In the face of strong Opposition criticism, Minister of Housing and Lands Denis Kellman is adamant that it would be foolhardy for Government to treat the New high-rise apartments at The Grotto, St. Michael as any ‘normal development. In fact, if Kellman gets his way, none of the 80 units at the Grotto will be sold at any discount rate – GROTTO Investment must pay off, Barbados Today

Once again this “people-centred Government” is reneging on something which would redound to the benefit of the poor, the needy and the vulnerable of our country in order to give it to the upper echelons of our society!

Are they less worth than anyone in the upper echelons in our society?

You are infringing the Human Rights of the citizens of this country with impunity, yet you are fleecing them.

Where do you expect them to go for assistance, if you keep turning your backs on them after taxing them to the hilt?

The Minister of Housing and Lands wants a landing strip in St. Lucy, but he says that he must rent out the apartments at The Grotto for horrendous prices because the tax collector needs the money.

Which is it, Mr. Kellman?

Is there enough money for the landing strip or not?

Isn’t the landing strip nothing but a pie in the sky?

Does the tax collector really need you to offer those apartments at The Grotto at such a stupendous price, or are those words yours and you want to gain some traction by saying that the tax collector is responsible for making you do it?

Methinks that you are the one who is orchestrating all of this, but cannot admit that it’s all your doing!

All of a sudden you are an expert on water and transport also.

Your portfolio is Housing and Lands, so you should concentrate on that – giving priority to the needs of the poor, the needy and the vulnerable!

I must remind you that the “UNIVERSAL DECLARATION OF HUMAN RIGHTS” . to which this, and any other Government of Barbados is a signatory, states in Article 25:

  1. Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing, and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.
  2. Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.

I always hear: “Jack of all trades and master of none.”

  1. To date we have not had a plausible explanation given to taxpayers why a dividend was paid from the Housing Credit Fund to pay Maloney for the GROTTO buildings.

Donville Inniss said that the government took taxpayer’s money and invested in Apes Hill…how much money was invested and will will the taxpayer’s see back their money….did they bother to tell the people.

    Then this semi-retard, one of two, takes taxpayer’s money, first it was the blight that is coverley, Michael Lashley, now the grotto, how much is this costing taxpayers…are there any returns, how much of taxpayer’s money did this mutt Kellman give to the slime that is Maloney.

    The cost per square foot is nearly what obtains for building upmarket houses on an acre or half acre of land. Who the hell would pay 3-4 hundred thousand for a match box apartment.

    As per the norm…………Maloney and the dlp ministers win, the taxpayers LOSE!

    As per usual, this government would or can never explain their shady dealings. The minister of finance must have only realised that there was a Housing Credit Fund and decided this is a way to pay their master.

    Look at how they moved the catastrophe fund from out of NIS……….do you think that that money was spent long time as soon at it hit the consolidated fund?

  6. What are the Governance Rules of the Housing Credit Fund? Have searched online without look.

    Here is what Central Bank board member Dr. Justin Robinson had to say about it when quizzed on BU last year.

    Hi David, let me give my responses to your queries. You would appreciate I can’t talk out board business on BU.

    An individual cannot have an account or deposit at the Central Bank.

    Housing Credit Fund matter would not have come before the Central Bank Board. Not a matter for the board. You can check the governance arrangement for the HCF.

    When I joined the NIS board in 2008, the latest set of audited financials was the 1998 financials. The NIS has been undertaking a special project to get the financials up to date and audited. To date as a result of the project the NIS has submitted financials for 1999 to 2013 to the auditor general. As a government department the NIS is audited by the auditor general. Due to the backlog, the auditor general put out a tender for the job and it was awarded to the only bidder Ernst and young. The audits have been very slow. This appears to be due to the difficulty in establishing the audit trail for transactions so long ago, and data quality issues due to the changeover in IT system in 2004. The 2004 audit was especially difficult because that was the year of the changeover,thankfully that’s over ,EY is well advanced on 2005 to 2009. I lose more sleep over this matter than you David.

The opposition should be doing their jobs and get all the information out there of all the scams the politicians and business people sit and plan to get their hands on taxpayer’s money, no use holding back now….social media is working overtime….the oppostion needs to do it’s job, they too are bring paid by taxpayers, as Abrahams is reporting on the Cahill scam.

    The opposition at one time did the same, dirty corrupt things with the same dirty corrupt Maloney, Cow, Bizzy, Bjerkham and Peter Harris, they know how to bring down this government of nastiness and corruption…

    I want to thank the panel who discussed the Auditors General’s Report. The impression created is that everything said in the report is about the politicians . The PPP is now a system being operated differently and that the previous PPPs were done using the financial rules that were not written for them. So the highway, prison, coast guard, court and others were tendered and I was blind in not seeing them. This report finds itself being discussed after the failed no confidence motion and the March. The auditor’s Report goes to the PAC to be investigated to! In my 22 years in Parliament I have never used the Auditor General’s report , because it is not the Bible. I saw the Issue of LIAT as an issue now , when I saw permission being sought to pay for parts for LIAT’ now providing money for LIAT is a crime and is now being provided wrongly. I want to Thank God for seeing the opinions of panelist.

    You are all putting the cart before the horse.

    This is how business works:

    Find a need in the market (food, housing) or create one (cel phones, cabbage patch dolls).
    Determine the price the market will bear.
    Determine the production, marketing and distribution costs.
    Decide whether the difference between cost and selling price is comfortable.
    Use the facts to create start-up capital and get to work.

    So, the private sector has determined the cost of low-income and middle-income housing, every time the NHC has tried to match those prices they have failed and lost taxpayers millions of dollars with overpriced houses rotting empty for years.

    The business genius Kellman would have had to have known:
    1. The market value of low-income housing per square foot of land and structure.
    2. The value of the land at the Grotto.
    3. The cost to build the high-rises (which there is no market for in Bim because Bajans want a bit of yard and room to grow their houses as families grow).

    Kellman would know these simple facts because he, unlike the rest of the useless lawyers, runs his own rumshop. There should have been no surprise when the final cost worked out at $500 per square foot, the facts would have been known in advance of project commencement.

    It therefore follows that the purpose of this project was never to provide low-income housing, it would have had to have been a scam from the beginning.

    You people need to stop addressing the symptoms and look for the seed problems.

    This was a teefin deal from inception, just like Andrews, Cahill, BWA, molasses tanks etc.

    There will be no recovery under Fumble’s teefin Fools. The entire world knows this and will shun us until they are gone.

    This is the reason why Freundel Stuart is the only DLP prime minister who has seen it fit to appoint Denis Kellman as a minister. Sandiford and Thompson saw through the Kellman’s rhetorical political shiite and kept him on the back-bench and at Moon Town where he belongs.

    Art…everyone knows Kellman is an idiot, no surprise that his low intelligence would deem an auditor general’s report on the country’s finances unimportant, particularly when there is money missing from the treasury. …someone saw him at the gym in Warrens recently and wondered how he even has the nerve to shoe his face in public.

    Fruendel’s intelligence level is not even one degree higher than Kellman’s or Kellman would have no ministry.

    Stuart cherry picked Urban so he could build those apartments at the Grotto but like everything they have done,they did not make use of the advice of their technical staff.Stuart was looking to cement his influence in that constituency.He has no vision of Barbados.Barbados is in such a mess.Lord help us.

  28. Sell the Grotto apartments back to Maloney & Co. and let him rent them out to tourists who are coming to visit the Garrison historic area.

    They are conveniently near to several major sites in Bridgetown and its Historic Garrison U.N. Historic site.

    The Barbados Museum
    The Garrison racetrack
    The tunnels at the Garrison
    George Washington House

    Conveniently near too to excellent beaches and to excellent food all along the south coast.

    Drop some air conditioning in the buildings, provide an air conditioned bus for trips to the beach and to fancy restaaurants for meals.

    I bet that with really good marketing the thing could work.

    Use the money from the sale to provide more appropriate social housing, because clearly Bajans don’t want to live in the historic Garrison area, or can’t afford to do so.

    I wish that I could afford to live in that area myself.

    Remember, as much as he is pretending to be, wants to be, Maloney has admitted he is not white, there is a lot of black and mostly Portuguese features in his appearance.

    Bizzy bribes the politicians and now the police and Maloney walks in with his invisible overseer whip amd screams and shouts at the politicians and civil servants about how backward they are and they need to get him what his wants…he little yardboys for politicians already took the bribes, already contracted to sell out their own people….so they gotta pay the piper.
