It was evident to the most discerning when the Alexandra School issue reared its head – Alexandra School Dispute – Who Shall Lead The Children? – that the Barbados Secondary Teachers Union (BSTU) had reached the end of its tether fuelled by how past grievances were managed by the ministry of education. Many Barbadians became outraged that the ministry of education would have allowed the Alexandra dispute to become so protracted, six years and counting. Caswell Franklyn, Head of Unity Trade Union who possesses an above average knowledge of the workings of the public service posited that the – Alexandra School Impasse: [was] A Massive Failure Of Public Service Administration. He produced the PUBLIC SERVICE ACT 2007 – 41 with Amendment to support his view.

In fact when the BSTU departed from the heavily trodden path of grievance procedure and withheld labour which resulted in 30 Alexandra teachers on the picket line, acute discernment was unnecessary as to what was required. When the BSTU mobilized around a cry for the separation of Principal Broomes from the school it was obvious Houston had a problem. If that was not enough to spur all concerned into action, information revealed last week that the ministry of education was in possession of an inspection document for several months only served to confirm the lethargy and incompetence with which the fractured industrial relations climate at Alexandra Secondary School was allowed to descend.

Finally when a ministerial committee was constituted chaired by Minister of Education Ronald Jones, BU commentators knew it would have been in vain – “If you don’t stand for something, you’ll fall for anything”. The BSTU had travelled that road before and  was known to have lost confidence in Minister Ronald Jones. The Prime Minister would have to intervene which is consonant with how IR disputes are resolved in Barbados anyway.

After 20 days of strike action Prime Minister Fruendel Stuart finally intervened on the weekend. The objective was to get the striking teachers teachers back to work. He achieved the objective a result complimented by Caswell Franklyn.  It was obvious from early in the impasse – confirmed by Sir Roy Trotman after the Barbados Workers Union (BWU) gave its support to the BSTU – that there would be no perfect solution to the Alexandra dispute. Prime Minister Stuart got the teachers to return to work and more than hinted that the job of righting the wrongs at the school had to be started. It is regrettable that many Barbadians have not seen Stuart’s action for what it is i.e. getting the teachers back to the classroom.

BU agrees 100% with the Prime Minister that we live in a barbecue pig tail era where form too often seems to trump substance. Imagine BU’s surprise to hear President Walter Maloney expressing concern about the students being roped into the dispute. Why the hell did he not come out when it was happening and condemn it at that time? Why did Winston Crichlow, the head of the principals association feel constrain to comment after the Prime Minister got the teachers to return to the classroom, a prerequisite to moving the matter forward? Why did the Alexandra Parents Teachers feel they had to issue a statement to the press and demand that teachers and the ministry of education make an action plan available to them about making up the lost hours?

They all need to shut the hell up and allow Prime Minister to deliver what he has promised!

    The PM seems to be really breaking new ground in his prosecution of his Prime ministership. Anyone knows if he’s appointed Mr. Gollop as his official legal counsel and / or PR man? Has the Services Commission sanctioned the new post or are the expenses of this new service paid for out of the personal coffers of the PM?

    Wow!!!!!!

    The chips may be gradually falling in place to explain some of the enigmas of the PM’s alexandra stances and interim victory. Was Mr. Gollop also speaking for BSTU in a CBC interview when he hardly mentioned BSTU on responding to questions related to and after the PM’s press conference? I was totally under the impression that he was speaking for the PM and explaining his actions then.

    I listened with interest to the exchange between Babb and Gollop and it seems to me that Gollop was expressing his disappointment that the press and radio was not dealing with the issues in an even-handed manner; the position of the BSTU was being grossly misrepresented. He drew attention to Babb stating as fact that there was some condition agreed to that there was to be no contact between the teachers and principal ; this was , according to Babb, one condition for the return of the teachers to the class room. Gollop refuted this . Gollop also took issue with Babb that he as newscaster made THREE broadcasts of a teacher/parent on VOB berating the Prime Minister for saying that parents brought their children kicking and screaming into the action; the PM made no such statement and Gollop’s view was that it was irresponsible of the radio station to give an untruth such prominence when the truth could have been checked out . Babb was challenged to play back the recording . Gollop’s third complaint was centred around the way the press and radio treated as gospel the complaint that the teacher had refused to teach a class for a whole term . The teacher has refuted the claim but she has keep faithfully to her status as a Civil servant and refused to engage her accuser in the media. The Public Service Regulations proscribe any such action by its employees. Of course it is clear that Broomes pays little or no regard to this Regulation.
    Responsible reporting is key to the objective discussion of matters like these. But if the news media continue to be so biased we will always have difficulty in dealing with the issues as the public would have already tried the case and made a finding . WE DESERVE BETTER.

    I can read the column by B.C. Pires, relate my experiences as a boy at school with authority figures and know exactly why this problem occurred.

    While I agree things have changed in the past decades since I left school (er … am …. four to be precise) I cannot believe they have changed this much.

    I’ll offer just 5 of what I consider to typical examples of the various foul ups, bleeps or blunders you asked for:

    The proposed Cell Phone tax.
    Stopping the Fly-overs.
    The CLICO mess.
    The reported summoning of the investment Committee / Board of NIS to a Special Cabinet meeting to discuss various aspects of the financing for the Four Seasons Hotel project.
    The premature announcement that Dominica and St Vincent were participating in the funding of the Four Seasons Hotel

    There are probably several more that others can add.


  9. We have to come to the realization that people have made their minds on this in relation to what has taken place . Question is this Gollop the same person who had been mentioned in the blogs as a possible replacement for AG Brathwaite? Say it is not so. If so we must ask the clear and obvious question/. ? Why would BSTU not go back to school when Jones and his jteam suggested ii and went back when the PM did? Could Jones have promised what the PM promised? Are we giving the PM something which he does not deserve only because the BSTU believe that he would be forthcoming with something with despatch which MR Jones could not offer.?How long would it take to to get what the teachers want? And would they be satisfied with a ten , twenty or sixty months delay.? Since there may be elections this year could they have accepted a blank cheque? Would a government give a man seven years pay to make him move? Should the PM give the people of Barbados some inkling as to how he wou;d proceed since he has made promises ?I wouild like to know the answers to these vexing questions . Answers any one . Think on these things.

  13. this was a blantant “damage con trol ” attempt by Hal Gallop on Vob. which was uncalled for anybody with a pea brain who have witnessed and listened to the past three tone an tenor coming from parents and teachers would know exactly who the statements made by the PM were directed to. so for Mr. Gallop to be challenging what the response or reponses were by the public in connection to the staement by the PM and the childrens involment is ludicrious

    There is absolutely NO reason why an intelligent 15 year- old should not have a position on this issue. In fact, to the extent that our education system does not encourage such involvement at this level we have a clear indicator of the outdated foundation of our education system.

    There is absolutely no hope for us…

    Part (much) of the problem rests squarely on Government’s shoulders.

    …. and next time have people who can deal with potential problems before they flare up and we get burnt.

    Yes, it is our money …. but it is we who put the Government there to act on our behalf … so ultimately it is we who caused the problem and must pay!!

    The first formers with whom Mr. Broomes pitched marbles are not 15 year olds.

    I have seen some 15 year olds with both wisdom and maturity and others with a far, far way to go.

  23. Nobody answered my questions is this the same Gollop which people on the blog suggested would replace AG Brathwaite? Is this the same PM who on the Sunday before indicated he was not on top of the issue and then was brought kicking and screaming and praising and promising on Monday last? Is the PM looikng at the substantive issue which is why the teachers decided not to work? Or is he looking at the issue from an inspection report? I am looking for answers Think on these things

THe ones harping away at what the PM said are those like THE PTA who never had anything meaningful to say .moreover than naught always came up with the same ole “The children” during the past three weeks now they are using the same identical words as a driving force to drive the wedge of politics as a dividing force and Hal gallop has allowed himself to be drawn in to it,However one is mindful of the fact that with an election drawing nigh “WE” would not like to step on any body toes.

Gallop did well so far in the past three weeks by keeping his mouth shut i will advise him to continue to do so it makes no sense on mr. gallop part to throw fuel into a fire which the PM has singlehandely attempted to put out. MR. Gallop sound and acted like minister Jones on VOB and that in unbecoming on his part .

    i promise that i was awaiting on the NUPW-circus meeting -well here we have it the Circus president suddenly got sick at the meeting and left ,but the word is the he knew that they gunning for him —so no discussion was held on the AX circus affair –for fear that he and clown Denis shout Breach of natural justice .
    But it got better, the same council requested ALL correspondence that were issued between the Urban Commission and NUPW -with regards to Dereck Alleyne and found that clown DENIS and clown Walter had lied to the council-
    hence the council. had refused to grant an extention of his leave to the URBAN COMMISSION – well the Council has now granted that two (2)years leave .
    Those were the reason for Walters sudden sickness
    Council was also told that that up comming trip to SOUTH AFRICA by the second vice president was the working of Clown Denis Clarke for his Clown friend Walter Maloney -not one Union member was given the change to apply for that training program -but the word on the ground is that the BCC lad has replace the SOPHIA sidekick – so we have VOTES FOR TRIPS .
    Well clown your hopes of becoming Deputy General Secretary was found out —–you must blame BU – it was expose here .
    Dereck Alleyne you must thank BU, for airing your case -it shows that BU is taken serious by readers much more that the main stream media houses .
    Those were only some of the lies Denis told –he deceive me and my other nurse friends into signing on at the QEH – if we the nurse had not sign we would have gotten a better deal .

    The point must be reiterated .. A Civil Servant CANNOT,according to Civil Service Regulations, be ” free-speaking “. Broomes, who is a news maniac, obviously has NO REGARD for those Regulations , hence his utterances in the press to “bring it on”; ” I would do it again “; ” they better dont get me vex.” But in spite of this conduct the press has been trying its hardest to make him ” more virtuous than Caesar’s wife ” . it will be interesting to see how this plays itself out.

    Unfortunately you seem consistently , to miss what the real issues are. It WAS NOT Hal Gollop who resurrected anything as you are implying; he was taking objection AS BSTU’s COUNSEL (take note Observing) to the statement of Stedson Babb that he understood that the BSTU made it a ” CONDITION ” for its teachers’ return that there be no contact between the principal and the teachers. When Babb denied that he made the statement , he was challenged to play back the tape .You should really be more careful in your listening.

    And my question to you is what was the point in opening a fresh new can of worms i meaning let the chips fall wherever they may. The PM made a statement the public responds now it is time to let the process begins. Absolutely no need to res hash what was said or to clarify what was said by the public. The PM statement was meant and intended to bring a semblance of civility to the issue but with MR. Gallop trying to relive what was said in the past all he did was to reignite issues which were in themselves beginning to tamper down. it was uncalled for and unnecessary.

    Here listening to the news on VOB…says Unemployment at the end of December stood at 12.5%-who them fooling? more like 20% maybe its a lag efffect or just deflated accounting.
    Aside: watching the News CBC last night I saw Mr. Gollop @ DLP lunchtime function (12 o clock approx)>>>>>>wait this man like he is a mystic man>>>>How the hell he managed to call in on Brass tacks 12.15 pm ..and spoke for 20 mins while attending the function??? Multitasker

    Actually the exchange between Gollop and Babb exposed a lot. Based on the reaction from the public it seems Gollop solicited the most support. Babb’s reaction showed ignorance or was a naked attempt to whip up a fracas for the purpose of increasing the ‘ratings’ of the show.

    Actually Gollop’s interventions on the talk shows are looked forward to by many. His colleagues can do well to assist him.

His support might have been based solely on the political support , However taking on a “Past issue ” which everybody knows was based purely on who the parties invovled was supporting was a waste of air time. AS for stetson Babb all he did was play along maybe for ratings but that is the nature of the beast in the news media.

    Babb as head of the StarCom News department having to tender a public apology yesterday was pathetic for a man of that standing.The question is how could Gollop orchestrate all this in so short a time…no sooner than Babb blabber his mouth.. than he informed a email sent to him asking him to retract and replay the extract.(Gollop in dispatch ) followed by Babb’s eating Humble Pie..all this while Gollop was at DLP function….wait isnt that also Babb’s party ? Gollop would have had to have help or could this be the beginning of a conspiracy in the making ????

    What happened after i.e the apology is secondary. The point first and foremost is that Babb, the head of news at VOB, got it absolutely wrong with Gollop. His position was unnecessarily provocative and he picked one of the smarter and reasonable lawyers to mix it up.


  46. The PM news conference was enough to clarify. Hall Gallop intevention did not help it only inflamed. his intention of clarity did not accomplished what he set out to do morlikely than not only serve to reinvigorate the will of the Broomes supporters and once again brought the issue who at this point had clamed down somewhat into the public forum and for what just to challenge ‘Setson BAbb” and a unknown lady statement .So again was it worth it. or wasn;t the PM words not enough.

    I doubt Ms Redman’s payments could keep fueling a ole BMW for long
    Gollop has to think of sustainability and money for Emera.
    Besides PM needs all the help.. moral support and otherwise he can get right now.
    As for Babb….was sadly just a pawn.

  49. When the dust dies down eventually, it will be seen that the BSTU demanded something for returning to work that could not be delivered in the circumstances that existed. They made a tactical mistake in demanding separation “BEFORE” they would return, and however you “spin” it, that has not happened.

    Mr. Broomes “might” decide to take a lucrative financial package. Even if he has to be urged to do so…. that will be his decision.

    The “image” that stands in my mind is Mr. Broomes at the gates of Alexandra School after the strike, welcoming the students and others in….what a sight.

    He was not in a back room hiding away; he was up front at the GATE, I have gone no where.

    Surprised at your last comment.

    It is not unusual for an aggrieved party which feels that all avenues have been exhausted, in this case 6-years of simmering fractured relations, to put an extreme position on the table to break the back of the dispute, Negotiating 101.

    In this case they possibly knew that to separate Broomes would have been unprecedented and a difficult objective to achieve but it was used to force the issue as a negotiating ploy.

    What many on this forum are forgetting to consider is that the BSTU can withhold labour at anytime in the future if they feel their grievance is not being addressed as discussed.
