On October 27, 2015, Minister of Finance, Chris Sinckler,stated in Parliament: […] “The Opposition did not wait for the process to unfold.” – meaning that the Opposition didn’t give them time to seek Town & Country Planning approval.
Pray tell me, Mr. Minister of Finance, if the Opposition didn’t wait for the process to unfold before running to the public re your application to Town & Country Planning for building the Cahill waste-to-energy plant, who gave Cahill Energy the permission to start on building the plant? It was certainly not the Opposition, because you said they ran around saying that no approval had been given by T & CP.
In the article posted above, Clare Cowan, said unequivocally that work had started on the project in July. The question here is: Who is fibbing? Someone has to be fibbing because either permission was given to Cahill Energy or not. They would not start work unless they were given the go ahead so to do! You cannot state one thing whereas something else entirely different is taking place. If Cahill Energy started work surreptitiously on the plant, would they be dealt with like Mr. Cherry who wanted to start a recycling plant, or is there here once again one law for the Medes and another for the Persians?
The Opposition spoke of Vaucluse and surrounding areas being affected by any problems that arise from running the plant – especially the toxins associated with such a plant – but they didn’t think about the people who traverse those areas on their way to work, school, the doctor, etc., or the tourists who will be driving around the island. Their health is just as much in danger as those who live in the areas that would be affected.
Granted, that will not have such an effect on the transients!
They decided to locate the plant where they got the sweetest sweetheart deal. Imagine having free water – which is so scarce that we have gone back to the days of the standpipe in the 21st Century – for 30 years. Some people would love to see water on a daily basis in this country. There are people leaving home and going to work to get a bath before starting work, and you have the audacity to give away water!
We are perhaps the most heavily taxed people in this region, yet there is a “low cash flow” when it comes to things that are important in this country. People cannot get their money months after handing their sick certificates. The scions of the poor, the needy, the vulnerable, and the so-called middle class, cannot get a tertiary education because you stopped paying their UWI fees, and to add insult to injury, you hike the fees for the BCC, leaving them only one alternative – go and find a job.
We have a Psychiatric Hospital which was so dilapidated that the patients had to sleep on the beds on the floor and the roof left much to be desired in the sense of repairs. The QEH still has problems with some things. Funding has been cut to the Welfare Department leaving a few to deal with many which affects mainly our children and those who are dependent on the pittances they now get because that money has also been cut.
But we have millions of dollars to give to foreign entities.
The argument about the building of the highway and the prison does not hold water because the only polluted air coming from the highway is from the vehicles, and as far as I know there is no more pollution at the prison than anywhere else in Barbados. As for the Greenland landfill idea, that was mooted years ago, and we are looking forward not backward. It is time to spend some of our taxes on the populace of this country!

A Plasma Gasification WTE taking MSW will obviously receive small quantities (relative to total quantity of MSW) of metal, glass, dirt etc which slip through the sorting process. However it cannot take Cars, Trucks, Glass, construction material etc.
Were you at LESC Sherbourne for the last so called “open house” when none other than Claire Cowen said that the waste would still have to be sorted and as much metal, glass and inorganic material as possible removed?
You are clearly under the ignorant premise that the proposal is for all the garbage in Barbados to go to the Cahill WTE.

I have not seen the design but if you can direct me to where it can be viewed I will be happy to take a look. Having said that, the building, it is called the Eglinton Residences at 3434 Eglinton Avenue East, has two elevators and a security office to the left when you get off the elevators.
The Eglinton bus #86 & #86E as well as the #116 bus all pass the building. But you already know that. I take the #116 bus which goes directly to Kennedy Station.
The closest intersection to the building is Eglinton Avenue East & Kingston Road. The building is next to the Victory Sanctuary of Praise Ministers.

In 2011 when BL&P was selling its shares and Emera was proposing to buy them I wrote a letter to the newspapers questioning the motivation etc for the sale of the shares..parrt of my letter is reproduced below.

Some interesting developments are, however, taking place which raise questions in- price offerings on the local stock market- to my mind..
Emera, a Canadian company, with a large percentage of shares holding in BL&P proposes to purchase all outstanding shares in the company, at a price substantially above the share price quoted on the local stock market. They are not content with even majority shares they want 100% ownership. Why?…
At that time I questioned whether BL&P were planning to establish Solar technology as a part of their plans for the future. The following was also part of the letter:
“Should Emera succeed in acquiring all the outstanding shares, what are its plans for the future of BL&P? Would it have any effect on staffing?
Is Emera making provision for the use of alternate energy (Solar Power) utilization to be fed into the national grid?
Permission has been given to BL&P for the construction of Wind Turbines. Are the costs for this exercise going to be passed on to the consumers? If so when? Before, or after completion of the study?”…
These are just some of my questions
I am sure there are lots of others to be asked by other consumers.
I think it is wrong to have such an important utility-a major monopoly-completely owned by a foreign company, which will be free to dispose of its shares to whomever it wants without being accountable to anyone. Government must maintain its share of the utility.”….
This letter was written 2011. Why has it taken until now;2015 for them to begin to establish a solar panel farm. I might add that when the people from Neogen visited and made their presentation, I also arranged for them to visit BL&P
and we had a long meeting with their engineers.Mr. Worme was present.
You can thus understand that I take an active part in all things affecting Barbados, its governance and its progress.

Whilst reading the comments here on BU related to the CahillI “scandal”, I observed that the point was made, over and over again, that an attempt might have been deliberately made to fool Barbadians into believing that the Government of Barbados was doing business with the reputable Canadian firm, Cahill Energy.
In fact it was clearly pointed out, and emphasized, that the two Cahill companies involved in the current controversy were registered in Guernsey and Barbados.
Since commenters on BU went to so much lengths to drill home this point, is it safe to assume, given the following excerpt from Barbados Today, that research has been done, and BU commenters have been proven to be liars? Have BU readers been misled?

Emera has finally jumped into a Solar Farm, only because they have come to realise that, left to local companies, Bajans would quickly recognise that we can generate OUR OWN electrical energy with a simple installation on their roof….(as hundreds have already done).
For YEARS, when the price of oil was US$100 per barrel, BL&P were saying that solar was TOO EXPENSIVE and was not the best fit for Barbados. Now that oil is $40 per barrel, they are “doing us the great favour” of building a $40M solar plant…..right!!
Of course they are looking to continue making 15% profit on their old antique plant while other Bajans businesses are scrunting.
To avert this ‘energy empowerment’ of the ‘3Bs’ (Bajan Brass Bowls) they first came up with their ‘grid limitations’; then, when that proved to be shiite, THEY will now build their OWN solar farm (using FOREIGN contractors) in order to prevent LOCALS from accessing their OWN personal systems – provided by LOCAL contractors.
Now explain to Bushie the kind of NATIONAL LOGIC that allows a foreign company to take such actions?
EMERA should be required to COMPETE with locals for solar ownership ….and NOT be allowed to impose shiite restrictions on customers and contractors wanting to install home and business systems.
Perhaps Jeff will be in a position to tell us exactly why these people should have a virtual monopoly on this new technology in Barbados, which does NOT require centralised generation and distribution.

Barbados has signed on with Cahill Energy to build and operate a gasification waste to energy facility in the island.
Making this announcement in the House of Assembly yesterday, Minister of Finance Chris Sinckler said the plant would be based in Vaucluse, St. Thomas.
“A major international energy company out of Canada is proposing and will invest in Barbados a minimum of US$240 million with the potential to rise to US$340 million and it portends massive spin-offs for this local economy. Indeed, coming at a time when the country has seen a softening of its foreign direct investment inflows for the last two years it is a much welcome investment of foreign exchange into the Barbadian economy over the next three years,” he revealed.

Meanwhile, Dr. Denis S. Lowe, Minister of Environment was reported as saying: “Cahill Energy offers us a real solution to becoming energy independent, while at the same time reducing our massive oil import bill. Cahill Energy has brought a Waste to Energy option to the Government of Barbados that is far superior to any other we have examined. We believe that our country will be changed forever as a result.”
DD dose not know if Minister Lowe has been talking to Psychic Cyndi, but he certainly got it right that “our country will be changed forever as a result” of Cahill Energy.
PS – Cann’t find the link, but Sinkler was also quoted in a media story in March 2014 as saying Cahill and its parent company have “as much as 15 years in business, including some in the area of energy?”

Note that the Prime Minister’s letter shown in Barbados Today is addressed to Cahill Energy. The documents posted on BU refer to Cahill Energy (Barbados) Limited incorporated in Barbados and Cahill Energy Limited incorporated in Guernsey.
It seems extremely sloppy for a letter purported as coming from the PM’s office to be addressed to Cahill Energy and not properly to Cahill Energy (Barbados) Limited.
Is there a deliberate effort to obfuscate the matter or is it just that all concerned on the Government side really are totally ignorant of the fact that they are not dealing with a long and well established Canadian company?

I have no idea about Grupo; saw on BU that BL&P had negotiated to get Solar Panels from them. How come BU has not investigated this? As I showed in my letter to the newspaper, I had mentioned (queried) the installation of Solar power st BL&P since 2011.
Next thing there has been so much misinformation and disinformation on this Blog. Everybody laughed at Clare’s comment on Potable Water, but how many people realize that the treated sewage water after treatment is considered as Potable water. Thus there would not be any need to use water from the aquifers that supply drinking water, to cool the WTE plant. This would be another use for the “recycled” (Potable) water.

There is nothing to stop anyone from purchasing their own Solar System (including batteries) and using it without the BL&P. Except it would have to be an OFF Grid system. If, however they want to be on the grid, and want to be paid for the excess electricity they produce, then they would have to negotiate the installation with BL&P. Check with Jeff.
