Clorinda Alleyne, CEO, Public Workers’ Co-operative Credit Union Limited
  1. How is it that the CEO of this credit union makes almost $20,000 per month, inclusive of allowances. More than the Prime Minister of this country?  More than what some executives of private sector banks and insurance companies earn; more than some executives who have to perform and are appraised on performance. She also receives leave passage – the type that longstanding civil servants receive- holiday with passage paid for by the members. They have smartly sat down and crafted an exceptional salaries and benefits package for Alleyne who adds no value to the institution if you were to review her performance. Her salary is almost 6 thousand dollars more than her deputy the Legal Counsel. Those gaps in salary ranges are highly unusual. The CEO of the PW credit union has no financial qualifications, save for the credit union courses, and was a less than stellar attorney before joining the organisation as its Legal Counsel, yet through the machinations of Paul, and certainly not on ability or skill she is the head of this organisation.
  2. The CEO has a chauffeur who is paid out of the organisation’s coffers. The reasoning was that she was suffering from dizziness so she could  not drive. For five years or more this has been occurring. It was suggested that the driver, who is a messenger at the credit union, be paid the overtime for chauffeuring her, out of her salary. He also picked up her children from schools that are within walking distance of the credit union..

For over three years Paul Maxwell, who was laid off from Cable and Wireless and worked nowhere, spent most of his time at the organisation and drove to and from the Credit Union in the car assigned to Alleyne, while she was driven around in another vehicle. The organisation’s car was in the possession of a non-executive director for over a year – being serviced etc. with members’ money – and nothing was done about it.
  4. When Caswell’s trip was cancelled, we the members lost approximately $10 thousand dollars in non-refundable expenses which were paid. His trip was cancelled out of spite, and we all know who was behind it. They have absolutely no regard for how our money is spent, as long as their end is achieved. So ” … cancel his trip, who the hell cares if the members’ money is pitched into Maxwell Pond as long as he does not go anywhere we are happy.”
  5. For the past decade some very bright and independent minds have left the institution because of the actions of the “musical chairs” Board. The management  staff complement then becomes a compliant, mentally sterile, ethically devoid group of trip hunters who take the lavish salaries, the healthy profit sharing and say “yes sir, yes sir, three bags full” and grin all the way to the salary counter. Petrified to object to anything.

My recommendation is that the whole Board face a no-confidence motion. Also, people like Cedric Murrell, who have proven to be major disappointments in the manner in which they have condoned this behaviour as members of the Supervisory Committee, should be permanently off.

The function of the Registrar of Cooperatives has functioned in this case just as the Supervisor of Insurance functioned with CLICO. THEY DID NOT FUNCTION!!! Couple their inaction with a complacent, greedy membership which seems to have no concept of what a credit union should be and no comprehension of their responsibility as members, and we have problems.

In moving forward, members would have to petition/agitate for Paul Maxwell to be forbidden to serve on any decision-making entities related to the credit union. They are currently making plans to establish a new company that will be providing services to smaller credit unions, and another unemployed clique member, Dean St. Hill, is tipped to head that company. Paperwork is with the Registrar. Members need to put their foot down.

It is unfortunate that this matter had to be aired here. But that is what happens when people feel they have no voice in the forum that should listen and act. I certainly hope it does not undermine public confidence in the institution, which by and large is a great one. But this development is a result of a lapse in the vigilance we all knew used to be the hallmark of successful credit unions.

Get to the AGM, demand answers- do not allow Paul and company to use by laws to block discussion (and threats of legal action from the bully Alleyne). Organise, and do like them and get a lawyer to go with the group if you can. And when you get your answers, petition, move motions, do whatever you can to bring the freewheeling by that group to an end. Take back your credit union.

    Well Chris, we have now uncovered yet another area where you are obviously completely lost.

    First of all, Credit unions charge interest on a monthly basis on the declining balance. You are a mathematical genius so I am sure that you can work out the equivalent annualized rate as well as compare it with the common bank practice of calculating all the interest up front on the full principal and dividing the total over the life of the loan.

    Secondly, even if the credit union DID charged interest rates of 100% it could not be considered usury….. since one cannot charge oneself usury- and a member is both lender and borrower at the same time.

    If you understand the principle of patronage refund, it means that all excess charges collected each year are to be repaid to those borrowers who would have paid interest IN THE SAME PROPORTION that they paid. (so even if a member was overcharged interest, when the operating cost for the year is calculated, the excess (surplus) is to be repaid proportionally to all such interest payers.

    A foolproof system – unless you get a bunch of ‘non-credit unionist’ in charge who find other ways to dispose of the surplus.

    The very best thing about the credit union is that even where members are robbed, it is all completely their OWN fault for not knowing, checking and demanding their rights.

    If the members of PWCCUL have not been receiving patronage refunds -while large sums are being spent on lavish overseas trips, consultants, shell companies, legal fees etc ……IT CAN ONLY BE SO BECAUSE MEMBERS ALLOW THIS TO BE…..

    It is a bad mistake to think that fancy qualifications and high salaries can trump sound co-operative knowledge, honest dealings, and genuine concern for members interest.

    The difference between what the banks or any other lending institution pay to use your money and what they charge others to use that same money is usually significant. That is how they earn their money. As ‘BT’ said that money is then used to cover the operating costs and in the case of Credit Unions the SURPLUS is to be divided among the members. It is a wonderful system once a select few are not allowed to get creative with the operating costs and inflate them for their personal benefit at the expense of the entire membership body.
    Credit unions in Barbados and the Caribbean need the equivalent of the ‘DEA’ in the USA to stamp out the the ‘King Pins’, ‘(Legal) Enforcers’ and ‘Feeble Minded Minions’ of the ‘Credit Union CARTELS’ that seem to be springing up everywhere.

  13. The question coming out of the exchanges with Chris et al is why do credit unions have to ‘dress-up’ like banks? Own buildings on Broad Street, offer the same kind of services like ATMs etc which had to operating cost and reduce surplus. Barbados is a 2×3 place no?

    The interest rate is cheaper than using the bank, the bank is compounded, while the credit union is charged to the reducing balance, for example, years ago i had a loan and i used to pay .75 monthly on the reducing balance and that was at 9% a year.

    I dont know how the mortgage is computed, but I know for a fact it was cheaper to use the credit union than use the bank and i believe it might be still so, but caswell can confirm or refute that.


  15. Bush Tea – could you give us an example of a large credit union anywhere in the world that either consistently and deliberately generates a very low surplus, or pays out all or most of its surplus as dividends and patronage refunds? I would love to look at their financial statements.

    Based on all BU research, whilst it occurred in the past banks in Barbados calculate on the reducing balance.

    Would love to get feedback on this to expose it.


  17. Bush Tea – my request above might come across as a challenge so let me rephrase. I think that what you say is true in principle, but the implementation of the policy may not be straightforward. In order to explore the potential problems we need some real examples. So I think that patronage refunds and dividends are not so straight forward for a credit union as you are still dealing with a financial institution which needs among other things to maintain adequate levels of capital.


  18. Corporate Governance is very important to any company and it is important to BPWCCUL. All wrongdoing whould be answered to but the same way you cry down the board for the wrong doing do you give them applause for the profits the company generate in hard economic times, any thought at all for those directors who work hard and bring objective views for the beneft of the BPWCCUL or is wrong doing all you see?
    Penalty for the bad apples, praise for the good!

    So much of this thread is focused on alledged wrong doings and I have some questions for ALL of you. Why are you spending so much time printing down the blog to ask questions at the board meeting, why don’t you print down the nomination form and become directors and run the company how you think it should be run? Instead of criticising the CEO and her performance and her salary, why don’t you apply for the post of CEO and run the company? We have so many answers in this forum, why have all these people in this forum not sought nomination to the board to run the company? After all, you keep saying how you have money in the BPWCCUL so why not seek to be on the board and make the decisions instead of crying down?

    I hope you all come to the AGM not only to ask questions but to run for the board, have you submitted your nomination today?

    Were you both asleep? Why exactly do you think the banks now charge interest on the reducing balance ….? because they believe in fairness and equity for poor people?
    It is because the credit union movement made it a fact of life. THEY WERE FORCED TO CONFORM.
    …If the credit unions disappeared tomorrow, the old norms would return the following day.

    The same also goes for the ‘low’ loan rates currently seen in the banking system. This is NOT a philosophical position of the banks, it is an unavoidable consequence of the current economic reality.

    The credit union on the other hand operates on a fundamental philosophical position – built on the objective of meeting the needs of its members in the most effective, collective manner.

    What is challenging about patronage refunds?

    Let us say that a family of four decides to pool their resources- and the father contributes $2000; mother $1000; and the two children $100 each, to make a total of $3200 per month. If the expenses for a month total $2880, then the remaining $320 is simply returned to each family member in the same proportion that they contributed.
    father – $200
    mother $100
    children $10 each

    This way, the initial rate of contribution is not overly critical, what IS critical is full transparency in operations, full involvement of all in decision making and clear ground rules to guide actions.

    If each member had contributed even double the initial deposit, then at the end of the month, their full excess would have been properly returned via the patronage….. so no problem there…

    By mimicking the bank’s mercenary approach, and their taste for expensive frills (like useless trips around the globe and flashy buildings), misguided ‘leaders’ have distorted the basic co-operative principles….. but that does not detract from the brilliance of the concept.

    Banks need that because their strength is built on capital.

    Credit unions are built on HUMAN capital. THEY need to maintain adequate levels of goodwill, synergy and creativity…..by fostering honesty, openness, mutual support, and transparency.

Do not be fooled these ARE NOT ACCUSATIONS it’s the truth ! I never thought in a million years someone will have the guts to rat on them ……..I will not be surprise if it is a disgruntled BOARD MEMBER who did not get a “trip” . Despite all of this the credit union is a sound Financial Institution with qualified staff members ,and the members just need to play a more active part in the decision making . This is the meaning of a cooperative movement ! so just let us get ride of the “baggage” and move on !!!! WE HAVE COME A LONG WAY …DON’T LET GREED PULL US DOWN !!!

What the france any of them know about finance, hr, marketing, operations management?? Which ONE of them is a successful business person or outstanding civil servant or private sector employee? WHICH ONE? The success of that credit union was guaranteed through government concessions and the hard work and skill of a successive gallery of dedicated and qualified EMPLOYEES!!!

It’s our Parents’ , Brothers’,Sisters’ our coworkers’ money !!! …It’s our Money ,let us take all necessary measures to protect it !!!! All of this wastage stop Members from getting a higher dividend pay out and Interest rebate !!!!

Also the members MUST always stay on top of the major decision making in the Credit Union , like how we invested our money . We need not to have this continually argument among ourselves ,just go to the AGM and do the necessary thing ! I must maintain we’ve have came a long way and are the envy of the Banks in B’dos, so don’t let us destroy it ….just get rid of the wastage !!!! This is NOT a clico in the making …your investments are safe !!!! JUST GET RID OF THEM !!!     these allegations appeared on this site on May 31, just 5 days before the close of nominations. i wished it had appeared earlier. as it stands, some of the very people such as the CEO, etc that we would wish to be rid of, names would have gone forward again..i hope that the members on June 18 insist on a reopening of nominations because these same crooks will have control of our money again. however it plays out, i am reluctantly leaning towards withdrawing my membership. i would not like to see a repeat of the elections of the NUPW 2011

    In the previous post dealing with BPWCCUL, a number of persons were critical of me for not paying back money that was advanced to me to travel to Hong Kong on credit-union business, after the board maliciously cancelled my flight and registration for the conference incurring a loss of over $10,000. To be fair a few supported what they thought was my position.
    The loss to the credit union was never the concern of the members of the board: their main aim was to deny me access to speak to the members on the floor of any general meeting. How else could you explain their decision to suspend my membership on May 15, 2009, for three months which was a mere three weeks before the AGM claiming that it was punishment for not re-paying the money.
    I was one of the few who would challenge wrong doers at Public Workers. I went as far as reporting their embezzlement to the police.

    I ignored their suspension and continued to pay my loans. However, this time around when they purportedly terminated my membership the then Secretary, Terrol Inniss, wrote to me and pointed out that I could not conduct any business with the credit union.

    I wanted to make this a dramatic declaration, but unfortunately my scanner is not working, So you will have to take my word that the paragraph transcribed below is accurate. In the final paragraph of the letter dated August 13, 2009, which purportedly terminated my membership, Inniss wrote:
    “You will be aware that the credit union can only conduct business with members and we will therefore be contacting you further in relation to the settlement of all business with the credit union”. They have not contacted me to this day. You can now see that it was never about the money.

    I continue to write on this blog that I refuse to use a psuedonym because all the information that I supply is the truth.

    I have not submiited any nomination,, as I was made aware of the closing date late. Let me tell you, i am capale of sitting on any board, As I have done so, and continue to do so.

    Our credit union, over the years has been assured of a market because of the many concessions. I find it rather offensive that the CEO can earn more money than any one whose highest income is not even 12 000 a month(the source of the Union’s business}. We dont get any productivy bonus, what is is she producing when she has a guaranteed market?

    I am with you on that one and I agree with the worker’s response, open the elections and let’s get some new people on the BPWCCUL Board. Persons should be asked to submit their resumes so the members can review them and persons running for the board should get a chance to speak to the members at the meeting so that the m=embers can make a good choice on who to vote for, let’s get the right people in place to run this credit union!

    Minister sinckler does not have a clue about the core philosophy of the co-operative movement. Like most politicians: he is just talking, hoping to score a sound bite.
    If he had any idea about the core philosophy of the movement he would not have panalised all credit union members by removing the tax concessions that was responsible for the growth of credit unions.

    The guiding philosophy of the movement is: People helping people: Not for profit, But for Service. Co-operatives are not supposed to amass wealth: they are supposed to provide the mechanism to empower their members. For example, credit unions should not buy up shares as both political parties encourage them to do. Their role is to provide the finance and education to enable members to acquire wealth. Instead, government encourage Public Workers Credit Union to acquire Clico Mortgage Finance, and even provided the finance through a loan from the National Insurance Fund to purchase that company. That was to assist Clico not anything to do with the philosophy of the movement. I really feel that someone should be made to answer for that abuse of the credit union. After financing the purchase, Government punished all credit union members by removing the tax concessions and using the fact that a credit union can now own a mortgage company and therefore does need tax comcessions. Minister, I have news for you: Public Workers Credit union is not the Credit union movement.

    You dont think that the government has given the credit unions enough concessions to help them grow. There are ways people can benfit, instead of the saving element which has been removed as a concessions, contribute to a pension fund and you will have the tax saving element.

    The blame is shared. Government encouraged and allowed the leadership of the credit unions to break the law. I am not only speaking of the present Administration. The Arthur Administration offered and sold shares in BNB and ICB to credit unions in contravention of the law. Both Administrations saw some simple minded people with lots of money and as the saying goes, a fool and his money are soon parted: only that in this case the fools were spending credit union money.

    Public Workers Credit Union is not the only credit union that needed those concessions to assist with their growth. What about the other forty plus credit unions that need assistance.

Caswell you know the rules ,here is your opportunity to HELP !!!! Help us !!!!! I’m bold enough to admit I am a worker …God knows for how long !!!! but I care about the Credit Union enough to put my job on the line ! All my family are credit union members their money is in the credit union ,your money is there also ! so stop hiding behind these “names ” and behind your PCS and take some action !!!
    Those people on the Board have not power beside the power you give them !!!!! That is being a Board Member , some of them are even unemployed with out the credit union there are powerless !!! so don’t be scared of them !!! They are a bunch of people who are wasteful and care nothing about OUR money !!! Don’t you want a higher dividends rate , are you not proud that an oraganization that was built by ‘Black People ” have succeed to such great heights !!! ( I hate this Race Nonsense ) but I’m using it here to see if it might hit a note….
    I’M TELLING YOU THE BOARD IS REHEARSING.FOR YOU .AND THEY ARE GOOD AT IT !!!!! SO WE BETTER COME GOOD ,,,,,,FOR THIS IS IT , IF WE DON’T GET RID OF THEM , IT IS ALL OVER ,WE WILL NEVER GET THEM AGAIN !!!!!

    NOW IF THIS WHOLE ARTICLE WAS WRITTEN FOR JUST MALICIOUS PURPOSES AND CHARACTER ASSASSINATION I WANT NO PART OF IT !!!!!! I JUST WANT WHAT IS BEST FOR THE CREDIT UNION !!!! SO WE HAVE A CHOICE EITHER GET NEW BOARDS MEMBERS , DISCOURAGE MEMBERS ,THOSE WHO CAN WITHDRAW THEIR MONIES WILL ,AND THE CREDIT UNION MOVEMENTS STOP GROWING ,THE BANKS WILL START LAUGHING AT US ETC!!! STOP IT NOW !!!!! IT’S OVERPLAYED NOW !!!!! YOU ARE NOT BEING TAKEN SERIOUS ANYMORE !!

    I with you one hundred percent, Caswell, Can the nomination process be re-opened> How can they adjourn the meeting, how can they ensure that the meeting does not go forward if they are not satisfied with the rsponses to questions asked?

    Members must realise that they have the power: the President can only guide the meeting. In order to re-open the nomination process members must (a) submit a petition, calling for a special general meeting, signed by at least 50 members to remove the offending board and supervisory committee. (b) Any time after the AGM is called to order a member can move a motion that the meeting be adjourned until after the special general meeting is concluded. The resolution to adjourn the AGM needs a simple majority to pass.

    You must be careful that the Registrar does not put in an appearance and attempt to give directions, as she has done in the past. The meeting was not called by her so she has no authority to intervene at that stage, just ignore her and do what you have to do. Also, if they bring any outside lawyers, who are not credit union members to mislead again, you also have the right to eject them from the meeting. Don’t allow the president to claim that the person is his guest, remember you the members are in control.

  46. Good guess David. Apart from that if the entire Board is removed who will the members put in their place? The intention seems to be to appoint anyone except those who are there now.


  47. @ Just only asking. Look at the list that David put up of the nominees, this is cold soup warm back again, these are the same people running over again, are they no new people willing to run? How do we get the voting open back up, I want to nominate Just only Asking. I heard Randy Graham speak at Credit Union member sessions and he spoke at the AGM last year, he sharp he can help us but he should be running for the board of directors not supervisory. Graham, David and Just only asking should run for the board, forget the rest that get nominate!

    @WORKER I beginning to think like you, this forum like it just a political waste bag with Caswell and dem airing their view to argue. I thought this was constructive to benefit the BPWCCUL but none of these complainers in hey aint seek nomination, just seeking to curse and complain, we need you all to come forward and help!


  48. @amazed some people just like to talk and cause confusion ,I think Mr Maxwell and his board is counting on the general membership thinking of us like that !!! I Can’t say the members were not warned ,,,,,,,Those people whose names has gone forward for the board are all his “friends ” its the same old thing . they were on the board before when their time is up ,they just go on another board ,then back on the management board !!The wastage all over again , the trips , the “high living ” that’s what being a board member at BPWCCU consist of !!!!

    I rest my case it’s up to you members now !! All the things you have read are TRUE !!! I SEE THEM DAY AFTER DAY !!!!
    Look any member that is willing to commit to the credit union can seek election …all we need are honest, intelligent persons with the credit union interest at heart ,who are not in it for personal gain !!! If I WAS NOT A WORKER I WOULD SEEK TO BE NOMINATED !

    I THINK I HAVE SAID ENOUGH , I ‘M NOT A WHISTLE BLOWER ,,,JUST A CONCERN MEMBER….MEMBERS GET TO WORK ,I BEG YOU !!!

    Are you serious? People like you are the reason why this country has become so corrupt. You turn a blind eye to blatant embezzlement because you might like the thieves. The same thing happens in politics: members of political parties also bury their conscience in order to support the excesses of whichever party they support.

    A few members of staff and probably just a few members of the credit union have only now woken up and are behaving like the stealing and other bad behaviour at Public Workers Credit Union have only recently come to light. Over the years staff members were given two bonuses a year in order to buy the staff vote. Interestingly enough one of the bonuses was always paid the day before the AGM.
    With two exceptions, the members who asked searching questions at general meetings and those who could bring out the vote are usually treated to a feast days before the AGM. As a result nothing changes; my people are bought with food.

    My prediction: a few people will ask searching questions, and they will be out manoeuvred by persons quoting standing orders and NOTHING WILL HAPPEN to bring the credit union back to compliance with the rule of law. The stealing will continue. The Co-operatives Department will avoid doing its job regulating the credit union, and the game of musical chairs with the elective offices will continue.
