Really need to get the design spec to understand what is down there from afar.
I remember Micro Tunnelling was used which matches with what the minister said, 5 foot concrete tunnel with 20 inch sewer pipes in it.

water goes up ..shit goes down… dont bite your fingernails plumbing is pretty simple. 1/4 inch to the foot is the standard to much slope water runs past waste too little slope it doesnt flow and backs up. pumping waste up hill seems like a recipe for disaster
