The failure of CLICO and other failures in the Eastern Caribbean require regional governments to implement a whistleblower policy. It is evident regional regulators are more committed to managing within national boundaries therefore pan Caribbean companies will continue to be a challenge. BU believes a whistleblower program facilitated by Caricom can act as an ancillary mechanism to  support the function of moribund regional regulators. The lack of labour mobility in the Caribbean means individuals are not motivated to risk personal financial hardship and victimization in the name of doing what is ethical and moral.

The following comments were posted in another forum by individuals purporting to be Neval Greenidge and Larry Davis, both former CLICO  executives. There is always the case to question the motives of former employees in a situation like the one unravelling with CLICO. In light of what has transpired all actors who played a part should be clinically interrogated to accurately piece together the truth behind the demise of CLICO Barbados Holdings and subsidiary companies.

This is Neval Greenidge who worked with Leroy Parris for 16 years and who know from personal association with the company that he has everything to do with everything that went down…I would like to call for a criminal investigation and or an enquiry at his expense if he is innocent…I will be the first to give evidence and also bring my documents and tell of the ones that were taken from my file to hide some of his terrible misdeeds to the people of this country…I hurt every day for my policyholders who I left there because of serious and honest approach to the industry that gave me everything and which I still love dearly. When I read of them not being able to get their pensions nor send their children to school it hurts from the pit of my stomach since I know where so many millions were diverted.. What is happening to the board of Directors….

I am ready willing and able and want to see justice for those unfortunate people he has fleeced and driving around this country without a care.

I agree with Neval Greenidge, I also worked for the CLICO group in the banking side and witnessed some of the actions of Mr. Parris and Mr. Duprey. Thank God I got out when I did (1993) and the bank was eventually sold or it would have gone down the tubes as well. Would be interesting to look into the downfall of Plantations Group which was engineered by CLICO and what happened to the assets there which by the way were handled by the same Deloitte’s and no statements were ever issued as to the disposition of those assets. Mr. Parris was never trained nor had the experience to be the leader of CLICO, he was simply a puppet of Lawrence Duprey and did exactly what he was told to do with no questions asked, that is his crime and he can not walk away with a clear conscience.

Navel Greenidge, the former CID Detective was also culpable in my estimation because if he had had such knowledge of the diversion of funds, why did he waited so late to report this illegal activity? He claims that he thought about the people who were the victims of this illegality, but thought little of reporting it knowing what might have taken place. All in all, Mr. Greenidge sound more like a disgruntled former employee who is trying to discredit his former employer.

    Agents getting dead people names from Westbury Cemetery with false signatures and being paid $5000 – $6000 advances monthly and no one was locked up with box and boxes being returned from the Banks.

    This also went on for years.

    This was a very fraudulent company from bottom to top for years.

    This also had to be known by Directors of the company.

    If what you are saying is true then I think that you are owed a few whistleblower cheques.

    But Pieces by Walter’s own submission”boxes and boxes of forms were returned with the following comments: No such name; no such account number; account closed; insufficient funds…Admin staff had to work overtime to deal with these problems that dishonest and unethical agents created…”.

    This nefarious act was fleshed out long ago and known to anyone who wanted to know it.

    Not denying him his whistle-blowing-checks overall on other key matters he has disclosed but this one was one of those secrets that was known throughout the company.

    Like the secret about the evolution of the commodity sales rep who evolved into the most fraudulent financial operator Barbados has known. That too was an open secret.

    We do need the Walters to help us define how the scandal was perpetuated so that the story has closure.

    Mr Walter Blackman’s comments are quite incredible to the olde man!!

    My remarks about Deloitee and DT and Carrion are supposed to be sarcastic and focus on DT (and his estate executrix) our ‘honourable” talker in de House, accounting firms which seem to have prospered significantly during the period of fraud perpetrated against Bajans and the whole lot of tieves that are in the woodwork

    While somewhat late, and some may say, post the surfacing of other “catalysts”, he and others have come out to disclose these nefarious deeds.

    Some disclosures may not be with real “altruistic” genesis (is it not Dompey who made the observation that one of the recent whistleblowers was previously a policeman, and no less that an officer in the Criminal Investigations Department of the Royal barbados Police Force!!)

    Notwithstanding, as I would have said earlier, I continue to watch these characters these years hence and, to paraphrase your words, will see how it pans out in the mix.

    Upward and Onward for Whistleblowing that is “constructive” irrespective of who thinks it to be destructive.

    Your remarks above, as directed towards me, convey their usual unflattering, accusatory tone and intent. However, there is a new dynamic at play here. This time, they have nothing at all to do with Randolph Alleyne.

    On what new basis, therefore, are you now trying to “diss” me with sarcasm? What is your reason now for insinuating that my writings and comments are non-altruistic in origin? What have I done, written, or said on this blog to merit such mean-spirited and “bad-minded” comments? Come on, vomit up the answer.

    Let me again repeat what I said to DeeWord per your contributions on this topic.

    I found what you said about the dead people fabricated policies amazing. That does not mean I did not believe you.

    I then went on to say that, as it related to “leading the charge” against the iniquities of CLICO/Leroy Parris, I found it rather strange that the calvary led by yourself and Generals Nevar and Anthony Custer, were coming out so late after things were in the public domain.

    I am one of those who knew you before you were “washed in the blood” and I previously have made mention of such encounters but, having been led by the milk of human kindness and wisdom of DeeWord, am subsequently prepared to accept that what we were years ago can, and may have, changed and therefore I had stated that I would wait and see.

    Read DeeWord’s segue and my response and you realize that my sarcasm WAS NOT DIRECTED TO YOU ON THIS OCCASION
