Each candidate who contests a general election has an expenditure limit broadly based on the number of registered voters in the constituency. The limit is overseen by the Electoral and Boundaries Commission.

Finally there is also a tax-incentive granted to Members of Parliament, which allows them to claim up to 5,000 annually or 10% of their Parliamentary salary (whichever is smaller) in respect of financial contributions to their political party.

In recent times the issue of campaign financing in the region – Jamaica is a recent example but of more relevance to Barbados is the mystery which shrouds Prime Minister Owen Arthur and the alleged donation of BDS750, 000.00. The allegation was given currency by Leader of the Opposition David Thompson back in April 2007 under the cloak of parliamentary privilege in the House of Assembly. Despite our best research we have not been able to identify a direct rebuttal by the Prime Minister to the charge that he received a party donation, and for an unexplained reason the cheque was deposited to his personal account at FCIB. What has brought new focus to what many believe is a system which requires change is the creativity of political parties to attract campaign financing to ‘buy votes’.

For those of you who are following the build-up to the US Presidential Election in November 2008, one thing is evident, the system which governs donations to ALL candidates and political parties is managed with a large dose of transparency. Any hint of a violation of the rules is met with a public inquiry. Based on the outcome, it can result in the political career of the candidate being flushed down the toilet or the reputation of the political party being sullied.

A research paper co-authored by well known Political Scientist Peter Wickham explains:

Research into the culture of political party financing reveals that there are no substantive regulations on political party financing in Barbados, however, the state does provide financial support to political parties through several mechanisms. However he is quick to caution …

there is no requirement or indeed any intention on the part of political parties to publicly disclose such details.Indeed, as has been stated by the BLP official, disclosure of financing is unheard of even within the upper echelons of the party itself, far less to the wider public. Parties are therefore unlikely to maintain records of party spending and financing in order to maintain the anonymity of party financiers and well-wishers. This leads one to conclude that the unregulated nature of political party financing in Barbados is a process generally shrouded in secrecy, a lack of transparency and accountability to the public at large.

The BU household is firmly of the view that major improvement is required to the existing system to ensure that the current abuse and manipulation of political campaign financing in Barbados is curtailed. It is not unreasonable to conclude that if the government of Barbados is responsible for issuing substantial contracts to the private sector that a system to prevent ‘undue influence” on any incumbent government becomes mandatory. The practices of the past have served us well but the advent of globalization has clearly demonstrated that it cannot be business as usual. International companies with deep pockets and our own barefoot politicians is a recipe for a level of skullduggery!

The need for a change to the rules governing political campaigning is glaringly evident if we try to explain the continued silence of Prime Minister Owen Arthur to the accusation that he accepted a ‘donation’ of $750,000.00 to his personal account at FCIB.

    At his nomination he spent several minutes painting a picture of his honesty and refuting somethings and bringing to light the failings of others, and at no point did he mentioned that cheque. Preferring to speak about what his parents would or would not understand.

The real political campaign contributions are in place by virtue of the fact that things such as the awarding of the VECO PRISON contract was awarded at US $ 60 million and a local group refsed to make a 7 % commission payble to HALLAM NICHOLLS , GLYNE BANNISTER and OWING ARTHUR they lost the work because VECO was prepared to pay more the project is supposed to have closed off at US $ 145 MILLION, the OIL STORAGE FACILITYcost over run, DANOS 3 S ROAD WORKS PROJECT COST OVERRUN moving the cost from US $ 60 million to the mega figure of US $ 180 million,NHC BUILDING COST OVERRUN, NEWTON UNFINISHED BUILDING AND COST OVERRUN, then we have the scamps that HALLAM NICHOLLS pulls of on Owing NAME LIKE COLLECT MILLIONS IN COMMISSION ON THE COAST GUARD VESSELS JUST BROUGHT IN WE WILL PROVIDE MORE DETAILED INFOMATION ON THAT SHORTLY.
    We also have the sickening state that the sandly lane mega rich contribute to a fund supposely to help the community but this fund is only helping the Arthur family and friends remember those cheques written by Julie to keep her brother out of Prison? and Richard Arthur and his desise in politicts to sure up his ailing airconditioning business,he was recently evicted for the non payment of rents from the building he use to occupy in St.George.
    Trust me there is money available to them from so many quarters, but the good folks realise that a few dollars in hand will go nowhere to help their needs, it will not help 2 months from now when the electricty bill or water bill comes in and it still has the VAT charge on it someting that under a DLP administration will be removed.
    Further to all of this, the most scary part is if this is the level of arrogance displayed by Arthur and his indifference towards the citizens of this island by calling the election in the middle of the CHRISTMAS HOLIDAY PERIOD, LORD HELP US WERE HE TO GET ANOTHER TERM HE WOULD BE UNCONTROLLABLE and DANGEROUS.

    This tryant and thug has allowed power to go to his head (along with the rum) and this is not a good thing for Barbados or Barbadians, and this plague needs to be evicted from office soonest.

    A future People’s Democratic Congress Government of Barbados will make sure that the State of Barbados plays a far greater role than ever before in helping to finance the election/political campaigns of parties, non-party political groups, and independents that are contesting any national elections for state positions in Barbados.

    Surely, it is and will continue to be useless and a complete waste of time for the State to be attempting still to control the amount of money contributions that esp. many wealthy Barbadian people and entities do make to parties and political persons/candidates, esp. within election periods in Barbados. The leadership of PDC holds frmly to this view mainly because we see it as being totally incongruous and immoral for the tax-stealing State itself to tell or continue telling such well-to-do persons and other entities, or any other persons and other entities for that matter, what to do with their money value, as it relates to the political democratic process, even if as many Barbadians still anachronistically believe that by these well to do people contributing to whatever extent to parties and political persons/ candidates coffers, means the compromizing of our electoral democratic process. We also hold firmly to this view even when the money contributions of these well to do persons and entities do manage to trickle down into the hands of many persons, some of whom would later vote or not on the basis of receipt of such monies. Of course, the latter activity is therefore seen by some as vote bribery, a concept which, too, is fast becoming an outmoded one in this ever changing Barbadian political/patron client cuture.

    These things notwithstanding, the fact of the matter still remains that the State must act as a greater CHECK and BALANCE than it is right now in making sure that the well-to-do and their possible foreign conections do see a dimunition in the great control they have over certain political outcomes in Barbados re the process of conducting elections to STATE POSITIONS. The State must also recognize its INESCAPABLE DUTY to assist the above mentioned political players, who are involved in bids to win STATE OFFICES, WHICH ARE NOT PRIVATE OFFICES, in the defraying of many more of the costs of doing so, or the costs of ELECTORAL PARTICIPATION. Some of the laws and policies that a future PDC Government will enact to help bring greater balance and coherence among social and commercial groupings competing for state and people’s power and authority are:

    1) A Drastic reduction from BDS$ 250 to BDS $ 50, of the registration fee for a candidate in any elections for STATE POSITIONS in Barbados;

    2) The granting of a monetary reward of BDS $ 150 to every person who would have voted in any elections for STATE POSITIONS in Barbados. Pertinent evidence of voting being provided by both the person that voted and the Electoral and Boundaries subsidiary of the State. Certainly NOT evidence of how the person voted;

    3) The Institution of a Commission for the Registration, Regulation and Financing of All Candidates, Parties and Non-Party Political Organizations in Barbados; and

    4) Making constituents debate and pass the laws of Barbados.

  16. We agree the state must take the lead in ensuring that our system of government is properly attuned to the needs of the people. Maybe of more importance is the need for the PEOPLE to lobby and agitate using all the means which a true democracy provides to influence change. Barbadians through the years have been accused of taking a passive approach and this has served us well in the past because we have had no reason to exercise the best management skills to ensure our competitiveness in the world market. As former colonies and members of the Commonwealth, African Caribbean and Pacific Countries (ACP) and Lesser Developed Countries (LDCs) we were gifted with subsidies and largess in abundance from our the Super Powers of the North.

    Those days are gone and consequently we have to make adjustments to our way of governance, if we want to sustain our success.

    A RESPONSIBLE GOVERNMENT would ensure that each low-income family can afford homes, says Democratic Labour Party (DLP) candidate for St James South, Donville Inniss as he canvassed the constituency.

    “Haynesville is considered the epitome of low-income in St James South, which is comprised of housing stock of National Housing units,” he said yesterday.

    “There is a need for assistance to those who want to purchase their own National Housing Corporation (NHC) units. The reality is that the income levels of individuals in those units do not generally allow for them to purchase these units,” he explained.

    The people in Haynesville, he said, would not qualify for even what NHC calls “affordable housing” in its new residential developments, and so many would have to remain in the units they are living in.

    “So as a responsible Government, we will have to put systems in place to ensure that each individual has established himself/herself in the community, and is in position to own the roof over their heads,” he said.

    He also called for education and training programmes to be brought into the Haynesville community, noting that even though it was surrounded by Melbourne cricket field and the Holders Hill playing field, these were only sporting facilities without any organised activities.

    “The physical club houses are not designed to provide training facilities for residents,” Inniss said

    THE GLOW OF THOUSANDS of flickering hand-held candles illuminated the grounds of Ilaro Court as Two Mile Hill literally came alive with the sound of music when the Rotary Club of Barbados staged this year’s Carols by Candlelight at Ilaro Court, the Prime Minister’s official residence.

    For the 13th consecutive year, the Prime Minister opened his home to host the event along with the Rotary Club.

    The awesome sight prompted Rotary president Jerome “Jerry” Ishmael to comment: “This is perhaps the largest crowd we have ever seen at this event. This is an awesome sight”.

    With numbers estimated at more than 7 000, whole families including babies in arms, dotted every available space, drinking
    in every note and at times singing along with performers.

    It is a major annual fund-raising event for Rotary and Ishmael acknowledged the input from corporate Babados whom he said continued
    to be generous.

    Rotarians were very much in evidence working around the clock in all areas especially overseeing the collection of toys
    and other gifts for less fortunate children.

    On stage, Vic Fernandes assumed the role of emcee, introducing Prime Minister Owen Arthur who was accompanied on stage
    by his family to welcome patrons and extend greetings for the Christmas season.

    From start to end, performers endeared themselves to the cheering crowd with The Mustard Seed Kids, Red Plastic Bag, Old Friends Eliana, Robert, Willie and Steve, and Derek Fields and the Angels serenading with traditional and original Christmas
    music and verse.

    Broadway performer Alex Santorielo, a regular at the event pierced the heart with his rendition of You Raise Me Up encouraging the audience to “let us take time to reflect on all the people in the world who are not as fortunate as we are tonight”, in the prelude to his song.

    Ishmael revealed that Carols by Candlelight had so impressed one Rotarian from Jamaica, that simultaneously with the Ilaro Court presentation, Jamaicans were being treated to a similar evening as a Rotary Club benefit event there.

    He envisaged that it would eventually become an international Rotary project.

    This Christmas event is Rotary’s biggest fund-raiser, according to Ishmael, and Dereck Fields is an entertainer who has faithfully performed
    each year. It was an opportune time for Ishmael to present Rotary International’s highest award, the Paul Harris Fellowship in recognition
    of Fields’ contribution to the local organisation with his many charitable performances over the years.

    BARBADIANS HAVE been urged to use their vote wisely and not be led astray by the noise of political platforms.

    Barbados Workers’ Union general secretary Sir Roy Trotman made the call yesterday in his Christmas message, noting each party would now be claiming to know the people’s most pressing concerns.

    Sir Roy said people must make up their minds about what their agenda is and not be “misled by the noise on a political platform into determining what are the issues”.

    He added: “Those issues cannot be what they are said to be in January 2008, but have to be matters which have been causing the people concern before January 2008.”

    Barbadians are going to the polls in a general election on January 15 to choose a new government which will be contested between three parties. The incumbent Barbados Labour Party (BLP) and the Democratic Labour Party (DLP) have announced a full slate to contest the 30 seats at stake while the People’s Empowerment Party (PEP) has announced it will be contesting four seats.

    Nomination day will be on Monday.

    Sir Roy said while he would prefer people to be thoughtful and to listen carefully to the various candidates’ presentations, Barbadians should bear in mind always that “as a person and a member of a class or group, each of us lives with a series of issues from which we ought not to be detracted by the noise and clamour of microphones at this time”.

    He added that his was “not a partisan statement, but a statement to ask people to use their vote wisely”. (RJ)

    Prime Minister Owen Arthur stands alone as the only Prime Minister of Barbados who has ever publicly identified with black nationalism and Pan Africanism in the country.

    Even though the policies and programmes pursued by the Right Excellent Errol Barrow suggest that he subscribed to the philosophy of black pride, self-confidence and black empowerment, he always refrained from voicing these views in public forums.

    Historians will recall that it was during the Errol Barrow administrations of the 1960s that the world witnessed a rebirth of black pride with the advent of the Black Power revolution in the USA. However, inspite of this rebirth Barrow failed to embrace the civil rights activists of the period. Barbadians will recall that as Minister of Defence and Security he denied the American activist, Stokely Carmichael from addressing a public meeting in Independence Square even though an earlier speaking engagement in Guyana was staged without incident.

    History will record that during the Barrow administration black nationalists and Pan-Africanists were known to be under constant police surveillance. Editor of the Black Star newspaper, the late Leroy Harewood was denied gainful employment in Barbados and was forced to return to England where he pursued a Bachelor of Arts degree at Warwick University. Another Pan-Africant had his literature searched on his return from England where he had pursued a law degree. Some may recall that his legal practice suffered as a result of his political convictions.

    It was against this background that Arthur took the bold step of establishing the Commission for Pan-African Affairs; identified ten national heroes and sponsored the celebration of Emancipation Day. These bold steps were all taken at a time when neo-consevatism had gained the ascendency worldwide.

    Scholar that he is, Arthur has recognised that a people cannot forge ahead without confidence in themselves and their past, hence the naming of the ten national heroes. He understands that symbolism is very important in the lives of a people. The leading nations of the world understand this very well. I am told that annuities paid to the surviving descendants of Lord Nelson were only recently discontinued by the British Government.

    Arthur’s advocacy for the payment of reparations to the descendants of the Middle Passage must also be seen as groundbreaking for a Prime Minister of Barbados. Delivering the feature address at the Commemoration of the 200th Anniversary of the Abolition of the Trans-Atlantic Slave Trade at Holy Trinity Church, Hull, England, in March this year, Arthur said: ” The principle of reparations should be upheld, advocated and promoted through the establishment of a fund to facilitate material compensation to countries which were victimised, and by the pursuit of national and international policies to confront and eradicate the legacies of slavery. I conceive of reparations as a national and international responsibility.” Arthur made this call at a time when several members of the local intellectual community are distancing themselves from this legitimate cause. They fail to recognise that the Jews, the Japanese and the indigenous Americans benefited from reparations for the injustices done to them.

    It can be said that Arthur’s identificationn with Pan-Africanism is a clear indication that he sees the part that knowledge of a people’s past can play in building self-confidence and self-esteem. This is borne out by his support for the programmes undertaken by the Commission for Pan-African Affairs which is headed by Dr Ikael Tafari. Initially the Commission focused on promoting cultural links with the continent, but in recent times it has added and economic dimension with the exploration of possible trading links with the continent. Arthur has breathed new life in the local Pan-African movement with the establishment of the Commission. Pan-Africanists are no longer shadowed by security personnel. Black nationalists can now flaunt their African identity without fear of ridicule and harassment. Over the past 13 years Barbadians have witnessed an explosion in African dance and several Barbadians have acquired a taste for African movies. With government’s embrace, Pan-Africanists are no longer seen as pariahs.

  30. Over the past 13 years Barbadians have witnessed an explosion in African dance and several Barbadians have acquired a taste for African movies.

    It’s such a pity, therefore, that africans only regard west indians, as slaves!!!!

    I shoud know, apart from the daily experiences of living among them, a friend of mine once had an argument with my african, girlfriend, at the time. Up until then, we were all mutual, friends. However, it did n’t take long for the african to be calling our other friend, “A SLAVE”!!!!

    Pan africanism?!!! I think you know where you can stick it!!!!

    In my experience, the people who support it have very little, practical experience of africans! It’s all garnered from book!!!! Two very, different things, and the practical, is the one which counts!!!!


  31. We feel that the statement by Arthur is an unfortunate one but by the same token we equally feel that it is being given too much attention.

    “I am (also) concerned about the statement by Prime Minister Owen Arthur that the Democratic Labour Party should never hold office in this country again, because, taken together, they are a significant threat to democracy in this country.”

    Maybe it is in the interest of both political parties to avoid the issue of implementing a more transparent election campaign finance policy.

    If it is then it explains why so many of our citizens are starting to become apathetic to politics.

    THE GUYS of Durant’s Village, St James, have planned Donville Inniss’ victory party to be at Peter’s Variety.

    HIGH UNEMPLOYMENT and unavailability of affordable housing seem to be two of the major issues of the upcoming general election on January 15.

    A DAILY NATION team caught up with two Democratic Labour Party (DLP) candidates as they canvassed their respective constituencies in St Michael Central and St James South yesterday, and the report card was basically the same.

    The number of unemployed people seems to be so high that questions are being asked about the authenticity of figures being put out by the Government.

    “Surprisingly, one of the issues was unemployment. It puts a lie, really, to the numbers being put out by the Government regarding the single-digit unemployment figures,” Steve Blackett said yesterday as he made the rounds in Bush Hall.

    The need for housing has seen a changing face to home ownership and property development in the country.

    Candidates spoke of a growing trend where children were making attachments to their parents’ homes.

    Donville Inniss was adamant that the provision of housing should be a priority of any Government.

    “Housing is a major problem . . . . Any responsible Government has to accept that housing is a right and not a privilege,” he said.

    The DLP plan to address the issue of housing will be unveiled during the election campaign, but Inniss offered suggestions in the areas of reduced taxes on inputs, affordable lands and the provision of subsidised housing by Government.

    Blackett has been in the field for over a year and he said the next three weeks would be spent revisiting particular areas, to “cement the support that is available to us”.

    Inniss has been hitting the pavement in St James South for the past nine months and is confident of a happy “birth”.

    “It’s time for the baby to come home. I’m in my third trimester,” he stated from Peter’s Variety in Durant’s Village, St James.

    Another complaint common to the canvassers was the lack of proper recreational facilities, where the youth in communities could be engaged in wholesome activities.


  33. Wood said Emerald Park, where more than 500 housing solutions will be created in phases, was an indication of Government’s commitment to working with the private sector to tackle the problem of shelter.

    He also provided constituents with a list of about 25 roads to be worked on during the next three years, including Crane to Crane Gardens, Belair Main Road, the St Martin’s to Rock Hall highway and the Beulah to Rices road.
    He also spoke about the Government’s plans for the constituency, which include creation of more sporting facilities and wide access to natural gas.

    “We have a lot more in store for this constituency,” he told the DAILY NATION

    Just how comical can this gang of crooks get when after 15 years of making their pockekts fat they can now in an election campaign state please vote for me I have all these things that I want to tease you with to do for you.

    This is a case of if they could not get in done in 15 years which is an eternity by anyones decription, do you really expect them to serious about doing it?

    I was totally surprised with Chris Sinckler being used on the Brass Tacks programme before the incumbent shadow Minister Michael Lashley. That was a total embarrassment By the way it is on record by the said Chris Sinckler that the Dems on assuming the Government will be giving all terrace units owned by The National Housing Corporation, FREE to TENANTS that are living in them. A promise is comfort to a fool. Beware.

    Barbados would be doom if the DLP wins this election.
    I would love to say the same for the BLP but truth is only the BLP is capable of running this country now, they is no other choice as yet, but the real government to run Barbados would be a PEP and PDC combination they have the correct view and beliefs to run a country the Godly and fair way.
    I would not speak on they behalf, but I urge you to get hold of the representative of these two parties and read up on the literature they have out, and if you see it with an open mind and ask your self truly what you want for your self and your family feature you see the only way Barbados can go forward is a PEP and PDC combination and if these two parties can’t join forces, a new force will rise that belief in those basic fundamentals and take this Barbados in to the feature a prosperous nation.

    Let us sit back and watch what’s going on and ask who out all these person can be a true leader, I have know this for many years, and I was delighted to came cross this very powerful information and I have it copy here with no added or subtracted information.
    And I want you now to compare this to what the PEP and PDC have put forward on the table, and you will see clearly what we have to do, make sure the only representative DLP have in the house of parliament is Denis Kelman and make sure we vote in the two from the PEP and two from the PDC

    I am talking about what I call actual living truth, all man as we see today came from Africa, what we call the white man came from Africa all man came from Africa,
    So if we are really serious about this moving a head, we have to stop calling ourselves black people have u ever really seen a real black man, have u ever seen a real white man or yellow, so for me once you used that word black to describes what your doing and your self, from start you have shown full complete ignorance,

  45. Any suggestion of giving NHC units to longstanding tenants could only be described as visionary.

    No wonder frankology derides such a proposal – IT MAKES SENSE.

    The NHC charges ridiculously low rents for these units, pays a large administrative and maintenance staff to upkeep them, collect rents etc – Who in their right mind would run a business like that?

    It makes sense to GIVE the people the units, (or sell them for $1.00 each) and completely reform the ridiculous NHC scam.

    The country would save MILLIONS per year as a result.

    Its election in Barbados and every one is going way out to be the ruling government.
    So many of us are taking in by what have been said in and out of parliament.
    And things that have been fling at opposing candidates on the campaigns floors.

    But do any of us see the real big picture, do we really see what’s happening right in front our very eyes.
    I once read that the flapping of a butterfly wings can affect the climate on the other side of the world how true I don’t know.
    But on the very same hand I know that every single thing that happens around the world effect us directly here in Barbados and the Caribbean.
    I say we chose to complicate things because we chose not to do the simple things that make life so easy.
    As the time moves on well for Barbados and not so many of our sister islands, because we have advance so fast, our leaders are now set on having a developed first world Barbados. Some may say the cost of progress is very high.
    But don’t we see our world is getting smaller by the day, we may love to cry and say Barbados is ours no one have the rights to come here and buy land no one have the rights to do this or that, but realistically as the world becomes smaller and technology advance, all we had once believe in and stand for will be no more.
    The churches some of the oldest institutions on earth are rising up to take the place they once help when back then what they call the new world was now beginning. The Catholic Church lead by the pope and the uniting of the European states the pushing of Germany to be the head of Europe, the destabilizing of the African, Asian and Middle East countires even in our back yard the continuing conflicts between Cuba and the USA. The ongoing aim of the powers to be, to destabilize Venezuela all these things are the steeping stone for a new world order where the weakest will fall and the strongest will stand,
    we have long giving up the life of the bible and the teachings of the bible, man is no longer man, we are no longer civilize we are like the beast of this world, like the giant cats of the African savannahs we go where we can survive, or adapt to living conditions that’s meets us.
    It’s not many of us that can leave Barbados and go foreign to seek a better life or so you may call it,
    Our leaders or the so-call ones that we chose by or X to rule and handle the affair of this country are single grains of sand in this new global arena.
    Clothing, shelter and food, the needs of every man,
    This is the time for a man to be a man, stop with the batty style stop being weak we have no feminine sides, rise up and be the kings of your castle of your home, be the provider for your family and for you own welfare, be your brother keeper, don’t depend on no government for your survival, till the soil for your bread, treat you woman like queens and the mothers of the universe teach your sons and daughters the right ways of life, reject all the negative and evil, by doing all these things you will acquired the skills to survive in this new world,
    I say in the end it should be like the beginning, because all we know of would be no more, and all we thought we have accomplish would be no more, we be back to the days when man was man and man obeys the Gods of the universe and we live in perfect harmony with all that dwell and make this world we live in the great creation it is.
    THIS is the end, they is no Jesus Christ to come save you, you waited 2000 years for,
    The end is here by our own making for we have neglect and reject the basic natural laws of the universe, man sleeping with man……. And as the end comes a new world awakes us , one where man try to fix the wrongs and destruction he have subject this world we live in to. Can we stop the ice caps from melt? Can we prevent the hurrican from being more destructive than we ever know and the sea reclaiming the land………………….can we?
    So it doesn’t matter the out come of this general elections life is the greatest gift and with life comes survival, the fight is ours the choices are ours.
    We have heard of it but have we really live it, well it going be a truly dog eat dog world, so if yah not
