pressreleaseWe of the Concerned Creative Citizens Group, of which there are one thousand two hundred and forty eight members, have noticed recently that is has been made public that the much touted Cultural Industries Bill, now renamed the Cultural Industries Development Bill, has been approved by Cabinet and is ready to be passed as soon as possible.

We would at this point like to make it very clear that there are still many aspects of this bill with much that we are not in agreement with, and that we reject completely the inference that all creatives have been consulted on the contents on this Bill, resulting in an outcome which all parties involved have agreed upon.

Creatives by nature are NOT politically driven, and as such, we care not which party wins the election as it pertains to the future of culture and the arts in Barbados.

We stand for what must be a Bill which presents a win win scenario to all involved, and as such, whether the DLP retains the Government, or the BLP is voted back into power, we would like to let both parties know that this is the only way a Bill of this importance should be allowed to be approved of by Cabinet and passed by Parliament…when ALL Creatives have had the opportunity to go over all elements of such an important document, and be involved in meaningful, intelligent dialogue with those in power and with whom such great responsibility lies.

This is not just for those of us for whom creativity is our profession and only source of income, but this is for the future of those in the creative arts who will follow in the years ahead.

  3. Well…well…well….creatives have been asking questions and getting no answers. The GIS website remained empty. And suddenly an e-mail goes around telling a chosen few that the Bill has been approved by Cabinet, then the Minister publicly says that the Bill has been approved and when re-elected will be passed as a priority. Apart from tax help, there seems to be very little difference as I read through the whole thing. Whichever party comes in this Bill in its present form gives full autonomy to a Minister of Culture…he decides who is to be called a creative…he decides to form yet another authority where he decides who is to be employed to deal with funds and creatives he has decided are to be called creative, funds that he decides will be given to them. Maybe I am foolish but to me this sets a dangerous precedent…Bees or Dees, Dees or Bees, particular as there does not appear to be any real structure indicated…all kind of up in the air stuff. Surely this Bill is more like a development plan even if the Bill is now called a Culture Development one. Hmmmm. So many questions to be answered…I am not surprised that the CCCG is not amused. All this time to come up with something so dangerous and ineffectual.


  4. I was extremely concerned to receive an email this last Friday from the Ministry of Culture letting me know that the CIDB (Cultural Industries Development Bill) had been approved by Cabinet.

    But, it still has to go through the process of being tabled at Parliament so can still be brought back into discussion before it is presented in Parliament.

    We believed that our group had a cordial relationship with the Ministry of Culture as we met with them and the CCCG ( Concerned Creative Citizens Group) worked hard with non governmental advisors, legal minds plus government affiliated advisors on and off island on amendments suggested by the creative sector in Barbados in this last year and it had been agreed that any final drafts would be shown to the CCCG group before being presented to Cabinet/Senate/Parliament.

    We were extremely disappointed not to have received this ‘final’ paper before this new CIDB was ‘approved’ and so felt the need to clarify that there are still many aspects of this bill with much that we are not in agreement with.

    We hope, that after elections, the Ministry of Culture will go back to the cordial working relationship and make sure that this bill will work for and encompass the creative sector in Barbados.

  6. This is the Chinese year of the snake. Snakes are amazing creatures and all humans should have cordial relationships with them. . And not all bite BAFBFP so do believe the CCCG as creatives who have heart, will be just fine. And please let me assure you too that without a dream not much will happen…did not Martin Luther King have a dream?


  7. Martin Luther was a dreamer that made it possible for Black people to tek some proper lashes from White people and think that it was okay NOT to throw some back in return. The man is an agent of shame and to be honest, the fact that the only people who see it fit to continually lend credit to his existence just happen to be White is encouraging as Blacks and other non-White peoples are waking up to some stark realities …! A dog that chases its tail must take a break at some time to feed and rest. Of course it can continue to do the same thing all over again since it will be “just fine” …

    Oh give me a cordial break … do

    We used to feel the way you do but after a careful re-study of the man’s life we had to change our assessment. We always preferred Malcolm X . But why do we have to choose, we can have them both. Yes, for most of his life King tried to be an accomodationist and yes this non violence agenda may appear, at first sight to be weakness, but it is and was a powerful strategy for the powerless. It is still available to us today. And you are a man who has no appetite for violent confrontation with the police state. You will recall that King organized the poor peoples’ campaign, supported the sanitation workers’ strike and came out against the Vietnam war. These are the reasons his government, under Hoover at the FBI, had to kill him. He was succeeding in getting a coalition of the poor, blacks and whites and the USA was afraid of these combined forces. So he had to die. Be careful about the propaganda from US popular media about King. They meagerly caricature King to suit their propaganda purposeless. I entreat you to look at King again, especially his later life 2 or 3 years before his death. Don’t believe the hype! The Ghandian-King non-violence method is sometimes not as docile as one may at first believe.
