The 30th Inter-sessional CARICOM Heads of Government Conference ended in St. Kitts last Wednesday – the 27thof February 2019 – with the staging of a Press Conference. And guess what was the very first question posed to the head table comprising Prime Minister Timothy Harris, CARICOM Secretary General Irwin La Roche, and Jamaican Foreign Minister Kamina Johnson Smith by the assembled Press Corps ?

Well, if you guessed that it was a question about the deadly military confrontation that is currently taking place between India and Pakistan in the skies above the disputed Asian region of Kashmir you would have guessed correctly! The journalist who was first off the mark wanted to know whether our CARICOM Heads of Government had discussed the dangerous breach of the peace that had occurred in Kashmir that very day, and whether CARICOM was going to issue a statement on the matter!

As you would imagine, this question caught the CARICOM trio by surprise, but I would wish to advise them – and all other CARICOM leaders and officials – to expect to have many such questions posed to them in the future.

You see, ever since our CARICOM Heads of Government not only issued their 24thof January 2019 Statement on the crisis in Venezuela (declaring that the Caribbean is a Zone of Peace and insisting that a process aimed at a peaceful settlement of the dispute must be pursued) , but also followed up the Statement by enunciating these peace-seeking principles at meetings of the United Nations Security Council and  with the UN Secretary General, people all over the world have started to associate CARICOM with a “diplomacy of Peace” and to see CARICOM as the champion of a “Zone of Peace” concept in international affairs.

I don’t think it is an exaggeration to say that in a contemporary era characterized by conflict, tension, egregious breaches of International Law and order, and the easy recourse to unilateral attack and military aggression, that the recent bold and courageous CARICOM championing of the principles of Peace and dialogue has made many governments, institutions and people sit up and take notice.

Indeed, since the publication of my recent article declaring that our Heads of Governments’ statements and actions in relation to the crisis in Venezuela constitute “CARICOM’s finest hour”, I have  actually received letters making the case for the conferring of a Nobel Peace Prize on CARICOM!

No doubt such a sentiment is a bit pre-mature, but if our Caribbean Community (CARICOM) is able to maintain its unity and courage and to so continue to champion the concept of a “diplomacy of dialogue” and the notion of the Caribbean being a “Zone of Peace” that it is able to facilitate a peaceful and negotiated settlement of the crisis in Venezuela, why shouldn’t such an achievement attract the highest international plaudits?

It is against this background therefore that I would like to draw to the attention of my fellow CARICOM citizens that this notion of a “Zone of Peace” is an International Law concept that Caribbean leaders – both secular and religious – have helped to develop and champion over an extensive period of time, and that it is therefore a concept and a philosophy that we Caribbean people could justly lay claim to.

So, let us embark on a brief examination of the history of the International Law concept of a “Zone of Peace”.

The roots of the term “Zone of Peace” are to be found in two 1971 international instruments that constituted efforts to extricate two regions of the world from entanglement in big power rivalries during the Cold War – the 1971 UN General Assembly Declaration decreeing the Indian Ocean as a Zone of Peace and the 1971 Declaration of Indonesia, Malaysia, Philippines, Singapore and Thailand declaring their intention to “keep South East Asia free from any form of interference by outside powers”.

However, the term was given a more universal applicability when in 1978, the United Nations General Assembly held a Special Session devoted to disarmament and resolved to establish “zones of peace in various regions of the world under appropriate conditions to be clearly defined and determined freely by the States concerned in the zones, taking into account the characteristics of the zone and the principles of the Charter of the United Nations.”

And to their credit, it was the political leaders of the Caribbean who immediately took hold of this newly established general legal concept and engaged in  a process of giving it concrete and specific content and applying it directly to our Caribbean region.

In October 1979, for example, at the Ninth Regular Session of the General Assembly of the Organization of American States, Grenada (under the leadership of late Prime Minister Maurice Bishop) co-sponsored a Resolution that called on all states to recognize the Caribbean as a Zone of Peace “and to devote all their efforts in appropriate regional and international forums, to the advancement of this concept.”

Subsequently, the Committee of CARICOM Ministers of Foreign Affairs— at their sixth Meeting held in Grenada in June 1981– reaffirmed their intention to have the Caribbean declared a Zone of Peace and established a Working Group to formulate measures to give effect to the Zone of Peace concept.

The Caribbean Conference of Churches (CCC) then got into the act, and in April 1982 they too adopted a Resolution which urged our CARICOM Heads of Government to establish a Zone of Peace in the Caribbean, “including the ratification of any treaties which may be necessary to ensure this.”

Furthermore, with the return to power of Prime Minister Errol Barrow of Barbados in 1986, the drive towards the confirmation of the Caribbean as a Zone of Peace was given a tremendous boost when, in his July 1986 speech to the opening ceremony of the CARICOM Heads of Government conference in Guyana, the Barbadian national hero stated as follows:-

“My position remains clear that the Caribbean must be recognized and respected as a Zone of Peace…I have said, and I repeat that while I am Prime Minister of Barbados our territory will not be used to intimidate any of our neighbours: be that neighbour Cuba or the USA. And I do not believe that size is necessarily the only criterion for determining these matters. It is important to let people know where you stand…in what is a moral commitment to peace in our region.”

And finally in the year 2014 our CARICOM member states joined together with other sister states of the Community of Latin American and Caribbean States (CELAC) to issue the “Havana Declaration” definitively declaring our region a “Zone of Peace” in which the core principles of self-determination, non-intervention in the internal affairs of states, and a commitment to resolve disputes peacefully through dialogue and negotiation would be rigorously upheld , and in which a “Culture of Peace” would be assiduously cultivated.

To the credit of the current cohort of CARICOM Heads of Government, it is precisely these core “Zone of Peace” principles that they have advocated in their Statements on the Venezuela crisis and in the “Montevideo Mechanism” that they have proffered as a procedure for negotiating a peaceful and lawful end to the crisis.

Stay the course CARICOM ! A grateful World will ultimately commend you for preserving the very foundations of the system of International Law, and for championing the indispensable value of Peace.

    Don’t be surprised by the bitterness and vitriol. That’s how the white supremacists are when the facts and evidence defeat them. You just listen to the hatred and lies in the mouths of Trump, Pompeo, Abrams, Bolton and the rest of them. It doesn’t phase me for one minute. Their lying propaganda might work on the ignorant and uninformed but thankfully, today, more and more people are awakening and can see the truth. Those whose hearts are dead and have no conscience are the ones suppporting the KKK in the White House and their attempts to suffocate the Venezuealan people so that US corporations can steal their oil. As I said before, this barbarity is not new. Just read about the crimes of the European invaders when they entered the Caribbean with that same unbridled greed. That time it was for gold.     But echoing another popular phrase within the Trump administration, Chung called on Barbados and CARICOM to rethink their position on the “humanitarian crisis” in Venezuela. Calling on Bridgetown “to look objectively at all factors”, she suggested that the crisis in the South American nation could affect regional security.

    Said Chung: “It affects the whole region…. Barbados has a long history of democracy and should speak up at CARICOM. We urge you to do more. This is a time for choice; neutrality may be turning a blind eye to the humanitarian crisis…. It is not a time for dialogue; we see it as a delay tactic. It is not a neutral matter.

    In response, the minister told the American diplomat: “While we differ in some things, we must know that happens amongst friends. The best of friendships have differences, but we must proceed with diplomacy and dialogue.”

    Chung took up the post of Principal Deputy Assistant Secretary in the State Department’s Western Hemisphere bureau last November. Apart from stints largely in South and Southeast Asia, she has served in Colombia where she “managed the U.S. government’s largest extradition programme, including paramilitary and narco-trafficking cases” and served as the US representative to the G24 in Bogota, according to the State Department website.”

    Article 233 of the Venezuelan Constitution

    Article 233: The President of the Republic shall become permanently unavailable to serve by reason of any of the following events: death; resignation; removal from office by decision of the Supreme Tribunal of Justice; permanent physical or mental disability certified by a medical board designated by the Supreme Tribunal of Justice with the approval of the National Assembly; abandonment of his position, duly declared by the National Assembly; and recall by popular vote.

    When an elected President becomes permanently unavailable to serve prior to his inauguration, a new election by universal suffrage and direct ballot shall be held within 30 consecutive days. Pending election and inauguration of the new President, the President of the National Assembly shall take charge of the Presidency of the Republic.

    When the President of the Republic becomes permanently unavailable to serve during the first four years of this constitutional term of office, a new election by universal suffrage and direct ballot shall be held within 30 consecutive days. Pending election and inauguration of the new President, the Executive Vice-President shall take charge of the Presidency of the Republic.

    In the cases describes above, the new President shall complete the current constitutional term of office. If the President becomes permanently unavailable to serve during the last two years of his constitutional term of office, the Executive Vice-President shall take over the Presidency of the Republic until such term is completed.

    Fact 1: The current democratically elected president of Venezuela is not dead, has not resigned, has not been removed from office by a decision of the Supreme Tribunal of Justice, has not been certified, by a medical board designated by the Supreme Tribunal of Justice with the approval of the National Assembly, physically or mentally disabled, has not abandoned his position and has not been recalled by a popular vote. Therefore, there are no consitutional grounds for Juan Guiado to declare himself the president of Venezuela, nor for Trump, Bolton, Pompeo or any of the other White House criminals to appoint him as president of Venezuela.

    Fact 2: The constitution clearly states that where constitutional grounds exist for the replacement of an elected president, after inaugaration, which took place on 10 January, the “Executive Vice-President shall take charge of the Presidency of the Republic”. Juan Guaido was never appointed as the Executive Vice-President.

    Fact 3: The constitution clearly states that where constitutional grounds exist for the replacement of an elected president, before inaugaration”a new election by universal suffrage and direct ballot shall be held within 30 consecutive days”. The US government appointed Guiado as “Venezuela’s (Acting) Constitutional President” on 23 January 2019. That was 49 days ago. Where are the elections that the Venezuelan constitution demands should have been held by the 22 February at the latest? Since his actions have no basis in the Venezuelan constitution, how can anyone in their right mind claim that he is the “(Acting) Constitutional President” of Venezuela?

    People can support the immoral and savage efforts of the KKK to suffocate the Venezuelan people and impose a real dictatorship on them but just stop spreading lies to justify your criminal behaviour.

    According to Articles 233, 333 and 350 of the Venezuelan Constitution, Juan Guaidó is well within his power as president of the National Assembly to assume the presidency of Venezuela on a provisional basis. Not only were the presidential elections held last year UN-free and Unfair, but more than 50 countries did not recognize their results—leaving Maduro with no domestic or international legitimacy as president.

    Guaidó was elected unanimously following a coalition “pact” to rotate the National Assembly’s presidency every January 5.

    Guaidó had gone mostly unnoticed until Jan. 5, 2019, when he assumed the presidency of the National Assembly, which was mostly made up of Maduro’s opposition after the 2015 elections. Guaidó rose to that position thanks to an internal agreement among the opposition, where each party would take turns holding the presidency. When Guaidó was 26, he joined a group headed by Leopoldo López, who founded the Voluntad Popular (VP) Party. In 2019, it was VP’s turn and the party picked Guaidó. Guaidó is said to be the protégé of Leopoldo López, the jailed politician and founder of VP who headed the opposition since Chávez became president.

    Guaidó was a coordinator for VP in Vargas and served as an alternate representative in the National Assembly from 2010 to 2015. He was then elected as representative in 2015. He was proclaimed president of the Assembly, and it’s because of this that he assumes the role of President of the Republic until elections are called, as stated in the 1999 Constitution.”

    Article 233 of the Constitution states that the president of the National Assembly must assume the presidency of the republic in case there’s a power vacuum… Guaidó claims there is because of the questionable elections that weren’t recognized by a large portion of the international community.

    If you open your eyes and do your research you will see that the lie which purportedly led to the invasion of Irag by the George Bush Administration was not hatched by Mr Powell but by Mr Clinton anthe Democrats.

    Everyone thought that Hillary was going to win with 97% chance of winning and those who thought so were wrong and PLEASE do not talk about the Russians, as Hillary spent 1.5 BILLION on the election and Thump spent less than 1 billion and the Russians spent in the US about 100 thousand to promote both people just to sow confusion & they created competing rallies even on the same day. In the UK the Russians spent less than 50 pounds and claims of Russian interference were heard in the UK also but when the amount was finally revealed the Left had to Shut Up.

    Please state how many countries the USA with its great military strength conquered and have subjugated those countries and are they still running the country.

    Was it South Korea?

    Was it Japan?

    Was it Grenada?

    Was it Panama?

    And in which countries in Central America have they Conquered… Nicaragua? A communist country whose people are crying out!

  24. Even Comissiong only made an oblique reference to a possible award. Our view is that we should not be looking to these imperialist trinkets as standards of excellence.

    The truth is that no substantive effort has been exerted, or could be expended, to deter the gang in Washington from war if they thought they really had to, least of all by a conflicted CARICOM. And we agree, peace is our only weapon.

    In any event, the war has been up to now diplomatic, informational, cybernetic, economic, by blockade, terroristic and so on. Only on the diplomatic front has there been a significant input by CARICOM.

    More importantly, while the Caribbean is popularly being called a ‘zone of peace’, Cuba has been in a state of war with the United States, blockade warfare, for more than 60 years and CARICOM has not been able to effect that Cold War. A cold war in a ‘zone of peace’.

    In addition, this ‘zone of peace’ rhetoric has existed while the United States has been waging all types of wars on Nicaragua, Honduras, Guatemala, Jamaica, Guyana etc,

    Christchurch Killer: Nation with Closest ‘Values to My Own Is the People’s Republic of China’

    The man allegedly responsible for the mass shooting at mosques in Christchurch, New Zealand, wrote in his manifesto that the modern political system he most admired was that of communist China.

    In a detailed question and answer style manifesto written before the attack that killed 49 people and left dozens of others injured, alleged perpetrator Brenton Tarrant outlined his belief that the white race would eventually disappear as a result of mass immigration from primarily Islamic nations.

    While rejecting certain labels including Neo-Nazism, xenophobia, and even Islamaphobia, he does describe himself an ethno-nationalist, a racist, and a fascist, while expressing admiration for the former leader of the British Union of Fascists Sir Oswald Mosley, as well as the current political system in communist China.

    “For once, the person that will be called a fascist, is an actual fascist, I am sure the journalists will love that,” he wrote. “I mostly agree with Sir Oswald Mosley’s views and consider myself an eco-fascist. The nation with the closest political and social values to my own is the People’s Republic of China.”

    Tarrant’s alleged admiration for China may be based on the country’s fervent nationalist ideology, with citizens required to declare loyalty to the state above their religion or even their own families. Furthermore, China has also stepped up the repression of its own Muslim population, forcing over a million Uighurs into communist “re-education” camps where they are forced to renounce their own religion and declare loyalty to the state.

    In other parts of the manifesto, Tarrant explains that he carried out the attack to show “invaders that our lands will never be their lands” and that they will “never replace our people,” while also accelerating a potential conflict between Western civilization and the Islamic world.

    “[I carried out] the attack to agitate the political enemies of my own people into action, to cause them to overextend their own hand and experience the eventual and inevitable backlash as a result,” Tarrant wrote. He also hoped to “incite violence, retaliation, and further divide between the European people and the invaders currently occupying European soil.”

    Yesterday– Friday 7th June 2019– the Caribbean nation of St Vincent and the Grenadines scored a magnificent victory in a contested Election at the United Nations (UN) for a non-permanent seat on the UN Security Council.
    St Vincent and the Grenadines contested the election for the seat on the Security Council that is reserved for a nation from the Latin America and Caribbean region, and went up against an electoral opponent that was sponsored and supported by the United States of America (USA) — the central American nation of El Salvador.
    Well, the Election results speak for themselves! St Vincent and the Grenadines garnered a massive 185 votes of the Member States of the UN; El Salvador managed to attract 6 votes; and there were 2 abstentions.
    As a result, St Vincent and the Grenadines has made history by becoming the smallest nation to ever win a seat on the United Nations’ highest organ– the UN Security Council.
    Clearly, this electoral victory, with such a commanding majority of votes, is a tribute to the very principled, courageous and responsible manner in which St Vincent and the Grenadines has conducted its Foreign Policy over the past several years.
    The governmental leaders of St Vincent and the Grenadines have consistently stood on principle and have never been afraid to speak truth to power.
    Indeed, this tremendous vote of confidence in St Vincent and the Grenadines demonstrates the respect that the great majority of the countries of the world will always have for a nation that defends the all important principles of International Law, and that promotes a constructive Diplomacy of Peace.
    I also cannot help but think that the role that our Caribbean Community (CARICOM) has played over the past six months in urging a Diplomacy of Peace and a respect for International Law in relation to the crisis situation in the Bolivarian Republic of Venezuela was helpful in embellishing St Vincent and the Grenadines’ reputation and image in the eyes of the World Community of nations.
    Congratulations to the people of St Vincent and the Grenadines! Special commendations to St Vincent and the Grenadines’ Ambassador to the UN , Her Excellency Rhonda King, Foreign Minister Sir Louis Straker, Prime Minister Ralph Gonsalves, and indeed to the entire Government on a job well done!
