Who is going to hold the Barbados Water Authority (BWA) accountable for the south coast sewage crisis – an environmental and public health scandal that is threatening to destroy Barbados’ all important Tourism industry and to unleash diseases on persons who reside or work in the affected areas. And perhaps even more to the point, who is going to hold the Minister responsible for the BWA – Dr. David Estwick – and the Cabinet that he is a member of, accountable?

We Barbadians need to remind ourselves that this sewage scandal has been ongoing for well in excess of two years now! Please recall that as long ago as Thursday 22nd of October 2015 Opposition Leader Mia Mottley – speaking at the Barbados Labour Party’s Christ Church West Central candidate nomination meeting – issued a public warning that “something has gone terribly wrong with the south coast sewerage system’’, and that people who live around Graeme Hall, Christ Church were already complaining bitterly about the breakdown of the sewage system. Ms Mottley also made a pointed call to Prime Minister Freundel Stuart to bestir himself and carry out an urgent investigation into the matter.

Well, the 22nd of October 2015 is exactly twenty-six and a half months ago!

As we are all aware, the duty to establish, operate and maintain public sewerage systems in Barbados resides with the Barbados Water Authority (BWA), and it is a statutory duty.

The BWA is a statutory corporation that was established by the Barbados Water Authority Act, Chapter 274 A of the Laws of Barbados, and section 5 of the Act stipulates that its functions are:-

  • to prepare and submit to the Minister proposals for the establishment of efficient sewerage systems capable of meeting the need for sewerage services throughout Barbados;
  • to design, construct, provide, operate and maintain sewerage works for the purpose of receiving, treating and disposing of sewage;
  • to keep under constant review the quality, reliability, and availability of sewerage services;
  • to conduct research programmes for its purposes; and
  • to disseminate information and advice with respect to the management and treatment of sewage.

All of the evidence that is available to us points to the BWA having failed to carry out the duties and functions imposed upon it by the Barbados Water Authority Act and/or having been guilty of gross negligence in the carrying out of those duties and functions. This – it seems to me – may well be a matter that should be taken before the Law Courts of Barbados under the provisions of the Administrative Justice Act Chapter 109 B of the Laws of Barbados.

Section 6 of the Administrative Justice Act provides that “the Court may on an application for judicial review grant relief in accordance with this Act

a) to a person whose interests are adversely affected by an administrative act or omission;

b) to any other person if the Court is satisfies that that person’s application is justifiable in the public interest in the circumstances of the case.”

And the “relief” that the Court may grant includes an order of Mandamus requiring the statutory board to carry out its public duty, as well as an order for damages in money.

We Barbadians must resolve to bestir ourselves and make the effort to hold our public authorities – inclusive of Government Ministers and statutory corporations – accountable. If we fail to take steps to do so, we will only be encouraging them to engage in even more irresponsible and detrimental behaviour.

  1. Barbados is on the brink of a diaster! The sewage diaster! The Tourism diaster! I can’t for the life of me fathom out why the ministers responsible for Tourism, Water and Health can sit by for over two years and watch this diaster take place. The Tourism minister has no balls nor shame at all. He is boasting about the bumper Tourist season Barbados will have due to the hurricane damage in the other islands yet we have a diaster looming for the past 2 years that will and has affected our main industry Tourism!

    Imagine inviting people to visit your home with your toilet overflowing all over your house? Do you expect them to stay and say good things about you? What kind of person will do such a thing? A sensible person will fix the problem before they invite visitors to their home. BUT the DLP government didn’t see the importance of doing that! What a shitty mess the island is in. A government that does not put COUNTRY FIRST, Health of its citizens and visitors first, and would jeopardize our main industry that we are dependent on for foreign exchange and employment.

    Our hospital is poorly equipped to deal with a major epidemic why gamble with the lives of Barbadians and visitors?? Businesses are still doing business with shit flowing in front of them and yet the Health Ministry sees no problem with that. What kind of human beings do we have in charge of this island?

    If anyone of the Ministers had any sense of decency and integrity they would have resigned and demand that this problem be fixed years ago! It is clear that Country first is not on the minds of these incompetent fools!

    Citizens this is serious matter and Barbados has been severely damaged by the incompetent DLP government. Their priorities are all screwed up! Remain in power at any cost? Our island is in shambles!

    A perfect synopsis of the state of public sanitation and health in the country today!

    Your analogy of inviting people to your home with major toilet problems is rather apt to describe the classless bunch of lowlife vermin charged with the responsibility of managing the sewage systems in the country.

    These are the kind of filthy buggers who would look into a toilet bowl and believe the skid marks left by the previous shitty user are just brown disinfectant.

    Don’t be surprised if the DLP is returned to office with a plan to restructure the cabinet by combining the MoH and the MoT in one super ministry to be called MOST (the ministry of shit and tourism).

    We are prepared to wager that very soon UNESCO will be withdrawing the World Heritage Site designation from Bridgetown which is fast being turned into a complete ghetto and stink hole.

    The same person who is seen as ‘persona non grata’ by the minister responsible for sewage.

    The replacement of the pumps would have involved a large slice of unbudgeted expenditure which would have required ‘special’ funding from the MoF.

    The dirty politics between those two political rats is being played out in the sewer. But this is one case where the DLP dirty linen is not being washed in public even if in the cesspool on George Street,

    As the old Bajans used to say:
    ‘Two smart rats can’t live in the same financial hole’. Even if ‘one-smart’ has to die at ‘two-smart’ door.

    The government is a collective, while budgeting facilitates an orderly approach to managing financial resources the implications for the national health of the country does not have a price tag to the extent the cost is manageable based on feedback from Hutchinson.

    Didn’t the Pitbull try to carry out a palace coup in the MoF by presenting an alternative fiscal deficit reduction plan to be funded by the UAE mafiosi in order to ‘backraise’ Stinkliar?

    Who do you think has put paid to any chances of a renovated Andrews sugar factory required for any resuscitation of the local sugar cane industry in whichever form?

  12. I find it disturbing that BWA have just announced a shutdown of the water system along Highway 7, same area as the South Coast sewage issues. Is there something that is not being SAID, cross contamination immediately comes to mind. This smells of typical ” keep Bajans in the dark” attitude, feed them shit and hope they buy it.

    As growing concern raised over possible health effects of the sewage issue, more businesses in the area have closed their doors, while reports indicate that some residents have left their homes in search of a better environment.

    Meanwhile, concerns over the potential impact on the tourism industry have heightened, as the island has been put on blast on TripAdvisor, with some visitors complaining about getting sick, while potential visitors debate whether to cancel their trip to the island.

    Many comments questioned why the Barbadian Government was not publishing results from water quality tests, stressing that this would give them more confidence to visit the island:

    “Probably the best thing that can be done is the Government publish the results of water testing of the drinking water and the beach water in the problem areas, which are very specific and not a generalized problem throughout Barbados.

    “Proper information published in a regular credible manner would go a long way to show something is being done and not just talked about.”

    Another Canadian due to arrive in the island this month raised similar concerns, while asking for guidance as to where is safe to visit on the island.

    “I thought I read that water quality testing was being done in the affected areas, yet I haven’t seen any results of those tests. It’s disturbing to view the YouTube video showing sewer water reportedly flowing into the ocean behind Tapas. Are we to believe that the sea cleanses everything, and no residual contaminants wash up on shore west of Tapas?

    “When I arrive in early January one of the first places I will visit will be the boardwalk behind Tapas. Perhaps someone in the area currently can check itt out now and report if it’s still happening?”

    “Further to my post @153, the local boards of health in Ontariopost on-line their test results for water quality of the beaches for which they are responsible. When was the last time you saw test results posted for any Beach in Barbados? I know I haven’t seen any.

    “Maybe if water quality results were posted, including the parameters under which the samples were gathered I could accept a ‘pass’ result if so posted.” another user said.

    While those comments focused on addressing the issue, many others were blunt about their dissatisfaction with the situation, with visitors vowing not to return and potential guests to the island expressing alarm at the situation:

    “Walking through sewage leakage seeping into the Massey [sic] car park and entering the food store does not sound very hygienic and is likely to pose a health risk ,as others have suggested.”

    “I’m staying at Worthing beach as we speak. The situation is horrible. The odor is nauseating. Five of the six of us have had gastroenteritis in the last few days. I’m never returning,” said this person from Connecticut in the USA.

    This post from a user in Massachusetts, USA urged persons to continue to let their concerns about the “disturbing” issue be known:

    “Although disturbing, this isn’t going to get fixed in a reasonable time frame unless those in charge have their feet held to the fire…

    “Don’t back off. We know they read this stuff. The additional absurdity of this is that the government has to turn to Trinidad? Shouldn’t Barbados have the blue prints, plans, and engineers to figure this out? Pathetic.”

    A Level 5 Contributor at TripAdvisor will not be returning to the island unless the problem is fixed, after visiting annually for 20 years:

    “We stayed on south coast for 20 years annually. We were there last dec when sewage was floating in the sea at Worthing…. We’re not coming back until the sewage plant is fixed…. I’m sure we’re not alone , especially after a warning of potential health issues. Sad,,,, very sad for the great people in B’dos …. very poor management by government….”

    The problem is with the Members of parliament.

    They are incapable of doing the job entrusted to them.

    That’s one of the reasons I reached my decision not to vote B or D if I can possibly avoid it.

    Heard a spokesperson from the BWA on the news say the reason for cutting off the water supply to this area tonight is to keep the water levels in the sewer down so they can carry out their investigations. If the water supply going to homes and apartments etc is cut off there will be less waste water generated by people showering, washing dishes, flushing toilets etc. which would all normally end up as more waste water in the sewer. Homes and apartments equipped with water tanks would still be able to generate waste water, but they are appealing to people in the area of the cutoff to hold off generating any waste water if possible while the investigation is carried out tonight.

    Where is the Ministry of Health in this episode for an event such as this ALL BUSINESSES SHOULD BE CLOSE , INCLUDING ROADS as a possible health threat exists?

    This is not a joke!… get moving, let corrective action begin NOW.

    You ( all those holding the portfolios and are responsible for this dilemma, those whose ministry is directly or indirectly affected ) along with your comrades (those with responsibilities for management, technocrats and engineers) will seek to communicate with the general public via a day long interaction on the nations’ media platforms three times per week for a period until the corrective measures are complete.
    Firstly to apologize for inconveniences caused, disclose detailed planned actions, state daily progress, take and answer public questions, offer assistance, provide compensation for “loss of Business revenue” rebates for “Closures of Businesses” and for daily inconveniences of residents and visitors alike.

    FAILING TO ACT WILL LEAD TO A CLASS ACTION / CIVIL LAW SUIT.

    A data base of ALL those affected will commence. (Residences, Businesses and affected Visitors (tourists and Locals).

    ALL MONIES RECIEVED BY WAY OF GRANTS FROM INTERNATIONAL DONOR AGENCIES FOR RELIEF MUST BE DISCLOSED AND FORWARD TO THE REHABILITATION OF THE PLANT AND THOSE AFFECTED.

    No loss of Government, loss of constituency, loss of portfolio or office will not be used as a means of escape from due responsibility held…

    Pray that there is no epidemic or loss of life.

    “The Government of Canada today, January 9, issued a safety and security advisory with regard to travel to Barbados in light of the South Coast issue.

    The notice reads:

    ‘The South coast of Barbados, between Hastings and St. Lawrence areas is experiencing an overflow of raw sewage due to a mechanical breakdown. Avoid the affected area and follow the instructions of local authorities.’

    It is accompanied by the hazardous symbol and highlighted.

    The Safety and Security tab was updated this morning at 9:24 am. The latest update states, ‘Safety and security tab was updated – overflow of raw sewage.’

    However, the page goes on to state:

We take the safety and security of Canadians abroad very seriously and provide credible and timely information in our Travel Advice to enable you to make well-informed decisions regarding your travel abroad.”

    I heard today a caller to the Brasstacks programme telling Peter Wickham that the talk show up at DLPTV has been pulled. The old man implied that it was because of the lack of money but a message was later read which said that it was pulled in anticipation of the pending election.

    I would bet if sewage was somehow continually leaking onto Toronto streets the hot spots would be cordoned off with yellow warning tape and warning signs and in busy locations there would probably be people standing by in protective gear to warn pedestrians away and ensure no one walked through the puddles or got splashed by passing traffic etc. For obvious reasons the Barbados authorities would be reluctant to take such steps to draw attention to the true implications of their ongoing screwup.

The design and capacity of the south coast pit toilet was a huge mistake from the start which has resulted in a collassal failure.Enough blame to go around starting with the political technocrats whose vision was to build a put toilet on swamp land instead of a well planned and design Sewer system with a capacity size which could house large volumes of sewage and release to the sea
