are springing links and posing a challenge to be repaired, pipes in certain areas need flushing because of old pipes etc etc etc. We need to construct desalination plants.

  1. Tee yes as you say the other side is the party politics and the fact that the party faith fulls must be rewarded at all cost. One only has to look at the amount of permits issued for the South coast road alone to see lunacy at work. So when the politicians and regulators who are paid by the tax payer turn around and create the fiasco we have with the PSVS, hence causing us to plough more into the transport board who do we then turn to for it to be fixed?

    I have no problem with privatizing the Board, but the permits would need to have serious consumer protection in them and be policed by the Transport Authority. Plus the owners of 8 and 10 vehicles need to be told that for every 2 sweet routes you got to take a sour one too. Failing that some form of subsidy could be paid for the uptake of the weak routes. It can be done all it needs is a plan and for politicians to stay far from it!

    So if a route calls for it to Be serviced by a bus to 10 pm and that does not happen, then the permit should have a cancellation clause in it based on such. It can be done but regrettably with our record of policing these guys I doubt we will live to see this happen.


  2. The island is divided into ground water units and each has a design yield.

    The West Coast ground water units are

    Alleynedale, 1.65 mgd,
    Ashton Hall, 0.8mgd,
    The Whim, 0.72 mgd,
    Heymans, 1.0mgd,
    Carlton, 1.23mgd,
    Porters 2.18mgd,
    Trents, 0.85mgd
    and
    Molyneux, 0.59mgd.

    O$A blew Porters and Molyneux in the 1990’s leaving 6.25mgd available out of a possible 9.02mgd.

    The demand was expected to grow and projections in 1978 were that all 9.02mgd of water would be needed.

    …. I hope my additions are right.

    You would have seen these figures in the 1978 Water Resources Study in the Public Library, Tables I3, I4 and I5.

    My understanding of what happens during a dry spell is that even the design yield can’t be met.

    The BWA is also short the Porters and Molyneux contribution.

    In those circumstances the pumps are shut down, so it doesn’t really matter about leaks as there is nothing to leak!!

    The reason is there is little flow of fresh water into the aquifer … no rain.

    Rather than destroy the well with the intrusion of saltwater on which the thin layer of freshwater floats the pumps are shut down.

    Sure leaks should be fixed, but, the bigger priority is water!!

    The Scotland District could solve the problem and make up for O$A and his cabinet’s inept decision.

    Why “desalinate” when the expensive water was to be put into leaky pipes?

    The extra source of water from what I recall was destined for the north and major roadworks were undertaken along Highway 2A to lay new mains.

    Once the golf course development had been allowed and the 2.19 mgd blown there was still the need to supply the new development with residential water.

    Maybe if the water in the Scotland District had been investigated then it might have turned out easier and cheaper to get water up north than via Ionics.

    The more I think of the Scotland District and its water resources (or perhaps lack thereof) the more I feel we should investigate the possibilities.

    I remember the 60% figure at the time of Ionics!!

    Note that it is called non revenue water.

    A metering program was begun back then and the water rates were raised.

    Water demand automatically fell!!

    A leak detection program was also undertaken, remember it well.

    The question today is did BWA hit its 2016 target?

    I don’t know!!!

    But here is my logic as to the extent of their success.

    If you look at the volume of water pumped by BWA (Economic Report) you will find, or atleast I found years ago that the volume peaked in 1996 and remained flat!!

    I interpret that to mean that the design yield of the wells was reached and all the available water was being pumped.

    That was almost a quarter century ago.

    For me the conclusion is that the BWA, through its metering program, water rates and leak detection was able to curb demand and waste and with a fixed output, meet the requirements of a “growing” economy.

    Until someone shows me different I consider the folks at the BWA super men and women!!

    I’ve spent a lot of time looking at alternative sources of water, even looking at how to get water from the atmosphere, … God’s Dew as the Israelis call it!!

    They have made a desert bloom!!

    It is like having a savings account and giving access to several other “friends”!!

    Senn surveyed 700+ water wells all over Barbados, many of which were dry!!

    From that data he was able to build up a picture of how the water occurred underground.

    As a result of that knowledge we got to develop Belle, Hampton and all the other wells along the west Coast.

    I have personal knowledge of two wells in the Christ Church area dug maybe 100+ years ago which are dry!!!

    Whoever dug them was gambling and lost.

    … they lost because they did not understand how and where the water occurs.

    No doubt diviners existed at the time, some got it right and others did not!!

    Since you are the No.1 ‘go-to’ person on all things ‘aqua”, why not tell us if the ban on non-reusable plastic bags and containers will also apply to plastic bottles containing imported piped water from other countries?

    How can Bajans boast about the high quality of the BWA-produced drinkable water while at the same time borrowing other people’s foreign money to import ‘processed’ water in plastic containers deemed disposable and harmful to the environment and the ocean, the source of the same water?

    Now answer that John, just answer, Quaker boy!

    No more new catchment areas in the coral area.

    Wells don’t work in the Scotland District.

    The last “new” catchment area in the coral area was Porters but there were wells in that one already.

    Porters Factory was one and to this day I suspect it still supplies Portvale during the crop.

    There are catchment areas that do not produce enough water to qualify them as public water supply wells like Content and Bourbon in St. Lucy and south of the Christ Church Dome.

    All will have numerous wells already, many of them dry.

    The catchment areas in use for water supply all have one thing in common.

    Enough is in the higher elevation/rainfall area to ensure some water supply during the dry season.

    Top producing wells are Belle and Hampton in the St. Thomas,St. Michael and St. John, St. Philip catchments.

    Belle gets water from as “far” away as Coffee Gully!!

    Sweet Bottom and then Applewhaites will take out water so that it is available at high elevations.

    Hampton will get from as far north as Malvern.

    Bowmanston will take some on the way so that water is also available at high elevations.

    A bit off topic but if I have been watching World Cup cricket. Chris Gayle was given out incorrectly twice in one over. All he could do is shake his head in disbelief. A few overs later he was out on review – umpire’s call on what would have been a free hit if the no ball had not been “missed” on the previous ball. Bottom line is with good umpiring Chris Gayle would not have been out.

    Then Jason Holder was given out lbw and had the decision reversed ON THE FIRST VIEWING of the third umpire. This is BY FAR THE WORST UMPIRING I have seen in the tournament so far. All the bad decisions have been given against the West Indies.

    What do you call this? Do I have a victim mentality? I think not! I have been watching this crap happen for 46 years and I have not seen such blatant bias against us since 1975. And that’s saying a lot! A simple game of cricket and it seems they cannot allow us to win!

    Let’s hope we can raise up another Viv Richards because from what I am seeing that is the only way we can beat the thirteen man opposing side. It is so bad that instead of the commentator saying “and he’s out” he is saying tentatively “and the finger goes up” while he anticipates the review.


  13. Here we go again, Jason Holder given out LBW overturned on review. Missing by quite a bit. Michael Holding calls it atrocious umpiring by both umpires. Jason holder can only shake his head. Michael Holding says they are being put under pressure by the Australians who are appealing more than once. I’ve seen that happen before with the same result. I hope the players and the umpires are disciplined but I won’t hold my breath.

    This is so unsettling? I can imagine how it is for the players. is this where we are in 2019 even with all the technology? Have these people no shame??????

    My surmise is this.

    Westmoreland I would say is getting water for its greens from the Porters Catchment.

    Residential water is from BWA.

    Apes Hill I would also say is getting water for its greens from the Porters catchment.

    Residential water is from BWA.

    The reservoir at Farmers, is in the Trent’s catchment and services Apes Hill as required.

    Very often many do not see the value to those who understand the law of unexpected consequences. Who benefits from societal problems and poor governance? The smart capitalist who expects a return on their investment in persons of influence. Every year we see the same ignorant lament and the cow effect about water while we continue to allow torrents of water to flow right into the sea when the rains come while we continually flush potable water down toilets. Oh, we refuse to use the unused abandoned quarries to act as conduits to the aquifers such low tech ideas are only for Sir Cow. I have been saying that water needs to be treated as an issue of national security.

    Sometimes, I wonder if our educational system has been our worst enemy for it seems to have a noosphere on critical thinking. When will locals understand there is more to wucking up at crop over, being under the opium of sports and partying every weekend.

    Sadly, the bajans who have pulled themselves from poverty to become middle class through hard work and sacrifice are now being called upon to support the vulnerable. Some by their sheer indifference prefer dependency and handouts.
    Another major issue that’s not top of mind in the event of major disaster. If we are hit by a major earthquake or storm and the two submarine cables are destroyed the few satellite phones and ham radios will be our only contact to the outside world as C & W got rid of their earth station and the GOB did not have the common sense or the interest to keep a small earth station.

  20. It seems as though with SOE Some persons employed within these same sectors have an interest in the same businesses they are suppose to regulate. So the Authorities are regulations appear to be a real joke. A slap in the face to the tax payers and those innocently suffering. How may PSV are parked at government departments including SOE for an entire day. I doubt that legitimate workers of these would spend an entire day at a government agency unless they are employees. Need transparency and anti corruption legislation but this will never happen. The fatted calf which is now a bit lean still have some meat to be sliced at the cost to the poor who will move more down the poverty line.

    I learnt ages ago not to invest any emotions in the West Indies.

    I go by merit and West Indies did not merit a victory yesterday.

    Once Australia recovered from 75 for 5 to 139 for 5 in the 30th over, West Indies were more than likely going to lose!!

    Steve Smith was too good and he has something to prove!!

    I knew from the 30th over of the Australia innings we did not have what it takes.

    Double 139 and you get 278 and 278 was always going to put us under severe pressure.

    We had a chance but on present form if I were abetting man I would have backed Australia.

    Had we chased the 280 odd successfully I would have said we got a chance at the final which is all that matters.

    We just need to learn how to recover and fight back as Australia showed us.

    OK, so their tactics might not be totally acceptable to you, but they fought harder and longer than we did!!

    We have SA to play next … we need to learn and win because SA will have fire in their belly and will be difficult to beat.

    For them it could be curtains, a matter of life and death.

    We will see if we play it just as a game or if we toughen up.

    Win or lose, our match against India will determine if we merit a place in the finals!!

    Australia is good preparation.

    England will be important but India is a machine!!

    Looks like Pakistan could be in the finals!!

    Depends on who is the toughest … and if we learn!!

    No. Their tactics are not in keeping with the rules. A player is not entitled to appeal twice. One may shout an appeal just once. If the finger does not go up one may request a review in the approved manner. That approved manner does not include turning to the umpire and screaming another appeal. It comes in the form of a hand signal. This is important because if one errs in one’s referral one loses it. That can be crucial to the game.

    Quite true the West Indies threw the game away and did not deserve a win. BUT NEITHER DO CHEATS DESERVE A WIN! In a toss up I’d say those who played by the rules were less undeserving than the cheats.

    Let’s take that into another arena! If I had studied harder but still found it necessary to cheat on an exam. If the others students had not studied hard enough but did not cheat. If the exam was graded on a curve and my cheating placed me higher on the curve, would it be acceptable for me to pass ahead of other students because I had studied harder, cheating notwithstanding?

    It seems to have dropped Appendix 26 and any mention of Water Consumption after the first few years!!

    If I were an investor in a project that required a large amount of water. I would take note of Appendix 26 in the 2007 report and realise that the BWA has not pumped anything more than the 1995 levels in the 10 years preceding 2005!!

    Any housing development taking place after 1995 has been undertaken with no access to water!!

    All that happens is the folks in the higher elevations get theirs shut off so the folks in lower elevations can get 24/7.

    The folks in the higher elevations need tanks and pumps … sure … but if water has capped development maybe we could have sent the whole TCPO home and saved a packet!!

    We could have saved Westmoreland, Apes Hill and a host of other “developments”.

    I have been watching cricket for too long not to know what I am talking about. Those extra appeals are against the rules. They should be disciplined and so should the umpires for being intimidated into raising the finger.

    For the Aussies, cheating is a way of life. They do fight hard, but they also cheat. But they have serious problems when somebody responds in kind. Remember the Stuart Broad fiasco when they vilified Stuart Broad for not walking when the Aussie rule is NEVER TO WALK? The umpire they say is there to do a job and they let him do it. Unless it goes against them.

    And what about sledging? Isn’t it a fact that they seem to believe that they should be the ones to determine when sledging has crossed the line? Remember McGrath and Sarwan?

    These are not my opinions. They are the opinions of the world. Read the comments on ESPN sometimes or on BBC Sports. NOBODY LIKES THE AUSSIES because of their incessant cheating and their arrogance and bullying and their inability to take what they give. They are only hard when not challenged in kind.

    Lethal.

    Reckoned he would be a handful!!

    Even if the umpires had not missed the no ball and a free hit had been given Gayle, Starc was all over him and would have got him.

    Gayle cannot play the ball that swings in to him at pace and that is Starc’s trademark … he is good at it and fast.

    Russel just needs locking up!!

    Once Starc got into the lesser bats he ran riot.

    Russell was playing for himself.

    Starc is no Stokes and Braithwaite was out of his depth.

    Another day maybe another outcome!!

    I can’t watch cricket, prefer to look at the numbers and make predictions.

    In the absence of radio commentary, I read the ball by ball commentary on the internet, watch the numbers, assess the outcome and get on with something else!!

    I was hopeful when we were running riot in the top order but figured Smith would stop the rot.

    Coulter -Nile and others just followed the lead, played for their team and made use of their chances!!

    We let this one go!!

    Forget the umpires, complaining just weakens us.

    Come back with blood in the eye … SA is going to be playing for keeps!!

    I have no fear but for the life of me I can’t understand why a business would make that investment in a market that seems not only to be saturated by local businesses but also, possibly, capped by the inept decisions on water in the 90’s.

    If you look at the Economcal and Social Report for Barbados in 2005 you will see the same Ms Mottley showing that the BWA’s output had flatlined since 1995!!

    She presented the Report to the Legislature as Deputy Prime Minister and Minister of Economic Affairs and Development!!

    She can’t claim ignorance!!

  46. Oh, I am not at all shaken up. I enjoy the battle. If you guys were half as smart as you think you are you would have discerned that by now. I find that you guys cannot take it when a person, especially a woman, does not prostrate herself before your supposedly superior intelligence. You are forever trying to intimidate but I never take evasive action. You team up on me and I face you alone. Nobody comes to back me up and still you cannot intimidate me.

  48. There has been terrific work done in the 60’s in the Scotland District with terracing.

    This slows the flow of water in the higher elevations.

    Perhaps we can improve the shape and form of the land and reduce the speed even more.

    Existing terracing will need maintenance of which there has been none to date!!

    There will always be major rainfall events for which there is no remedy so let it go.

    Perhaps we could get even more water out of the Scotland District than the 6-9 mgd I estimated by just prorating from the limestone area.

    One seventh of 106,000 acres is about 15,000 acres.

    The low rainfall years produce ~ 40 inches, 3.33 feet.

    That’s about 50,000 acre feet per year or .

    Average daily output is 44 mgd.

    Losses due to evapotranspiration estimated from Senn at 80%

    Runoff and percolation in the Scotland District could be as high as 8.8 mgd in a drought year and 13.2 mgd in a good year.

    Given the precarious position in which we find ourselves, this seems to be worth investigating.

    In a drought year we could increase the underground water reserves by well over 20% and if we purify some on its way over the escarpment, we get potable water for distribution at those higher elevations at which we have perennial problems.

    There will be an energy cost in moving that volume to the escarpment and that would have to be factored.

    How many kilowatts required to raise a gallon through 800+ feet?

    A lot of the figuring can be done on the back of an envelope.
