Regular contributor to BU who submits under the moniker of Bush Tea has questioned the electoral process of Barbados which requires Polling Officers on ‘voting day’ to record the National Identification Number (NID) of the voter on the ballot paper. This is an old concern which always surfaces at election time.  How valid is Bush Tea’s concern and is this a feature of our Electoral System which Barbadians should agitate to change. Some of the questions and observations which Bush Tea and others have tabled overtime:

Where else is this done?

Why was it started?

How do we know that this information is not used to victimize voters who may have voted on the ‘wrong’ side of an election?

Is this how Boards are selected?

We may as well vote by show of hands. It is a system that lends itself to DICTATORSHIP. Even my sports club vote by SECRET ballot to avoid victimization etc.

Are Bajans happy with this situation?

Can we hear from the Supervisor of Elections?

The official reason offered for recording the NID over the years has been to suggest that in the event of a challenge to an election result the Court System can easily investigate the legitimacy of the vote. We assume that if such were to occur it would be managed with the utmost caution and such a case would be processed ‘in camera’ away from the glare of the public. It seems to BU that many of the organs which make-up our system of government are built on conventions, and the fragility of our democracy can easily be exposed if strong-minded individuals occupy key positions in the country. Most systems will require some changes from time to time; we do live in an environment which is constantly changing. Does BT have a legitimate concern? The best defense which we can make to those who question the current system of voting is to suggest that our Judicial System has been exemplary over the years and has served us well. Our political leaders and parties on both sides have served us well. Our people have been well educated and have always walked the high road when they have had to resolve conflict. Don’t forget that our electoral system accommodates observers from both sides in the electoral process. It is up to them to understand the weaknesses and to apply the appropriate due-diligence.

So what are we afraid of Bush Tea et al?

Here is a high level view of the voting process on Election Day:

  • Each voter (also called an elector) receives a form shortly before an election in their constituency; it gives the location of their polling station.
  • Each elector presents his/her identification card to officials at the polling station, who checks off the name of the voter against the electoral register and issue the voter a ballot paper – The NID is recorded on the counterfoil of the ballot paper before delivery to the voter – added by BU
  • Electors vote by putting an X on the ballot form against the name of the candidate they want to represent them, and then placing the ballot paper in a sealed box. (Any other mark or comment on the paper render it invalid.)
  • When polling closes, the ballot boxes are collected from each polling station in the constituency and taken to a central point. There the seals are checked before the boxes are opened and the votes for each candidate are counted.
  • When the counting finishes, the results of voting in that constituency are announced by the returning officer, who declares the winner of the election.

  1. You’re absolutely, right to be worried about this Bush Tea and so should ALL Barbadians be concerned. Any system which allows the way a person voted to be discovered, is corrupt and liable to exert unfair influence, however, minimal. It should be abolished as a practice in Bim and allow a fair and free vote to mean, exactly that!

    Don’t vote in your adopted land, they do the same thing there.

    The only difference being ballot papers are kept safely locked away under the guardianship of the Electoral Registration Officer.

    The reason for it?

    If there is a claim of ballot rigging by any of the candidates votes can be checked and if sustained the result declared null and void.

    The key is the security of those ballot papers and lawful access to them.

    Are we so protected?


  3. Maybe three angles we need to view some concerns ST. Can we live with the current system if we agree with its purpose? If we can live with it, are we comfortable with how the ballot boxes are maintained in post-election periods? Would we want to dispense the system all together and if so then what?

  5. You seem to have taken a very simplistic approach to this matter Straight talk, maybe we should provide government with details of all our personal finances too – so that there is evidence to check in the event of any crime…

    I listened to various call in shows and heard well known politicians quote from ‘voting statistics’ of how many persons in a particular area voted for who etc.
    Only someone completely unaware of reality in Barbados, or fast asleep, or otherwise impaired would doubt that when these ‘statistics’ were compiled, the counterfoil reference number was also recorded.

    It would only take a merging of such a list with the list of NID numbers (and hence unique name) and the same counterfoil reference number to produce a complete computer listing of all voters and their exact vote.
    This could be so easily done that I would personally be shocked if it is not routine.

    Fraud is prevented by having trained scrutinizers, impartial adjudicators and transparent systems.

    Once a ballot goes into the box, it should be a BALLOT. …. not mr B’s ballor or miss C’s ballot.

    In any case, if there is suspicion of fraud what will we do? go back and ask each voter to confirm that he or she voted B or D as per the ballot?

  7. Peter Wickham has been at pains to point out that he does polling at the constituency level but it is data which he is not comfortable using. My point here is that this data is available to the public including the MPs which they can use to speak to voting behaviour at the district level.

    There is a world of difference between what I tell Peter Wickham and what i put on my ballot.

    Wickham could do what ever he likes with his polls – I suspect some people attempt to send messages through ‘polls’… and wants to have the info sent out…

    Nonsense. If what you claim were true it would take a lot more than that, you clueless dunce. Someone would also have to key each and every ballot into a computer in order to determine which candidate the X went to.

    The simple fact is, jokers like you don’t know anything about the security systems in place for that aspect of our electoral system, and quite rightly no-one outside the electoral officials should.

    I’m quite confident in the security and confidentiality of our voting system, which is very much the same as in other parts of the world. I have no worries about that. It has served us well since independence.

    It is obvious that some DLP supporters like you have BIG DOUBTS about your previous boasts about winning the upcoming election, and with the prospect of DEFEAT looming ahead you are resorting to what is common in many African countries… losers crying foul and whining about the electoral system whenever the people reject them at the polls.

    If this is how you are crying now, wait till mid-January when you will be bawling like a hungry baby.

I have seen it reported on this site where on former BLP supporter with the help of owing arthur managed to vote three times in in three different areas in one election, this is as dishonest and corrupt as it gets, why would we doubt the propensity to steal this election by whatever means they know to get the result that they want?

    We must remember that they are intent on maintaining their control of the treasury and that control can only be done via the polling station and the votes, so do be at all surprised when you see strange things taking place on polling day.

    Personally it does not phase me for them to know who I vote for that is something that I will tell them openly so they need not snoop and to dishonestly try to find out my voting decision, but also understand the terror it holds for those gov’t workers living in fear of loosing their job if they voted against the stealing and the corruption.

    When a political party can feel so threatened by the people’s power to hire the services of that Indian clown from RED ADVERTISING to carry the torch for this starved blp party under the name of LEROY AND DAVID among many other names and to spend his day blogging in defence of the ruling party it is clearly stated that they are on a mission to negate the effect of the DLP supporters towards this blog.

    Here we have the ruling party throwing money at a foreigner to carry out the services that they require, this is a disgraceful act of the worst kind.

    It speaks volumes of the fear that this party has for the voting public of this nation, no wonder arthur was so keen not to have them contest another election on this island and rule from his DICTATORSHIP style and manner.

    I would highly suggest calling or emailing him to find out how many other blp assigned names he has in use.

    Now with the dates for National Elections and Nomination Day in Barbados having been set for the 15th January, 2008, and for the 31st of December, 2007, respectively, thousands upon thousands of voters in Barbados will soon have the opportunity once again to exercise their voting rights and thereby elect representatives to the House of Assembly of Barbados.

    Certainly, it is and remains one of the fundamental features of our Barbadian democratic electoral tradition for voters to elect these constituency representatives to the House of Assembly so that a majority of them will later be able to form a government to continue with the management of the affairs of the country. According to the constitution of Barbados, S.61 (3), the life of every parliament, AND NOT NATIONAL ELECTIONS AS MANY BARBADIANS CASUALLY MISTHINK, must normally continue for five years until cessated.

    The last time voters in Barbados did vote to democratically elect members of the House of Assembly was on the 21st of May, 2003. Then, as many Barbadians knew and still know, there were only two parties that existed and that presented candidates to the voters. But, oh how things have changed since then, politically and otherwise in Barbados!! Now there will be four parties presenting candidates to the voters in the upcoming national elections.

    Which brings us to a very important point in this submission: which is that we in the People’s Democratic Congress hereby take the opportunity, via this medium, to formally announce to voters in Barbados the decision of our intention to participate in these upcoming elections and to assist in the engineering of the right type of electoral outcome that is presently needed for the country: change in government.

    For not only will we be having candidates run in some constituencies, but also we will be hosting open air public meetings, distributing political literature, making use of politically and electorally tinged emails and faxes, and other electoral campaign means and devices in order to continue informing voters of the critical national and parochial problems and issues at stake in this election period, and the types of solutions and ideas that are needed to help bring relief and advancement for persons and other entities affected by such problems and issues in Barbados.

    As well, voters must know that we have been long preparing and organizing for these elections. Hence, it should NOT now be surprising to the average voter why the PDC had long ago released its Pre-election Manifesto? Too, it should NOT now be surprising to the average voter why we had long ago commenced our house to house canvassing program? Surely, we have long been aiming for greater political, electoral, constituency and other support for our party and its ideologies, principles, programs and policies in the face of expected great challenges and constraints. The latter notwithstanding, we are still firm in the knowledge and understanding that even beyond this coming election we will continue operating in the interest of the country, the masses, the middle classes and a reformed national industry, as that we have long been committed to selfless and unstinting service to these sectors and groupings.

    Finally, we are also certain that so damaging and destructive has this BLP Government been, well since 1994, to the general interests, livelihoods and future wellbeing of esp. the poor, the masses and middle classes, and small and medium sized businesses in Barbados, THAT WE AND INCREASING MULTITUDES OF BARBADIANS ARE THAT ADAMANT THAT THIS WRETCHED BLP GOVERNMENT MUST GO AT THE NEXT ELECTIONS, AND AT ALL COSTS POLITICALLY AND ELECTORALLY. They are in fact the worst government that has held office since national independence in 1966. Too, Mr. Owen Arthur is the worst and most ill-eqipped prime minister out of all the prime ministers we have had so far, and cares very little about the masses and middle classes of people of Barbados. HE, TOO, MUST BE THROWN TO HELL OUT OF OFFICE NEXT ELECTIONS. What a big joker!!

  13. Straight Talk, the practise is reprehensible, whether in your country or mine. I’m a person who am totally, in favour of openness and clarity in respect of virtually, every aspect of public life. However, I draw the line at my vote! The way I voted should be absolutely, sacrosanct! I don’t want ANYBODY to be able to find that out, no matter what the reason and any decent and honest Primeminister or official should n’t want such information to be disclosed, either.

    I am well aware that there’s a similar practice in the UK and condemn it here, too. How I voted is my own personal business and should remain so, for all our people, for all time, unless you choose to disclose it, yourself!!!!

  16. Maybe a case can be made that if Barbados has had such a stable political political climate it raises the question why the NID was made part of our election system. Because England has it does not mean we should adopt it, especially when we read the bloody English history compared to a more sedate Barbados by comparison.

    Is it a stretch to say why we would want to dump the Monarchy for a Republican system but would be reluctant to change a process borrowed from England.


  17. I believe that this system of recording one’s NID on the back of the ballot paper is totally immoral. It may suit the purpose of the leader of the day quite well, but I still contend that it is corrupt to practise such foolishness.
    It may be done to check on certain big wigs before offering them any handouts when the time comes to share out the “goodies”, etc. On the other hand, one can be victimised for not supporting the party in power. And this too is wicked and evil.
    Good leadership would insist that this anomally be removed. Did this system have its origin in parliament or did that person institute such measure after being high on something?
    While speaking of leadership, I am sick and tired of the nonsense being espoused by the likes of Harold Hoyte, Ezra Alleyne and others about the leadership qualities of Owen Arhtur. What qualities are these ppl talking about? What is Arthur noted for? Can anybody name ONE SINGLE THING that we can all as citizens look back on and say yes, this has Owen’s signature and it is truly remarkable? Any takers?
    Barrow may be remembered for the educational reform, Tom Adams for Taxation and by extension the off-shore banking sector. Bree, too short for any major impact. Sandi for at least licking up the economy before putting it back on a growth path. Owen????? What can we say about Owen? Yet the pillars of society would want us to believe that Owen Arthur has a monopoly on good and effective leadership.
    You cannot ask us to go to school and learn to think and then come with such expletives for us to believe. At least some of out here are critical thinkers.
    This foolishness about the Emperor’ s new clothes must be seen for what it is. Utter garbage.
    So gentlemen, next time you are thinking about promoting Owen Arthur as this great leader please make sure that you TELL us in case we do not know, or REMIND us in case we have forgotten what made Owen such a great leader.
    If you cannot attach anything of substance to the title, then you all must agree that after primary school we need to send our children to learn a trade or something. PLEASE, anyting outside of that will be a waste of resources.

    To me, the most interesting aspect of this whole BLOGGING experience to date, has been the juvenile, unmannerly and dim-witted approach taken by you bloggers who appear to be supporters of the BLP.
    I initially concluded that these were DLPites who were seeking to discredit the BLP with this stupid approach. This appears not to be the case.

    Most puzzling to me is why some intelligent and perceptive ‘BLPite’ does not disassociate that party from such stupid mob-styled tactics.

    Surely the BLP website’s editors would wish to publicly disassociate themselves and their party from persons using such abusive filth in the party’s name and threatening persons with murder and arson….amazingly not a word.

    As to who wins the coming elections?!? That is for Bajans to decide. It will not affect Bush tea in the least…like Joseph of the bible he will continue to thrive anywhere.

    If they have to depend on people like you to defend their cause then the BLP deserves to be soundly trashed on January 15.

    In the 10-Minute Manager feature in todays Business Authority, among the wishes in the last paragraph, if he had a chance to manage Barbados for a day, what would he do?

    ‘It would be mandatory for all politicians to declare their assets before and after taking up their seats in the House of Assembly’.

  28. I am surprised that you don’t think Guyanese are trying to hijack the elections, since supposedly there are 100, 000 in Barbados. Guyanese are a great people, whether they are African, African mixed, East Indian, East Indian mixed, Portuguese, Chinese, Amerindians, white Guyanese, and plus all the mixtures that come out of the above, and to say that we are causing problems in your country is shameful. There are Bajans in Guyana who commit crimes and we don’t single them out, there are 30,000 Brasilians living in Guyana and we don’t say go home to Brasil, plus all the Chinese and other groups in Guyana. So please Barbados, wake up, at one time your country was all white, and you know what, it will become majority Guyanese one day soon, Indo Guyanese, African Guyanese, Chinese Guyanese, Amerindians white Guyanese and the lot. So relax yourselves, and enjoy Christmas. I notice Bajan women don’t write on these blogs. I wonder why, maybe just like how you all don’t like Guyanese, you don’t like women too. Bye

    The Prime Minister of Barbados pretends that he is a saviour of the poor, yet he despises them with a passion unrivaled in modern Barbados politics. He has amassed such large money resources that it is impossible to trace all of it. His friends from every side of the racial spectrum has ensured that he will never want for any material resource ever again in his life, his wife’s life, his children’s life or any future generations of owen’s family life. He will pretend that he barely exists. We know better than that.

    During the election. Arthur will do everything to ensure that his millions are not exposed. Many of his candidates are busy doing the same. To protect themselves they must ensure that there is no change of government in Barbados. The people of this country have been taken on a ride of deceit, corruption, arrogance, downright stealing by a government that cares really for its own pockets. Barbadians just need to look around at the extent to which Owen Arthur’s friends have become instant millionaires in this country.

    These men behind Owen are scared that if he loses his pick, they too will lose their pick and they are terrified of that. They have all banded behind Owen Arthur to ensure that he has the monetary resources to fight the election so that they are in a position to continue to disadvantage Bajans. These fat cats must not continue to eat all that Barbados provides.

  32. Bush tea I am having some difficulty in following your contention and concerns about the NID on the ballot.

    1: Is the NID recoreded on the Ballot paper? I am refering to the portion that i will take to the Booth with me to place my X.

    2: If not is it recorded on the stub?

    3: Is there a unique number that ties each stub to a ballot paper?

    I cannot recall what a ballot paper looks like and cannot recall ever having anything written on it by the person handing it to me.


  33. Our recollection is that the NID is recorded on the counterfoil of the ballot which has a unique number that matches the ballot paper which the voter drops into the Ballot Box.

    The process is exactly as David explains. In an ideal world, we could all vote by show of hands and there would be ‘no problem.’

    If guns and bullets are kept properly apart and secure, no one would ever be shot.

    I do not really care what the UK does Straight talk, ….talk is that for years you folks took baths only once per week and sex was a fortnightly routine… more recently we discovered that national honours up there are sold to the highest bidders etc. Not exactly models for us down here….

    Facts are:

    1. If democracy is to be the foundation of the society, then my vote MUST be sacrosanct.

    2. This is too important to be left to the ‘good judgment’ of power hungry politicians.

    3. It is TOTALLY UNNECESSARY except for the sinister undermining of democracy.

    4. The ‘paper trail’ excuse is groundless. Nothing is gained by being able to determine WHO voted in a particular way EXCEPT for sinister underhand schisms in the population.

    The ‘paper trail’ is adequate up to the point where the NID is placed on the counterfoil, BUT THIS NEED NOT BE TIED TO THE BALLOT.

    This is so obvious to me that it is difficult to see ‘the other side’ of the argument…

    Here we have a situation where our politicians have steadfastly REFUSED to pass integrity Legislation – which is intended to prevent them from thiefing and accepting bribes.
    We all know that they do this routinely.

    But they can routinely introduce dubious ‘integrity rules’ for the voting public that compromises the secrecy of each person’s vote, and provides clear opportunity for illegal exploitation by unscrupulous persons.

    …and almost to a man we are unaware of the situation.
    If we are now aware, and willing to accept this situation – then we deserve whatever we get as a nation…. Just like the British deserved the puppy they had licking around behind George Bush these last eight years.

    The Barbados Labour Party does not care how it wins. It intends to subvert the process by any means necessary. BARBADOS MUST PUT ON ITS SHIELD OF ARMOUR against this advancing evil. They are many in that party who are evil. Do not let them fool you now. They who must uphold the law are the chief ones who are breaking the law. Then do you wonder why our society is so mashed up.

    I’m amazed to hear that such a thing could happen in Bim. Bribery by gifts/vouchers to vote a certain way in a general election! I really assumed that the Barbados electoral system had advanced beyond that stage, ages ago. Seems I may have been wrong. Scandalous! I know where I’d tell a politician offering me such bribes to put them but I can see that less well off people could be vulnerable to being persuaded. A scandalous, state of affairs!


  39. So what would happen if you asked them not to write your ID # on the stub? would they not allow you to vote? is it illegal?

I am really stunned…I had no idea that this actually was done..Now I’m certain that my suspicions were justified when, several years ago, I voted for the first time and was told thereafter, that I had not voted as expected. I wondered about that statement, now I know. The “problems” soon started for me, they came offering their services, with conditions, but I was stronger than THEY expected. I was prepared to fight. Some are now dead but some are still alive; today I can look at them and laugh. They made threats, to me and my friends, the weaker ones they were able to run them off but I was neither needy nor easily frightened. Their actions only showed me how pitifully low and desperate they were. I pity people, particularly women, who are not strong, who have no moral or social support and few options..
    Victimization has always been a way of life, a means to an end for certain people in Barbados and will continue to be so, if it’s not made public in every instance>


  41. No wonder he talks about the foreign investors, up to recently he was stuffing his head up the behind on the likes of the Michael Paynter’s, Dereck Smith’s and the Tabor’s, Ron Joyce etal and that elite clan courting them to hope they can give him enough money to buy an election result.

    No wonder these elite can get any and everything that they request of him so long as he gets paid money to the St .Peter Development funds for his and his wife’s use to keep her family out of prison instead of helping the people of this island, there is so much the millions that this group has donated could do for the betterment of the nation instead it is set aside as his and his wife’s slush fund.

    Instead of wining and dining with this rich and famous clan he should be addressing the blockage of beach access at COLONY CLUB with their barrier, that these same ones that he is taking money from to tell them to stop breaking the laws and remove these blockages.


  42. Yes Princess E, this has been done since introduced by none other than Tom himself…. no doubt for a honest legal reason (ha ha ha)

    This is not really a reflection on the politicians though… it is an condemnation on a people who would allow themselves to be urinated on in this way…
    It is so fundamental a travesty that it is no wonder that this country has reached the stage where while these ‘leaders’ tell us that we have never had it so good, we can all see that we are being over run with foreigners – both of the rich white and the poor despairing types….
    we drive along the most beautiful coast in the whole world and can only see the huge fences for foreigners who have to give us a pass by their fence to get a sea bath.
    We can not go out at night without being in fear of our ‘choke and rob’ guests to the island..

    ..it all starts with a laid back approach to fundamental issues like SECRET BALLOTS..

    …and people ALWAYS get what they deserve…
