Who is going to hold the Barbados Water Authority (BWA) accountable for the south coast sewage crisis – an environmental and public health scandal that is threatening to destroy Barbados’ all important Tourism industry and to unleash diseases on persons who reside or work in the affected areas. And perhaps even more to the point, who is going to hold the Minister responsible for the BWA – Dr. David Estwick – and the Cabinet that he is a member of, accountable?

We Barbadians need to remind ourselves that this sewage scandal has been ongoing for well in excess of two years now! Please recall that as long ago as Thursday 22nd of October 2015 Opposition Leader Mia Mottley – speaking at the Barbados Labour Party’s Christ Church West Central candidate nomination meeting – issued a public warning that “something has gone terribly wrong with the south coast sewerage system’’, and that people who live around Graeme Hall, Christ Church were already complaining bitterly about the breakdown of the sewage system. Ms Mottley also made a pointed call to Prime Minister Freundel Stuart to bestir himself and carry out an urgent investigation into the matter.

Well, the 22nd of October 2015 is exactly twenty-six and a half months ago!

As we are all aware, the duty to establish, operate and maintain public sewerage systems in Barbados resides with the Barbados Water Authority (BWA), and it is a statutory duty.

The BWA is a statutory corporation that was established by the Barbados Water Authority Act, Chapter 274 A of the Laws of Barbados, and section 5 of the Act stipulates that its functions are:-

  • to prepare and submit to the Minister proposals for the establishment of efficient sewerage systems capable of meeting the need for sewerage services throughout Barbados;
  • to design, construct, provide, operate and maintain sewerage works for the purpose of receiving, treating and disposing of sewage;
  • to keep under constant review the quality, reliability, and availability of sewerage services;
  • to conduct research programmes for its purposes; and
  • to disseminate information and advice with respect to the management and treatment of sewage.

All of the evidence that is available to us points to the BWA having failed to carry out the duties and functions imposed upon it by the Barbados Water Authority Act and/or having been guilty of gross negligence in the carrying out of those duties and functions. This – it seems to me – may well be a matter that should be taken before the Law Courts of Barbados under the provisions of the Administrative Justice Act Chapter 109 B of the Laws of Barbados.

Section 6 of the Administrative Justice Act provides that “the Court may on an application for judicial review grant relief in accordance with this Act

a) to a person whose interests are adversely affected by an administrative act or omission;

b) to any other person if the Court is satisfies that that person’s application is justifiable in the public interest in the circumstances of the case.”

And the “relief” that the Court may grant includes an order of Mandamus requiring the statutory board to carry out its public duty, as well as an order for damages in money.

We Barbadians must resolve to bestir ourselves and make the effort to hold our public authorities – inclusive of Government Ministers and statutory corporations – accountable. If we fail to take steps to do so, we will only be encouraging them to engage in even more irresponsible and detrimental behaviour.

    Stop the political posturing and pointing fingers, most of us don’t care who built what, it is a fact that there is a problem which needs to be fixed. I said sometime ago that this was a National Emergency and should be treated as such, instead you have ministers engaging in public relations exercises like bathing in the sea and dining out in the affected areas instead of remedying the situation.

    I have a ticket to fly down there soon and if not for my sainted mother I would have made arrangements to go elsewhere, as it is I will be avoiding that area like the plague but those who run the country don’t have to worry about people like me they should worry about the other folks who read and will change their minds about contributing to what is left of the country’s economy.

    It will be interesting to see what effect these celestial happenings at the end of this month cause with tides and weather.

    I suspect the manholes may be back running soon but we will wait and see.


  11. Saregeant why have you single me as one of political posturing. Furthermore i have read and seen where necessary attempts are being made by the BWA to resolve and adress the problem
    Any political posturing should be pointed in those individual direction who see this problem as a first hand poliltical attempt to kick the sewer shit further in the streets.

    If you can so describe the south coast sewage plant as a “Pit Toilet”, then you, by definition, must be a shit(e) crab posing as a crapaud catching the flies feeding from the pit.

    Despite the incontrovertible facts produced by Artax to the unquestionable effect that it was under a DLP government that the same pit toilet was designed and approved you still continue to peddle like a blue-ass a filthy tissue of lies.

    It is, coincidentally, under the current DLP regime the same pit toilet has not been cleaned regularly thereby leading to an overflow of crap right into your oral orifice instead of the sea.

    The swamp is part of the geography of the area unless you thought it should have been built in St. George. Gov’t is a continuum, the DLP conceptualized the project, the BLP executed it, now there are problems the Gov’t of the day should fix it.

    Maintenance has never been top of the agenda in Bim, the issue of the South Coast sewage system may have been exacerbated by the location of the swamp, time will tell if this is just the beginning of a can of worms as there are other sewage systems in the country.

    What has happened, ac the Chief Sewer rat in charge of engineering, is that they have finally found a modicum of commonsense and have sent down divers to clear the blockage in the pipe leading to the outfall at sea to ease the pressure on the fractured land lines.

    They could have saved the BWA money by feeding you some rat bait and sending you to remove with your ‘twisted’ tail the sand and debris blocking up the diffusers.

  29. miller and also they had to remove some business from off the South coast line as a precautionary measure to reduce pressure off the under line pipes which were blocked and were not wide enough to handle some of the residential and commercial debris also the BWA had mentioned a proposal of using the Bridgetown plant as a secondary outlet to reducesome of the high volume of sweage whicgh continued to cause heavy pressure on the plant ability to disposed at a faster speed which resulted in the overflow of manholes .     FYI… and you will not find it in any media I know of….Toronto also had a gastro episode just prior to and over the holidays. And for whatever reasons, persons with existing conditions such as Colitis, Crohn’s, and other inflammatory intestinal conditions, were the most affected. Their CRP #’s were ‘off the chart’. (I believe that is how they measure inflammation).

    I hope he doesn’t expect us to believe it was God who told him to go ahead with his planned $7,000,000 independence celebration party in 2016 while, after 8 plus years of indifference and neglect, the obsolete sewage pumps were breaking down, the undersea diffusers and underground sewage lines were in the process of plugging up and/or being breached, and the putrid, nose-wrinkling stench of raw sewage was periodically wafting through the south coast air after a heavy rain – all this at the same time he was revelling in parading and letting off celebratory fireworks on the Garrison to celebrate 50 years of (supposedly) good governance under our own flag and broken pitchfo.., er I mean broken trident.
