  1. Sole-sourcing is increasingly common in North America because it is often a very efficient way to do business.

    It can also fast track corrupt transactions but I think anyone with common sense would (probably) agree that at least two of the three projects under discussion are not likely to be improved by competition. Only the Asphalt Lake proposal is likely to raise eyebrows.
