TO WHOM IT MAY CONCERN,

RECENTLY THE PRISON SERVICE HAS BEEN USING A NEW QUALIFICATION NOW BEING TAUGHT AT THE UNIVERSITY AS THE MAIN REASON TO PROMOTE CERTAIN PERSONS OF FAVOUR. SOMETIMES THEY ACCIDENTALLY PROMOTED PERSONS FOR A DAY OR TWO, OR EVEN A WEEK, SOME FOR TWO MONTHS. RECENTLY A PRISON OFFICER 2 HAS BEEN PROMOTED TO A MANAGEMENT ACTING PROMOTION OVER MANY.

THEY CLAIM TO BE USING THE STAFF LIST TO MAKE THEIR PICKS, THIS HAPPENS WHEN IT SUITS THEM. THE NEW QUALIFICATIONS ORDER AND THE GENERAL ORDERS OF BARBADOS IS CLEAR ON THE SELECTION PROCESS. THE PRISON SEEMS TO HAVE ITS OWN PROCESS CONTRARY TO WHAT THE LAWS OF BARBADOS HAVE PRESCRIBED.

THIS QUALIFICATION I MENTION IN PARAGRAPH 1 OFFICERS HAVE RAN TO DO BECAUSE IT’S THE EASIEST WAY TO CHEAT THEIR WAY IN TO THE LINE OF PROMOTION. SOME OF THE SAME PEOPLE DOING IT JUST GO TO CLASSES AND SLEEP, ATTEND WHEN THEY FEEL LIKE AND AT THE END OF THE 3 MONTH CLASS THEY SUBMIT THREE ESSAYS THAT THEY PAID OTHER PERSONS EITHER FROM THEIR WORK PLACE THAT HAS COMPLETED THE CLASS BEFORE OR OTHER UWI GRADUATES. ALTHOUGH THIS IS KNOWN BY THE TUTORS AND THE HEAD OF THE SECTION AT UWI AND THE AUTHORITIES AT THE PRISON PERSONS ARE STILL AWARDED WITH A “CERTIFICATE” AND ARE DISHONESTLY PROMOTED. THEY DON’T EVEN HAVE THE SKILLS OR ABILITY TO DO THE JOB.

MAYBE THESE PERSONS SHOULD BE ASKED TO COMPLETE A PART 2 WHICH INVOLVES A WRITTEN EXAMINATION. I WONDER WHAT THE RESULTS WOULD AMOUNT TO.

I AM ASKING YOU TO INVESTIGATE THIS BEFORE IT GETS TOO LATE.

    Just like a fish the rot usually starts at the head. Take a look at the way things are done at both the ministerial level and at every single statuary corporation. Hard to miss the fact that in every instance the “leadership style “of the Prime Minister of Barbados is prominently featured. I owe no one an explanation.
    It continues to baffle me how we boast of great academic ability, we speak passionately about our love for this country, yet we are content to sit back and permit this wicked con game to play to the very end. Take a look at the rancorous behavior exhibited over the repayment of their 10% . How come smart people can’t see that this government is driven to exact every last penny they see as constitutionally due to them? The church, the trade union movement as well as the private sector seem content to go on this free fall that will surely put Barbados a few steps above the worst of the third world countries.

    This is not surprising. The entire government operates in a similar manner. Politicians reward loyal party members with everything from seats on boards of directors to CEO’s of government companies even though these appointees have no experience nor do they have a clue to what they are doing. They are just paid to occupy a position. Look at LIAT for example. Or how about the BWA or NHC or NCC. Look at them all. All these school boards. Just more government waste to be paid for by the tax payer. And if that is not enough then just add the NSRL into it and that will pay for it all.

    Is the attorney general on the level. He is now claiming that the reasons why the Mr Bigs of crime are not arrested, charged and convicted is that there is no evidence. The truth is that the Mr Bigs continue to operate because the forces of law and order prefer to turn a blind eye.
    It is true that everyone is innocent until proven guilty, but there is nothing to prevent there investigatory authorities from investigating suspects: if someone has a lifestyle that papers above his/her earnings – either salary or declared company revenue/profits – then they have to right to go in and look at their bank accounts.
    Police can do deal with ordinary boys and girls on the block arrested for possession of drugs. Give them a lighter sentence in exchange for cooperation to trap their suppliers; introduce a witness protection programme so that anyone threatened for talking can be sent to some other island, or to the UK/US/Canada.
    Put some of the unemployed on a payment scheme in exchange for information on who the guys in the Terraces and Heights are who are bringing in the drugs.
    There are any number of ways in which to torpedo the big operators. A friend of mine working in one of the Scotland Yard squads targeting Jamaican Yardies used to compile dossiers on their love lives. Then he would go to rival girlfriends and tell half-truths about the others. Nothing works better than jealousy.

    It looks like we brought more than our bodies from the Mother Country with us. Despots managing the downtrodden, ministers of government redirecting public funds into overseas accounts, government functionaries negotiating bribes, supposedly upstanding citizens and business titans involved in drugs, guns and money laundering. Wow, who needs to go back to Africa when we have it right here. Add a little banana republic and human trafficking to the mix and we can be truly proud of ourselves and the progress we’ve made. The fool in front that is leading us must be warmly congratulated for the new management style he is promoting – stay silent, do nothing and wait for the light at the end of the tunnel to come to you.

    This goes beyond one government, one political party.

    It goes to corrosive cultural norms.

    We doubt that the current regime or the next one could have any effect on the forces driving these operational constructs.

    Even if this particular one is fixed, the leaky cultural bucket will deliver more dysfunction still

    Some years ago OSA was talking about Barbados as a first world country, shiite talk!

    If we still have that idea in somebody’s manifesto (2018), or around Christmas, we should start thinking about a society without a prison system.

    But that would mean changing everything else. You always tooo radical Pachamama!

    We should remember that Afrikan peoples never had these kinds of social institutions. Indeed, there are no Afrikan languages, which we know of, that even have a word for prison, jail.

    Maybe the past will serve as guidance

    We await the military engagement of the reactionaries and the proto-reactionaries forces.

    Isn’t this par for the course as to how things work on the rock? Talk to any person in Bim and there is a complaint, however where there is smoke there is fire. Just after Maria demolished Dominica the Fire Chief called a meeting to request volunteers to assist in rebuilding and everyone in the room seemed ready to go. I spoke with a fireman a few days after and he told me although he indicated he was ready, he had no intention of going as the present Chief was not to be trusted and showed no impartiality or empathy when it came to dispensing discipline, involved himself in minor grievances and allowed them to linger without resolution, and was a prime force behind the favouritism in that Dept.

    Turn over any rock and you are sure to find something unpleasant.

    There is a sick out by firemen and some stations have had to double up. These people can’t strike but the sickout is a weapon used by the essential services. Caswell is the IR consultant.

    I have some difficulty with this person’s notion of when/how should a person be promoted.
    (Let me add, that I know this is Barbados so other factors will be in play. Some will always be favoured)

    This person seem to think that everyone is assigned a number(rank) and then you should be promoted by this ranking.
    How is this ranking determined? Is it based on duration of service first-in first-up FIFU
    Is it based on how senior you are? The most senior man moves-up?

    is it possible that management realized that the old ways of doing things were not working. In order to break with the past they now allow qualified and capable candidates to leapfrog over others. Instead of letting people sit and wait their turn, they now allow officers to take courses to improve their expertise and chances of promotion.

    The blogger must understand and work with the system. .

    I am only now seeing reading this post, so please let me correct you.

    There is no sick out at the Fire Service. A sick out is a form of industrial action. Members of the Fire Service are not permitted to take industrial action. On the other hand, it is not industrial action if you are ill and call in to say so. The numbers who called in might suggest that it is industrial action. But it can also be a case where workers are placed under unbearable stress for far too long, and now that stress has manifested itself in various illnesses. These officers were working while ill for a long time and coincidentally, a large number, in the Barbadian context, have finally broken down.

    By the way, I am also the IR consultant for the Prison Officers Association.

    THE POPULACE NEEDS TO KNOW THAT WHEN THERE ARE FIRES OFF DUTY FIRE OFFICERS ATTEND THE FIRES WITHOUT HAVING TO BE CALLED OUT.
