Grenville Phillips II, leader of Solutions Barbados

Whenever I discuss politics with persons who are critical of the current DLP administration, they normally become visibly angry and frustrated – and with good cause.  The 20 economic downgrades and generally poor delivery of government services can lead the public to conclude that this DLP administration is grossly incompetent.  The DLP’s response to the public’s concerns appears arrogant, which further angers the frustrated voter.

What is surprising is that these same people have concluded that the only solution to Barbados’ economic problems is to elect the BLP to govern.  They think that anyone who cannot see this as the most obvious solution must be insane.  Any poll that reveals any support for the DLP puts them in a state of shocked bewilderment.

When I ask them whether they are aware of the BLP’s plan to improve the economy, they are instantly dismissive.  The only important thing to them is that we must vote for the BLP, and then let them get on with the job of improving the economy.

I really do not understand these blind-faith responses.  For over 2 years, Solutions Barbados’ proven and workable non-austerity economic plans have been published for the public to rigorously scrutinise.  The plans have been discussed, improved where necessary and remain available for the public to examine at SolutionsBarbados.com.

The BLP has reportedly indicated that they will reveal their economic plans six weeks after they are elected.  This means that their plans will not be properly examined before Election Day.  This approach is very unfair to the public, and it is an approach that we have tolerated for far too long.  Fortunately, the BLP recently gave us a glimpse of what we can expect at their recently concluded 8th Tom Adams Memorial Lecture.

The BLP economist presenter stated: “Our mission will not be complete in the time given to us by the people.” He then explained why we had to endure at least 5 years of suffering. “It will be no easy task to repair the damage and get this country back on track.”

So we have been reliably informed by the BLP’s economist, that for the duration of a BLP administration, we can expect to suck salt, because improving the economy is too difficult a task for them.  Yet, despite this frank admission, these people who are highly critical of the DLP’s performance are not even a little bit curious about the horrors the BLP are planning for us.

When I inform them about the high risks of voting for plans that have not been revealed or properly scrutinised, otherwise rational people tell me that we must first elect the BLP and then hold them accountable.  I am gravely dismayed that rational persons could recommend such advice.

We seem to have very short memories when it comes to the arrogance of political administrations.  During election time, they appear in our neighbourhoods in sheep’s clothing, promising to be servant-leaders.  However, once they are elected, we all know who they reveal themselves to be.

How have we so easily forgotten that every BLP and DLP administration has been accused of an intolerable level of dismissive arrogance?  How have we forgotten that it has been practically impossible to hold any BLP or DLP administration accountable?  What in the BLP’s history makes these people think that they can be reasoned with or held accountable once they are in power?  This lunacy from otherwise sane persons is concerning.

For the past 51 years, Barbadians were figuratively between a rock and a hard-place.  This will be the first election where Barbadians will finally have a competent alternative where they can vote for their interests and those of their children.  Seize it Barbados by voting for Solutions Barbados candidates.

That is what a bighted 2 party political system causes, limited choices, limited progressive thinking, stagnation, exchanging one bunch of thieves, liars and traitors….for another..in 5 year election cycles….for the last 50 years,

….that is all the bajan population was socialized to know in the last 50 years….2 generations of miseducated and misrepresented people….the vicious self serving actions of both political parties.

All new political parties should be presenting themselves as willing to join forces to convince the people in the months prior to election to split the votes in order to break up the barbaric and archaic BLP and DLP political parties completely…

…… praying and hoping to gain majority seats as new unrecognized parties, by the people, after 50 years of brainwash by DBLP, will not happen….

Your only hope is to make an initial sacrifice, join forces with the other new political parties and work with the people to split the votes, no new political party will get majority seats in parliament with the current mindset of the dumbed down population.

  2. A good article Grenville but the challenge still remains, how does the third party craft a message that resonates with the people. And this responsibility is on the political parties NOT the people.

  3. Would Solutions candidates commit to remain at the level of serving, representing voters at the constituency level; having installed instead, in the various economic sectors, qualified professionals in their particular fields, working together with civic associations and the church to effectively manage a common vision, along with and in the best interest of an engaged citizenry, and further determine to hold these persons accountable for transparent and effective leadership on an annual basis? Then we can start talking about resatblishing justice, reinstating priorities and implementing wise policies to save our economy.

This is how a real prime minister operates, will Barbados ever see this level of transparency, complete with real anti corruption commission and legislation, instead of never enforced 90 year old anti corruption law…

none of the new political parties are running on these initiatives…and this is what the electorate is looking for, to protect themselves and be protected from political thieves and the business people who own them…

Several weeks ago Grenville, you agreed to have the Solutions Barbados economic program analysed by an mutually respected independent economics/finance expert. I am confident that, since you have given your word, you will follow through.

So when can we we expect you to tell us who you have selected?

When do you expect the results of this analysis to be made public?

Are you and Solutions ready to modify your economic plan in light of what such an analysis may reveal?

A website is not a substitute for “feet on the ground” delivery of your plans.

Cast your political fishing net right where you are. All the fishes that you dream about are already in the existing political system. The problem is the mind and heart of man. There is a lack of political will that I have never seen in this country before. Is the root cause fear ? Is it the overload of information/ misinformation, mischief or some conspiracy to undermine the success record of this small country? These are rhetorical questions which I hope those who want to influence public opinion in this country will contemplate.
The level of mistrust and fear in this country is pathetic.

There is no turning back of the clock. We are here and now. We can only live in the now. However painful or utopian the past was .It is the past. It cannot be undone or returned to.

Change is permanent and brings with it uncertainties. Our past performances indicate that we are quite capable of managing uncertainties. So let us move forward with confidence.
The first order of the day is to change some leaders in the private and public sectors. Or better yet change their mind sets. Second order of the day is to accept that we do have a new polity ,new society and new economy to manage. Old tools will not do the job. Review ,renew, replace them. There will be collateral fall out. Be prepared for them.

At your age you should know how to create wiggle room. You first have to cast aside that notion of the limit set by a rule of thumb fraction. That is a fraction of misinformation and mischief. There is nothing sacrosanct about it. I am sure your house mortgage was several multiples of your annual income. Did you go into cardiac arrest ? No. Are UK . USA and several countries that CHAD ,bless his soul, tabulated for you in cardiac arrest? Relax.

If you still do not have wiggle room ,go down to the store of which Andrew is the GM and buy a new pair of trousers.

Bajans are not capable of the kind of mature thinking that you postulate.

Erasing 400+ years of deliberate breeding-out of self-confidence, self reliance, self respect and community-mindedness is no easy bridge to cross.

This is why David and Hants keep on calling for Granville to appeal to the mendicancy of the brasses by tailoring SB’s campaign to offering trinkets and fluff …like the other political parties and the albino-centric business people are wont to do.

Our challenge is not about economics and management, it is about ingrained mendicancy combined with an albino-centric predisposition. This is a suicidal combination……. longing for materialistic success, …while thinking like a second class beggar.

No one is therefore addressing the root issue that BBBBs face, …and hence, in the end, it will all end in chaos and failure.

It would require a change in NATIONAL CHARACTER for there to be any progress. Such a change is only possible via SPIRITUAL intervention – to redress 400+ years of systematic miseducation.

The answer – Sackcloth and ashes!!
…. followed by a national commitment to truth, integrity, transparency and justice.

Our chance of taking this route: NIL.
Inevitable result: Donkeys in the grasses.

I know and you know that self confidence, self reliance, self respect and cooperation are not determined by genes. Therefore no one can ,by selection or genetic modification, eliminate them from a population. And that is true whether they have at their disposal 400 millennia or 400 years.
My experience informs me that Barbadians are capable of mature thinking. They only need to be guided. The removal of teaching of values and the new competitive approach to living could be blamed for this. The will to do what is necessary is a decision of mind. Change the mind set and you change the attraction to greed and corruption. Condone the atmosphere of hopelessness and evil and their beneficiaries will prevail . Is that what you want to happen?

Some forums I visit already realize what must be done.

“Politicians and lawmakers are willing to watch us take us a knee, watch us march, watch us picket and protest — and wait us out. They are willing and prepared to outlast us — and, in most cases, to do absolutely nothing about the problems we highlight and amplify.

Don’t get me wrong. I love social media, and it is an important part of how we make change happen. But we can’t retweet ourselves out of our most serious problems. We can’t Facebook share our way out of our most serious challenges. It’s just not working.

So let me tell you the four things we need to make change happen.
They’re all important, but the first one is essential, and I’ve grown to believe a significant reason why we’re stuck is because we’ve failed at this step.

The first thing we need to make change happen is a well-crafted plan. What’s our plan for change? Do you know it? Where can I find it? Can you share it with me? Do your friends and family members know it?”

SB’s level of success will be determined, not by how they frame the existing topics, but on how he/they can appeal to the millennials and those who may not typically vote.
Cool and trendy is not handing out leaflets on Broad St. Nor is it via taking strongly religious views or seeking to limit use of smart phones. That is what OLD people do.
SB needs a focus, and a topic, which will have broad appeal. That neither the B or D’s currently focus on. But will get the attention of a current older voter, even though the target is the younger person. Yes you need the backup positions on a wide variety of interests, but they cannot be the focus. That single target which becomes synonymous with SB.

That segment of the population which can make the electoral difference to lead to SB’s success at the polls is the same group he intends to alienate with his ‘morality’ dictatorship.

Who does the one-man think tank called SB believe are the heaviest users of the Internet which he would like to regulate according to his own ‘principled’ interpretation of modern morality?

Yesterday celebrated’ the 500th anniversary of the start of the civil war in the Judeo-Christian army of Jesus soldiers inspired by Pontificated instructions from Rome.

The rebellious Martin Luther saw the need to democratize the dogma and not to persist with its esoteric dictates of mumbo-jumbo emanating from Roma.

The noble ‘pagan’ John Gutenburg from Mainz (Maine in today’s American writing) and the emaciated monk Martin Luther from Wittenberg might have been the major movers and shakers of the ink and paper-based form of the Internet of that day.

But it seems SB might want to be the ‘modern-day Luddites to the people’s electronic access to knowledge of both good and evil and where the Philip(p)s’ papal bulls of censorship are stored somewhere in a concrete block of a basilica for a mansion of materialism owned by a ‘black’ Jew; the adopted descendant of Dutch Reformist cum Welsh ancestry called Grenville Mach 2 the Great of France with direct lineage to William Not of Orange.

“NSRL costs Barbados in doing business report

Government’s controversial National Social Responsibility Levy (NSRL) has been identified as one of the main reasons for Barbados’ steep drop in the World Bank Doing Business 2018 Report, in which the island is ranked 132nd, down from 119th in the 2016 report. Barbados was not ranked in the 2017 report.

“Barbados made paying taxes more difficult by introducing a new National Social Responsibility Levy of two per cent on the value of products before Value Added Tax,” it said in its summaries of doing business reform in 2016/2017.

That tax was drastically increased as at July 1 this year to ten per cent.

The 2018 report, entitled Reforming to Create Jobs, compared business regulation for domestic firms in 190 economies and the data is “current” as of June 1, 2017. The report was published on Tuesday.”

“In Barbados we were promised an EduTech revolution that – millions of dollars later – came to nothing. We were promised a solution to our waste management problems that – millions of dollars later – came to nothing. We were promised a revolution in the tourism sector with Government’s direct participation as an owner/facilitator. But, countless millions later, that has come to nothing. We were promised a poverty alleviation programme that was supposed to drastically reduce the poverty index. But, millions of dollars later, and with the enrichment of a number of non-governmental organizations and their leaders, the poverty index is not reflective of the money dispensed. We have been promised integrity legislation. We have been promised legislation to mandate declaration of assets of parliamentarians. We have been promised an enhanced road rehabilitation programme. And these promises have been made across the political divide and often by the same personalities who seem to forget which side of the floor they sat when they made the promises.”

The real lunatic is the PM Fruendel who has a 1929…..90 year old anti corruption law that he is comfortable with and expect every bajan to accept the same slave laws and be comfortable with it too.

    “The 1929 Anti-Corruption Act
Added by Barbados Today on November 3, 2017.
    Saved under Column
    4Save

I was completely paralyzed by the wealth of idiocy on display this week and the complete intellectual impoverishment taking place in this country. Sadly, there is only one article per week and not every yardfowl is worthy of a decent or printable response. There are still people though, who by virtue of their office, merit examination of their utterances.

The Prevention of Corruption Act (POCA), Cap. 144, dates from 1929. In 1929, Barbados was 37 years away from Independence, Queen Elizabeth II who is now 91 years of age was three years old, there was still an English Governor (i.e. a white man from England), the 1937 Riots had not yet happened and could not even have been contemplated by either Massa or the former slaves, and universal adult suffrage (when every adult could vote) would not come until 1951.

For the millennials, the internet didn’t even exist. Colonial Barbados, in all its dubious glory, was the scene for this legislation. The 1929 POCA has a grand total of 10 sections. It speaks of local and public authorities. Section 3 simply states that “any person who by himself or in conjunction with any person, corruptly solicits or receives or agrees to receive, for himself or for any other person, any gift, loan, fee, reward or advantage whatsoever as an inducement to, or for reward for or otherwise on account of any member, officer or servant of the Crown or of a public body doing or forbearing to do anything in respect of any matter or transaction whatsoever, actual or proposed, in which the Crown or such public body is concerned shall be guilty of a misdemeanour.”

Correspondingly“any person who, by himself or by or in conjunction with any other person, corruptly gives, promises or offers any gift, loan, fee, reward or advantage … shall be guilty of a misdemeanour.” We no longer have felonies and misdemeanours according to the laws of Barbados.

The punishments are outlined in section 4 and include imprisonment for two years and/or a fine of $2,400.00 together with disqualification from holding a public office for seven years or forever in the case of multiple convictions, as well as forfeiture of pension and compensation. Any person who acts asago-between or agent is liable on conviction for a misdemeanour to a fine of $2,400 and/or four months’ imprisonment. If convicted at the High Court in relation to any Crown or Government department contract to execute any work, then the penalty would be increased to imprisonment between three and seven years.

Problems come in the form of sections 9 and 10 which state respectively that “a prosecution for an offence under this Act shall not be instituted by or with the consent of the Director of Public Prosecutions”and“Proceedings…under this Act may be commenced at any time before the expiration of six months after the first discovery of the offence by the prosecutor.” In this day and age, these provisions would require a DPP willing and ready to act as well as a police force capable, equipped and willing to investigate quite possibly the same people who appointed and/or promoted them. Best of luck!

We went overseas and signed the Inter-American Convention Against Corruption on the 6th April 2001. We went overseas again and signed the UN Convention Against Transnational Organized Crime relating to Corruption on the 26th September 2001 and took another trip and signed the UN Convention Against Corruption on 10th December 2003. The POCA, 2012 version is meant to comply with our international obligations and contains 71 provisions and 6 Schedules by comparison with the 10 previously mentioned.

A sample of the things these conventions provide for is relisted below and found in various forms in the POCA, 2012:

Standards of conduct for “the correct, honourable and proper fulfillment of public functions.” The standards should “prevent conflicts of interest and mandate the proper conservation and use of resources entrusted to government officials” and establish reporting requirements for government officials where they encounter acts of corruption.
The means to enforce the standards.
Systems for registering the “income, assets and liabilities of persons who perform public functions…and where appropriate, for making such registrations public.
Systems for collecting government funds that deter corruption.
Less favourable tax treatment for persons and corporations who violate anti-corruption laws in relation to expenditure.
Protections for whistle blowers, inclusive of protection of their identities.
Applicability to the following acts of corruption: bribery or solicitation in relation to the exercise or non-performance of public functions, fraudulent use or concealment of property derived from corrupt practices, conspiracy to commit any such acts, transnational bribery, significant increases in the assets of public officials which cannot be explained by their lawful earnings.
Provision for the “identification, tracing, freezing, seizure and forfeiture of property or proceeds obtained, derived from or used” in the commission of corruption offences.
Independence of prevention of corruption bodies to ensure that they remain free from undue influence in the exercise of their functions.
Transparency and prevention of conflicts of interest.
Legislative and administrative measures for political campaign financing.
Declarations by public officials of their “outside activities, employment, investments, assets and substantial gifts or benefits from which a conflict of interest may result.”
Transparent, objective and competitive procurement practices.
Public distribution of information relating to procurement and contracts including tenders. (i.e. freedom of information)
Criminalizing off-book accounting and use of false documents and destruction of records.
“Respecting, promoting and protecting the freedom to seek, receive, publish and disseminate information concerning corruption.” That needed to be quoted verbatim.
    Anti-money laundering initiatives.
A sufficiently long or preferably no statute of limitations on the prosecution of corruption offences (as opposed to the 6 months in the 1929 POCA.)
Freezing, seizure and confiscation of assets.
    International cooperation and extradition.

Let me know if you think our 1929 POCA is adequate. Let me know if you’ve ever heard of anyone being prosecuted under this Act. Let me know if you’ve ever heard of any politician, or civil servant or business owner even being investigated under this Act. I’m happy to wait.”
