Some members of the BSTU party leaving Government House last night

According to media reports, the meeting between Prime Minister Fruendel Stuart and the Barbados Secondary Teachers Union (BSTU) to resolve the Alexandra imbroglio ended with a promise of more meetings late last night. Further reports suggest that Principal Jeff Broomes did not receive ‘official’ communication from the ministry of education about the meeting.

After four and one half hours at Bay Street yesterday the only reasonable conclusion to be drawn by John Public is that the 30 teachers remain persuaded by the Prime Minister that dialogue is healthy in the circumstances. Whether the reason for the impasse is legitimate or not most Barbadians have become ‘ticked-off’ at how protracted this matter has become. In any industrial dispute there is a time period which is considered reasonable before the hammer drops. Clearly in the Alexandra matter that time has long passed.

Although it is easy to be sympathetic to Prime Minister Stuart given the large number of issues which currently command his attention, the Alexandra dispute involves children, and despite the placatory offerings from some involved in solving the matter, it must be adversely affecting them. Listening to many parents of the affected children it must be a very emotional time especially if we factor the challenging economic times we have to exist.

Then there is the political fallout going into an election year which makes the inability of government to resolve the Alexandra matter quickly a rising concern. Yes BU understands that it is the Public Service Commission (PSC) which must act if the route to solving the problem is to remove Broomes from the school. This appears to be clearly the path of the Prime Minister. If this is the case then the BSTU finds itself in a situation where there is little they can expect the Prime Minister to do in the short term. The wheels of government bureaucracy has never been known to impress by its speed to action. The newly appointed PSC probably needs time to familiarize itself with its work.

One would reasonably have expected after the meeting at Bay Street last night, and given the concerns for/by students and parents, a brief communication to the media to allay obvious fears was a necessity. BU however has come to appreciate that our political leaders prefer to create information vacuums which give reason for the PEOPLE to speculate. Doesn’t make sense but …With talk shows and social media on the rise, Prime Minister Stuart can be assured of one thing, Barbadians will be talking about this matter some more in the days to come.

  13. Will Broomes be sent on full pay administrative leave (on some pretext that the Commission of Enquiry requires such)? This would satisfy the BSTU and give the Gov’t some time while the Commission does its work. Of course, the Commission may find that there is no just reason to remove Broomes as Principal at which point the BSTU will have to reconsider its position. These Commissions often do not work quickly and so it could be a year or more before a report is tabled.


  14. I didn’t hear the P.M news conference, but I told you he would pass the baton on to some-one else. What happens now if the C of I don’t find any JUST cause to separate Mr Broome, will the teachers go on strike again? Are they going back to work under Mr Broome? In case Mr Broome is suspended, will he place an injunction in Court against such action? What about the LOYAL teachers, who remained at work?What will be the re-action of the students? Is it legal/right that Mr Keith Simmons be wearing two hats in this matter, that of Chairman of the governing body of the AX ands now a member of the PSC , that forms a major part of this exercise?The more the P.M speaks the deeper the hole he is placing himself

    As a layman, I knew that the PM could not grant the BSTU their demand, how comes neither the PM or the BSTU knew that this would be the only outcome?

    The PM has fully exposed himself to ridicule. I am of the opinion that to boost his sagging image, the PM thought he could have solved this matter on his own especially since it came soon after the plot of the GANG of 11 was exposed. Now the PM had to eat humble pie. Even a lady who comes over on the call in programme as simple in her views, said this week that the PM was wrong to meet with one party to the dispute alone.

    But why did all the BSTU members leave the meeting laughing as if they had won the lottery? To me it seemed as if coming out of the meeting, Mr Broomes would have been gone next day.

    Oh what a tangled web the PM has woven!


  17. A more sensible way of handling the matter was for the P.M to have a talk with Mr Broome and BEG him to consider accepting a new position, maybe at the MOE, in the interest of the students. This to me would have put Mr Broome in the hot seat, if he really love those children. His arrogent way has backfire BIG TIME, now he is calling on his cabinet, who he ignored to carry some of the blame. WHAT A COWARD !!!!!!!!! He is a lame excuse of a PRIME MINISTER. I told you this matter has the potential to cause a general election sonner than he wanted.

    So by your own admission of not knowing the answers to how many companys sought to be prequalified and how many companys actually submitted tenders, your earlier blog “There were different tenders to build the new headquarters and a commitee was supposed to review them. Part of the process was for Deloitte and Touche to have a look at the bids. It’s my understanding that before that process was finished, Innotech was awarded the contract. I assume that BWA has a Board.” was lie in that you do not know how many tenders were received, right? When are you back to work, soon?

    The aggrieved individuals took their case to court and WON and the tax payers of this country had to pay the the price for Arthur’s drunkenness….as they will have to soon pay again for the Barrack case which Arthur left behind.

You have won by showing a man in the highest office in this land cannot be trusted.. This fight you have won becaause you have believed the a man word is his bond. If you trusted integrity and got fluff. The children need you and when you look back at this ten years from now you willl know you have done the rigt thing by not disappointing those hapless deserving students. Your interests are first and your peace of mind is paramount but somewhere out there there is a child whose future you would not want to feel you have hampered. The electorate will ltake care of Stuart. He has shown that the Eager 11 were right and he cannot win’. he is incompetent and blundering. I say go back to work and let the children win.   35. Ok David and BU, I humbly eat eat humble pie. I just had a full read of the press conference and have to admit,it was a time garnering face saving move with no “real” resolution teeth. It will take long since it can never be done short and schools are more complex than the average institution. Even if it recommends X or Y, action has to be grounded in tangible evidence, which has to be treated to the terms of natural justice. any encroachment of that will rile the unions up and we’re back at square one. the ministry (and Jeff and d other teachers) have to play a critical roe in facilitating such an inquiry….but wait… the Ministry was pushed to a side and told it can’t be trusted and as for Jeff and d other teachers…tsk tsk. We’ll be in the same position come the end of this “inquiry,” whenever that is and “tens of thousands” of dollars poorer. Sigh. Over to you again BSTU, I take no pleasure in your present pain, even if most of it was self induced. Summer round the corner, ain’t nothing happening hey. Don’t forget June is Clico month!!!

    ammm, uhhh, where were you these past 3 months when we were all saying that Jeff couldn’t (and to some degree) shouldn’t be fired willy nilly???? But since you are here….any comment on taking 3 months to set up a commission while tension continued and grew at a school where the demanded ultimatum was an absolute non-starter from day one?? oh, yea, and how in heavens name will this commission will have a “wide enough mandate” to cover “all the issues” and complete its work in “short” time while meeting “everyone” involved? particularly during a summer recess? and perhaps without the cooperation of the ministry, BAPPSS or the principal? A one sided commission???? given a “sorta” mandate, grave responsibility but no real power? Or will we change the act to accommodate the removal of one as we changed it for the inclusion of one??? do you agree that the inquiry report has to be laid in parliament? after going through the cabinet? and digested by all who contributed to it? or in some cases didn’t? Do you know it can be appealed?? Why not a mandate a follow up inspection to verify or put aside the findings of the original investigative report AS SHOULD BE THE CASE???

    As for fractures let us know which ministers gave their input on this matter. Oh shoot, You can’t “legally” talk bout what was said in Cabinet meetings so we will never know the lie…..oops, I mean truth……or is that the facts???

    You really do disappoint me on this occasion . You stated that you DID NOT HEAR THE PM’S STATEMENT. You therefore missed all he had to say about the scope this Commission will have for exploring some areas of our education system and some of the short comings of the Education Legislation and report , making suggestions for the improvement of the same , among other things . You have always demonstrated a capacity to read and comprehend and therefore are more than capable of reading The Commissions of Inquiry Act with full comprehension and be able to appreciate the wide powers the appointed commissioner will have to fulfill his mandate . There is therefore no need for you to join the politically motivated gallery and resort to open , unobjective , partisan comment alla GEORGE C. BRATHWAITE et al when you have ALWAYS sought to convince that you are a neutral , objective commentator , fired by your insatiable appetite for reading and the acquisition of knowledge . In the present circumstances therefore , I find your invitation to me to render some form of education to ” laymen ” like you , disingenuous . Nevertheless , Peace my brother . P.S . I have gone no where ; I am right here observing ,trying to winnow the wheat from the chaff .     Is he not thought of as a man who thinks long and hard before taking important decisions ? It would seem to me that the PM is using this opportunity of killing several birds with one stone . For example , there has now arisen a view , which is being given wide coverage , that suggests that inspite of the Education Act , which dates back to 1983 , there can be the misconception that we can still have different categories of teachers , an eventuality that the very Act sought to bring to an end . This was one of the things that the PM made reference to that he expects would be clarified and if necessary , addressed by the report of the Commission . As I see it , the Alexander School saga may well prove to be the catalyst to bring about meaningful and well desired change to the educational system . The stuation surrounding the teachers will have to be addressed after careful consideration by their Union of the PM’S action . Peace my brother .

    I’m moved to ask how much common sense the BSTU has shown in their prosecution of this matter? they themselves have their own fissures.

    I too hope that the inquiry goes deep and wide into the main issues that dog the education system. But history and the understanding of the political basis for the establishment of this commission doesn’t add faith to my hopes however.
    Case in point…the amount of recommendations from NACE that have yet to be discussed far less enacted.

    Does anyone have the Commissions of Inquiry Act. would make for good reading.


  42. The AX and CLICO have one thing in common. There is a legal/procedural reality which has to playout which may not mesh with the political reality for PM Stuart and the government.

    It should also be clear too David that given the fact that the CLICO problem dates its origin to sometime around 2004 and the Alexandra’s to sometime around 2006 that any party playing the political card with these two millstones is riding a tiger.


  44. I have commented before that Stuart seems to be a decent person but he is simply not makingit as PM. Do you realise the BLP does not even comment on the mistakes of the DLP. The public are the ones who are tacking the DLP not even the BLP.

    The most laughable part of this press conference is when he said that he passed Phase 2 longtime. I can only surmised that Phase 2 is to pass Phase 1. Phase 3 is to pass Phase 2.
    Or Maybe Phase 1 is Term 1. Phase 2 was Term 2 and phase 3 is Term 3. I guess the school year is now divided in phases.

    Thing is there is no other person in the DLP who can do better than Stuart. If wunna think Stuart bad, Kellman worst. Sinckler is just a pompous big mouth. Jones cant be trusted. Sealy seems too soft. Lashley is a trickster. Others are just a waste of time.

    Time will tell but BU believes it is a miscalculation by PM Stuart and his government given the emotional fervor associated with the issue, it is really the stuff that Opposition politics will benefit. Of course this does not mean your point about the timeline associated with the genesis of the problem is not fact. It all comes back to managing the political dimension and with a general election looming there is no wriggle room even with the best political PR machinery to win over the public on the AX matter. Not with the children involved. No matter how noble the action by PM Stuart to attack the rotten core of this matter. Already Opposition Leader is advising parents to sue the government.


  46. It is of course easy to make the glib suggestion to sue the Government ; what will be the cause of action given the right to withhold labour ? Why did the former government allow Broomes to get out of hand ? There have been SEVERAL instances of industrial unrest at the Alexandra School BEFORE the present government came to power . CLICO and ALEXANDRA are two classic examples of the FACT that YOU MAY REAP WHAT YOU DID NOT SOW . I however am of the view that the longer the period there is before the calling of an election, the less political impact the two will have . Dont forget that CLICO is under judicial scrutiny and Alexandra will be the subject of a Commision of Inquiry which if successful can change the whole political spectrum . Peace .

    You should not become cynical about Commissions of Inquiry . I should suggest that you get a look at the Statute , CAP 112 of the Laws of Barbados and make a study of it . It is for the Commission to give effect to the wide scope of the Statute . I have faith in our system . Peace my friend.

    @Checkit out…..From what I can gather “They” being the students who attend school everyday have hit the nail on the head.

    From what I have gleaned from the report is that some of the teachers and administrative staff feel that they are micro managed and should be left alone to do their jobs and that they are not consulted nor are they part of the decision making process. No shit, guess what? That is not new to any organization or business in the world (I mean Barbados).

    It is always better to get the job done as best as you can and as problems arise use your initiative to solve them. No one should wait to be told to use their initiative nor should they be afraid to do so. When someone says they are afraid of using their initiative it means that they are afraid, afraid of failure, afraid of being ridicule, afraid of being the lone star and afraid of doing their JOB. We all make mistakes and knowing when we do we should own them and not blame others for them. There is too much “I blame you” for our shortcomings. No manager nor any employee is perfect. The problem is too many of us are too caught up in the ego game that it is hindering our progress.

    DONT you know that I truly feel for these children who have done nothing wrong but who are being punished by a hard and inflexible group of teachers who could easily put the children’s welfare first and end this foolishness now ???

    DONT you know that I do not even want to get political in this matter and blame the Prime Minister, the Minister of Education or any DLP Government even though they would have to take some responsibilty but that my main concern is with this hard and inflexible group of people who call themselves teachers ????

    DONT these people some of them who are Antiguans and not born in Barbados and who are non Barbadians not have the interest of the nation of Barbados and its development at heart ???

    DONT you know that if you wanted to score political points against the DLP , you have done so and you should now get back to work Mary Redman , you and your band of hooligans ??

  50. Read Independent Senator Frances Chandler if you want common sense from an adult applying simple logic to an apparently complicated situation at Alexandra!!

    If she runs for Parliament in my constituency she will get my vote and if not her commonsense approach will be used by me as a yardstick to measure which candidate gets my vote next time!!

    At the moment none come close to measuring up.

    I will vote regardless but right now it looks like I will be pulling a name from a hat to decide which candidate gets my vote.

    The commission of enquiry is a waste of time and money when the way forward is as obvious as it is.
