Dear Colleagues,

Please see the attached Declaration of the International Conference on Reparations that was held in Caracas, Venezuela between the 8th and 10th of May 2018. The background to the Conference was the historic March  2018 announcement of the Government of the Bolivarian Republic of Venezuela that it was officially committing Venezuela to the pursuit of Reparations for the damage caused to the Afro-Venezuelan people as a result of the centuries of European orchestrated slavery and slave trade.

In so doing, the Government of the Bolivarian Republic of Venezuela became the first Government to officially launch a campaign for Reparations since the historic Reparations claim launched by the fourteen independent nation states of the Caribbean Community (CARICOM) in August 2013.

The Conference was attended by scores of delegates from the Caribbean , Africa, Latin America, the United States of America, and Europe, all of whom adopted the attached Declaration.

Attendees from the Caribbean included Prime Minister Ralph Gonsalves of St Vincent and the Grenadines, Mr Jomo Thomas, Deputy Chairman of the CARICOM Reparations Commission, Dr Pedro Welch, Chairman of the Barbados government’s National Task Force on Reparations, Ms Mireille Fanon, daughter of legendary Pan Africanist freedom fighter Franz Fanon and a leading Reparations scholar and activist in her own right, and Mr Bobby Clarke veteran Pan-Africanist lawyer .

The Bolivarian Republic of Venezuela– the host of the Conference– provided a solid foundation for the event with participation and inputs from the leadership of the newly established Afro-Venezuelan Commission on Reparations, Minister of Foreign Affairs, Jorge Arreaza, and President Nicholas Maduro.

INTERNATIONAL MEETING ON REPARATIONS

Caracas, May 8th – 10th, 2018

DECLARATION

We, activists, scholars, government representatives and social movements, gathered in the city of Caracas, Bolivarian Republic of Venezuela from 8th to 10th May, 2018, on the anniversary of the anti-slavery and humanitarian rebellion of the Maroon Jose Leonardo Chirino, which occurred in Las Macanillas, Falcon State, on May 10th, 1795, declared as the Afro-Venezuelan National Day.

Delegates from different parts of the world gathered with the aim of discussing the topic of Reparations and finding a common strategy that enables us to translate what was discussed into concrete actions and results in the short, medium and long term.

We welcome the calling of this Meeting by the Bolivarian Republic of Venezuela, and recognize the encouragement given by President Nicolas Maduro Moros and the Bolivarian government to the topic of Reparations, placing it as a line of political action that shall generate a wide support from social movements, political organizations and national governments litigating reparation cases.

WHEREAS

Racism, discrimination, xenophobia and their related forms have intensified in recent times as a result of the continuity of the consequences of slavery and its many contemporary effects and impacts.

The trafficking of enslaved persons and slavery were recognized as crimes against humanity at the 3rd United Nations World Conference against Racism and its related forms, held in Durban, South Africa, in 2001.

After developing the discussion points related to legal-juridical, multilateral, political, historical, economic, social and philosophical aspects of Reparations within the framework of this meeting, we hereby declare, and commit to:

1. Joint and collective legal efforts to demand and ensure that those States that were and are legally and morally responsible for the trade in enslaved Africans (including the transatlantic slave trade) and for slavery shall make compensation for the damages and traumas caused to the African people and their descendants.

2. Form a multidisciplinary work team to channel the legal and economic / historical process of reparations as one of the priority tasks of the United Nations International Decade for People of African Descent. Such work team must include Governments of progressive countries, the CARICOM Reparations Commission, research centers specializing in the topic of reparations, universities, the United Nations (UN), as well as social and community-based organizations committed to achieving reparations.

3. Create a Venezuelan Research Center specialized in Reparation Processes in relation to Slavery and to Contemporary Struggles in Africa, Our America and Europe against the dispossession of lands, rivers, religious spaces and new forms of neocolonization, articulated to others parts of the world with similar characteristics.

4. Establish alliances based on the topic of reparations with the Thabo Mbeki Foundation of South Africa and others, as a strategic mechanism for the exchange of experiences, training and promotion of the reparation topic on the African continent, in Our America and in the Caribbean.

5. Establish a “modus operandi” as a result of which our reparations movements and campaigns will ensure that the roles and positions that are undertaken will be shared equally between women and men.

6. Promote a United Nations (UN) high level meeting on Reparations and develop a continuing strategy which allows us to make the issue a priority in different multilateral forums.

7. Make the topic of Reparations a priority in multilateral spaces such as CARICOM, ALBA, the African Union, the Non-Aligned Movement, GRULAC, the United Nations, and BRICS, among others; and emphasize the need to consolidate strategies and tools for the effective negotiation and the pursuit and achievement of Reparations in such spaces.

8. Include indigenous populations in this struggle. To this end, the ALBA Executive Secretariat has hereby presented a proposal allowing such articulation.

9. Implement an international campaign addressed to the peoples of the world in general and to policy makers in particular, with the aim of making the topic of Reparations a priority.

10. Promote the understanding that the entitlement to Reparations is a human, ethical and political right in order that the crimes committed in the times of the transatlantic slave trade, conquest and colonization of indigenous peoples, and slavery  be definitively punished as crimes against humanity that caused social and economic inequality among our peoples.

11. Pursue the topic of reparations as a fair demand based on justice, respect and dignity, and not on confrontation.

12. Encourage social movements, and relevant civil society organizations such as the trade unions, to ally themselves with States and other institutions and organizations with the aim of fostering the historical claim processes of Afro-descendants in pursuit of their legitimate rights.

13. Recommend that the States of Our America and of the Caribbean extend official recognition to Afro-descendants and to their entitlement to their legitimate rights in the Constitutions of our States, and also give legislative commitments to  implement the International Decade for the People of African Descent as decreed by the United Nations.

14. Recognize and acknowledge the strong and firm support given by the Bolivarian Republic of Venezuela to the establishment of the Legal Multidisciplinary Team which shall be responsible for addressing the reparation cases.

We, the participants of the International Meeting on Reparations, approve this Declaration on May 10th, 2018, in the city of Caracas, Bolivarian Republic of Venezuela.

The head of the Commonwealth taskforce asked me for advice on their ‘outreach strategy’, fully recognising the fact that people are too afraid to contact the Home Office,” Lammy said.”

So the American slave trade was not the first time Black people have been enslaved, nor was it the longest.

    Yes, their own people as in Black slave masters offering up their people for $$$ and weapons, and they did this long before any slave ships came here to our land the Americas, from their homeland Africa.

    AFRICAN SLAVE TRADE FACTS:
    Africa has a long history of selling slaves, and as far as the Americas Africa was still willing to sell its people as slaves up until the 1800’s when it was banned from doing so by laws created to stop the sale of Black African slaves in many countries.

  13. It is a fact that slavery was legal. It is also a fact that any “legal claim for reparation will be made in a court of law and not in a court of morals.”

    I am not justifying slavery or its evils. The first question in my first message was “Do we have a strong legal claim for reparation in the form of financial compensation?”

    No one needs to tell you anything or explain anything, all the information is available on points of law dealing with reparations, I posted them on here some time ago, do some research…even the lawyers who have already been hired to look at reparations for the descendants of Caribbean slaves have put information out there for everyone to understand the scenarios that will make such a class action lawsuit doable..

    My only concerns are putting money in Caribbean leaders and now Latin American leader’s hands who are now pretending to care so much for the same descendants of African slaves whom they have all been disenfranchising for the last 60 years in favor of the same europeans whom they are seeking reparations from…

    .the pretend scholars should be able to see the irony, but obviously dont.

    Couldn’t agree more!

    Reparations -equivalent in value (reflecting current prices) to what was given as compensation to the slave owners- can be made but not as monetary payouts to any individual government; for we know exactly where that ‘cash’ money will end up.

    Why not create education and training scholarships for the descendants of those who suffered from the brutal effects of slavery?

    Aren’t the same descendants today being deprived of opportunities at the UWI because of the fiscal policies of a black Bajan government?

    Why can’t the British government fill that funding void (including the economic costs for the same black students)?

    How about providing opportunities for black students to pursue studies and training programmes in the UK and which cannot be provided by the local educational/training institutions but are relevant and in some cases needed by developing countries like Barbados and Jamaica whose black populations suffered the brunt of slavery under the British?

    Because there is the remote possibility that the recipients of such relevant training might, over the course of the in kind repatriation, enfranchise themselves and attain a level of self sufficiency that translates into the empowerment of the collective.

    Suppose for example a few of said students were to pursue the discipline of Artificial Intelligence or Robotics and say they were to arrive at the coding which achieved de facto superlative AI or perchance to create such robotics expertise to create an exoskeleton that would solve osteoporosis related maladies….

    You would appreciate the nature of the conundrum that would present to the British would you not?

    Such would in fact approximate the fear that the britishers have now when Harry and Megan will have children and one strikes back to a nigger like you and me oh Anunnaki

Piece….Sharpton is in the mix and knows all the recent reactions of calling police on black people in the US is a definite sign of their control over white supremacy slipping away, he knows them very well, in US, it is being dealt with, the perpetrators of white racism exposed, losing their jobs, businesses and homes, being brought to their knees..etc…. in UK, not so much.

    ..I won’t worry about US, UK, or Canada, they are white majority countries and will fall in line eventually when enough pressure is applied through human rights organizations…they know how to adapt when it is in their best interests, they never miss a beat..

    And it is well known that black governments mislead their own black people deliberately and never like to adapt to positive changes that will benefit the people, so I think the focus should be on these black governments who are unfocused and all over the place,

    Black South Africans have been fighting for their right to live with dignity since before the time of King Shaka Zulu.

    Millions are still trying to heal from the brutality of an institutionally racist system that placed them in the lowest social status—below the “coloreds,” who were below white people.

    Now black South Africans have been hit with a revelation that has compelled some to fight even harder to throw off the cloak of race-based oppression.

    Last month a documentary about the life of the late Winnie Madikizela-Mandela was broadcast in South Africa. The film, called Winnie, is uncomfortable to watch because of the truths it reveals. One of the most chilling moments of the film is when a white South African former intelligence agent named Vic McPherson admits during a sit-down interview that the government had embarked on psychological warfare against black people.

    “It was 1989, I was still with the intelligence section and President P.W. Botha said we must come up with a psychological warfare strategy against the enemy. Everything was coordinated between the Defense Force, National Intelligence and Foreign Affairs. It was called covert strategic communication—Stratcom,” McPherson said in the documentary.

    The “enemy” that McPherson referred to was clear—anti-apartheid activists, especially the more left-winged ones like Madikizela-Mandela. McPherson revealed just how far the white-minority-led South African government went to maintain institutionalized racism.

    They went “psychological.” They went into the minds of black people.

    Part of the government’s plan included using a network of 40 journalists to publish negative reports about Madikizela-Mandela in major news outlets and dividing the allegiances of black people to their black leaders, sparking deadly divisions within the black community.

    This high-level confession confirms suspicions that many black South Africans already had. And it has sparked a national conversation that can be followed right now on South Africa’s social media spaces with the hashtags #WinnieDoccie and #IAmWinnie, which feature posts of black women wearing all black, in colorful head wraps and punching their fists in the air in a Black Power salute.

    The film’s revelations have led to discussions about what it would take for the minds of black South Africans to truly be healed from whatever mental damage apartheid did.

    “The apartheid project was a project that made white supremacy so much part of where you lived, where you went to school, what kind of work you were allowed to do, what kind … of education you had, whether you had access to health care, if you had a house, what kind of education your children could reach and who you thought you were in the world, whether you thought you were worthwhile or not,” white South African scholar Emma Arogundade told The Root. “So it was a project that happened on a physical scale but also on a very spiritual and psychological scale and was enacted with a lot of violence.”

    Students, scholars and community organizers are rising up to defy a status quo in the educational system that maintains remnants of institutional racism. Activists in South Africa are using the phrase “decolonize the mind” more frequently, inspired by the celebrated Kenyan writer Ngugi wa Thiong’o, whose 1986 essay, “Decolonising the Mind,” sparked a deeper advocacy for promoting African languages in literature and political spaces. The Decolonize the Mind campaign was the center of talks at a public event held in April in Cape Town.”

    WC you want no part of Apartheid but is advocating the chasing out the racist from the Caribbean. In your mind Apartheid is bad but still you want to Separate Blacks from Whites and from your previous post you have accused all other Races in Barbados as being Racist.

    Exactly what are you advocating? It seems clearly that you are advocating an extreme form of Apartheid and have pronounced it good. Your mind is so confused that you cannot see that there is good and bad in all races. To give an example of a country that records statistics they are more black on black crimes in America than any other race crime. There are more Muslim killing Muslims of the same race wherever they are. They are still Tribal Conflicts in Africa and they are separated by Tribe. So explain to me again exactly what you mean by Apartheid.

    I believe in the Constitution of Barbados that gives me the right to associate with who I want and not by some Autocrat like you telling me who I am allowed to associate with based on your Criteria. Your world is a dismal world, full of dictates from you having no conception of what real Freedom is.

    I have once read of an Anti- Apartheid Activist who fled South Africa for New York and was in the company of many white people and was berated for being with so many whites and he told them I did not flee Apartheid to practice Voluntary Apartheid.

    What’s in a name? In the case of the Arabs, it tells you what their tribe and country of origin are. It also dispels the biggest fallacy the “Palestinians” would like you to believe.

    The Arabs mark May the 15th as a day of remembrance for the catastrophe, the “Nakba” in Arabic, that befell them with the creation of the State of Israel. They claim the “indigenous” Arab inhabitants had to flee their “homeland” as a result. They conveniently fail to mention the reason for the “catastrophe” and where these supposed indigenous Arab inhabitants actually came from and when.

    UN General Assembly resolution 181 of 1947 called for the partition of the British Mandate in Palestine into separate Jewish and Arab entities. The Jewish leadership accepted the resolution. The Arabs countries rejected it, which is their right. What they had no right to, was to declare war on the Jewish population in the area.

    The armies of seven Arab countries set out to destroy the Jewish state, which they outnumbered a hundred to one. They also persecuted the Jewish citizens who lived in their own countries for hundreds of years, forcing them to leave and take refuge in the newly created State of Israel.

    The Arab nations, together with the Arab population in the British Mandate area, sought to annihilate the Jews in the region and failed. The only catastrophe for them in this scenario was that they lost the war.

    Saudi Arabia is the head of the Human Rights Council, a country where there are no Christian citizens, even Christian migrant workers are persecuted by the authorities if they practice their religion.

    No religion is allowed to exist in Saudi Arabia except Islam, anyone who leaves Islam is executed.

    Pakistan is the worst country for Christians to live in.
    Under sharia blasphemy law Muslims murder Christians on false charges of insulting the Prophet Muhammad and the Koran.

    These countries are kidnapping the UN bodies to push the anti-Israel and anti-Western agenda.

    They use the United Nations to attack Israel which is the only democratic state in the Middle East where Christians are free and women are not considered citizens in rank.

    In the last two years Benjamin Netanyahu cut 90% of Israeli aid to the UN after U.N.’s Cultural Agency passed a resolution denying the Jewish and Christian connection to Jerusalem.

    Western countries should follow Israel – Cut all funding & Announce Withdrawal From U.N.

There never existed a state called Palestine or a people called Palestinian. And there never existed an invasion of Palestinian land over a territory that belonged to the jews over 1,000 years before Mohammed was even born.

    The Palestine-Israeli conflict is about hate. Jew hate. In fact, it’s about 1,400 years of antisemitism created by the Arabs. The Muslim faith demands that Muslims must hate jews and must dedicate themselves to kill jews. This deliberate effort to ethnic cleansing of the jews by propaganda and lies have even been spread to the West by Arab money, and deliberate Arab propaganda put into our schools and media signed via the Cairo declaration that allowed Arabs to create a “positive impression” of Palestine to the West.

    Prior from this we were free from this propaganda. The Arabs who now claim to be natives of the Holy Land have migrated to Palestine and invaded the land after 1917, from neighboring Arab countries, predominantly from areas now known as Egypt, Jordan, Syria, Lebanon, Kuwait, Saudi Arabia, and Iraq.

    Where was this “Palestinian people”? In March 1977, Zahir Muhsein, an executive member of the Palestinian Liberation Organization (PLO), said in an interview to the Dutch newspaper Trouw: “The ‘Palestinian people’ does not exist. The creation of a Palestinian state is only a means for continuing our struggle against the state of Israel.”


  42. I see Glasgow University has put up £20m reparations for a joint project with UWI. Does this mean that reparations is a backhanded way of funding the UWI or should that money go in to a separate fund? Discuss.
